Amendments <str<strong>on</strong>g>to</str<strong>on</strong>g> Chapter 2 – Dicti<strong>on</strong>ary <str<strong>on</strong>g>of</str<strong>on</strong>g> Definiti<strong>on</strong>s<br />

Minor changes are proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> some definiti<strong>on</strong>s in order <str<strong>on</strong>g>to</str<strong>on</strong>g> make more clear the intent <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

document. It is also proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> add a definiti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> “Sydney W<strong>at</strong>er” as this body is referred <str<strong>on</strong>g>to</str<strong>on</strong>g> a<br />

num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> times in the Plan.<br />

Amendments <str<strong>on</strong>g>to</str<strong>on</strong>g> Chapter 3 – Determining Development Type and Loc<strong>at</strong>i<strong>on</strong><br />

Minor changes <strong>on</strong>ly are proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> wording in order <str<strong>on</strong>g>to</str<strong>on</strong>g> make more clear Council’s intent with<br />

regard <str<strong>on</strong>g>to</str<strong>on</strong>g> the Loc<strong>at</strong>i<strong>on</strong>s.<br />

Amendments <str<strong>on</strong>g>to</str<strong>on</strong>g> Chapter 4 – Site Planning and Building Design<br />

The amendments proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> Chapter 4 are primarily the additi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>trols c<strong>on</strong>sistent with the<br />

recently adopted Riparian Policy. Inclusi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> these c<strong>on</strong>trols also entails the additi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> an appendix<br />

c<strong>on</strong>taining riparian mapping inform<strong>at</strong>i<strong>on</strong>. The new c<strong>on</strong>trols will require th<strong>at</strong> development and<br />

associ<strong>at</strong>ed services are loc<strong>at</strong>ed a reas<strong>on</strong>able distance from riparian areas.<br />

Amendments <str<strong>on</strong>g>to</str<strong>on</strong>g> Chapter 5 – S<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er Discharge Leaving the Site<br />

It is proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> amend Chapter 5 so as <str<strong>on</strong>g>to</str<strong>on</strong>g> enable pump-out systems <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> employed for certain<br />

types <str<strong>on</strong>g>of</str<strong>on</strong>g> Loc<strong>at</strong>i<strong>on</strong> D development, specifically developments up <str<strong>on</strong>g>to</str<strong>on</strong>g> and including new single<br />

dwellings where an easement for gravity drainage cannot <str<strong>on</strong>g>be</str<strong>on</strong>g> obtained.<br />

Provided th<strong>at</strong> these developments are subject <str<strong>on</strong>g>to</str<strong>on</strong>g> strict c<strong>on</strong>trols regarding the impact <str<strong>on</strong>g>of</str<strong>on</strong>g> the pump-out<br />

system <strong>on</strong> the receiving c<strong>at</strong>chment, <str<strong>on</strong>g>to</str<strong>on</strong>g>gether with stringent back up systems provided <strong>on</strong>-site in the<br />

event <str<strong>on</strong>g>of</str<strong>on</strong>g> pump failure/power outages (refer <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>trols in proposed secti<strong>on</strong> 5.7.9), there is no<br />

technical reas<strong>on</strong> th<strong>at</strong> a pump-out should not <str<strong>on</strong>g>be</str<strong>on</strong>g> c<strong>on</strong>sidered in certain circumstances where an<br />

easement cannot <str<strong>on</strong>g>be</str<strong>on</strong>g> obtained.<br />

Some minor changes <str<strong>on</strong>g>to</str<strong>on</strong>g> wording are also proposed so as <str<strong>on</strong>g>to</str<strong>on</strong>g> improve the clarity <str<strong>on</strong>g>of</str<strong>on</strong>g> the document.<br />

Amendments <str<strong>on</strong>g>to</str<strong>on</strong>g> Chapter 6 – On-Site S<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er Management<br />

Rainw<strong>at</strong>er tanks were introduced as a manda<str<strong>on</strong>g>to</str<strong>on</strong>g>ry element <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>on</strong>-site s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er management so as<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> reduce the risk <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>to</str<strong>on</strong>g>tal system failure as well as <str<strong>on</strong>g>to</str<strong>on</strong>g> help minimise demand <strong>on</strong> the mains w<strong>at</strong>er.<br />

The adopted DCP allows for c<strong>on</strong>cessi<strong>on</strong>s from OSD when OSR systems (eg. w<strong>at</strong>er tanks) are<br />

employed. It was not intended, however, th<strong>at</strong> OSD systems <str<strong>on</strong>g>be</str<strong>on</strong>g> elimin<strong>at</strong>ed as a m<strong>at</strong>ter <str<strong>on</strong>g>of</str<strong>on</strong>g> course<br />

when c<strong>on</strong>cessi<strong>on</strong> opti<strong>on</strong>s were introduced in<str<strong>on</strong>g>to</str<strong>on</strong>g> the DCP.<br />

Elimin<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> OSD s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage in development applic<strong>at</strong>i<strong>on</strong>s is comm<strong>on</strong>ly occurring in development<br />

applic<strong>at</strong>i<strong>on</strong> proposals for Type 4 (dual occupancy), Type 5 (multi-unit) and Type 6 (business,<br />

commercial or retail premises). This is expected <str<strong>on</strong>g>to</str<strong>on</strong>g> cause problems in the future, following further<br />

c<strong>on</strong>centr<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> medium density developments proposed adjoining the rail corridor, especially as<br />

these are situ<strong>at</strong>ed <strong>on</strong> the ridge <str<strong>on</strong>g>of</str<strong>on</strong>g> the c<strong>at</strong>chments where they have the potential <str<strong>on</strong>g>to</str<strong>on</strong>g> impact <strong>on</strong> a<br />

gre<strong>at</strong>er num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> downstream properties. Particularly given the downstream capacity <str<strong>on</strong>g>of</str<strong>on</strong>g> Council<br />

systems, the magnitude <str<strong>on</strong>g>of</str<strong>on</strong>g> some <str<strong>on</strong>g>of</str<strong>on</strong>g> the (c<strong>on</strong>centr<strong>at</strong>ed) unc<strong>on</strong>trolled discharges from these large sites<br />

could <str<strong>on</strong>g>be</str<strong>on</strong>g> very large. It is therefore important th<strong>at</strong> Council review its stance <strong>on</strong> OSD and OSR for<br />

sites such as these. In doing so, it is also important <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>sider the issue <str<strong>on</strong>g>of</str<strong>on</strong>g> overflow from rainw<strong>at</strong>er<br />

tanks in the event <str<strong>on</strong>g>of</str<strong>on</strong>g> pump failure due <str<strong>on</strong>g>to</str<strong>on</strong>g> a power outage occurring in a major s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm.<br />
