A considerable proportion <strong>of</strong> the Policy consists <strong>of</strong> introduc<strong>to</strong>ry statements <strong>of</strong> fact, technical
information, justification for good water management in Ku-ring-gai, <strong>to</strong>gether with explanations <strong>of</strong>
Council’s processes, technical information, contact details for State agencies, a list <strong>of</strong> relevant
legislation and definitions <strong>of</strong> common terms. This information is available <strong>to</strong> staff and cus<strong>to</strong>mers
through other Council documents and policies including the State <strong>of</strong> the Environment Report
(which includes statistics and descri<strong>be</strong>s actions undertaken), the Management Plan (which details
future actions), Council’s website and DCP 38. Some elements are also included in the adopted
Water Management DCP.
The main body <strong>of</strong> the Policy is divided in<strong>to</strong> seven sections:
1. Integrated Management – requiring Council <strong>to</strong> develop S<strong>to</strong>rmwater Management Plans
(SMPs), explaining the purpose <strong>of</strong> the Water Management DCP and requiring all water
management in Ku-ring-gai <strong>to</strong> <strong>be</strong> consistent with the SMPs, the Water Management
DCP and the principles <strong>of</strong> Ecologically Sustainable Development (ESD);
2. Community Involvement – requiring Council <strong>to</strong> undertake appropriate consultation and
education with the community <strong>to</strong> ensure that the “objectives <strong>of</strong> the policy” (<strong>of</strong> which
there are none stated) are met;
3. Water Conservation- stating the actions Council will carry out <strong>to</strong> maximise water
conservation;
4. S<strong>to</strong>rmwater – setting objectives and controls for s<strong>to</strong>rmwater management and containing
details on compliance issues and statements <strong>of</strong> purpose from other Council documents.
5. Inter-allotment Drainage Schemes – containing a statement that Council “may assist
property owners in the facilitation <strong>of</strong> inter-allotment drainage schemes” as set down in
DCP 47.
6. Protecting and Res<strong>to</strong>ring Natural Components <strong>of</strong> the S<strong>to</strong>rmwater System – containing
controls for the management <strong>of</strong> natural areas.
7. User Pays – detailing the way in which Council operates.
The majority <strong>of</strong> the Water Management Policy (Sections 1-3, 5, 7 and some <strong>of</strong> 4) is information
about Council’s process and background information. Much <strong>of</strong> the remainder consists <strong>of</strong> controls
that are more comprehensively dealt with in DCP 47. Other elements <strong>of</strong> the Policy are now largely
superseded by the Riparian Policy.
CONSULTATION
The review <strong>of</strong> the Policy has not required consultation with external stakeholders.
