Ordinary Meeting ong>ofong> Council - 26 April 2005 17 / 2 Item 17 S02252 4 April 2005 PURPOSE OF REPORT To report on the review ong>ofong> the Water Management Policy 1999. BACKGROUND A Song>toong>rmwater Management Policy for Ku-ring-gai was originally adopted in 1993. The current Water Management Policy was adopted in 1999 during the development ong>ofong> the Draft Water Management Development Control Plan No 47 (DCP 47). The draft DCP was not adopted at that time. The Water Management Policy was ong>toong> ong>beong> reviewed “every five (5) years, or ong>beong>fore that time if necessary”. In Novemong>beong>r 2003, Council resolved ong>toong> review the Water Management Policy in the context ong>ofong> the new Draft DCP No 47 and other current Council activities and policies. DCP 47 has since ong>beong>en adopted and an amended Draft DCP 47 is ong>beong>ing recommended for adoption in a separate report ong>toong> this Council ong>meetingong>. Council has also recently adopted a new Riparian Policy. The process ong>ofong> review has involved examination ong>ofong> the document by staff from across Council in the light ong>ofong> more recently developed documents such as DCP47, Riparian Policy, State ong>ofong> the Environment report etc. COMMENTS The Water Management Policy was designed ong>toong> sit immediately ong>beong>low the Council Management Plan, providing a statement ong>ofong> commitment ong>toong> appropriate water management in Ku-ring-gai and acting as a guiding document for water-related Council activities, including everyday operations, development ong>ofong> DCP 47 and long-term projects. The Policy includes the following statement about Council’s visions for water management: “The waterways within Ku-ring-gai are managed responsibly within an ecologically sustainable framework, where residents, businesses and Council consider the ong>toong>tal water cycle, while acknowledging that urban waterways will never ong>beong> resong>toong>red ong>toong> their natural, pre-development state”. The new Riparian Policy states that: “our vision for Ku-ring-gai is ong>toong> ensure our creeks support riparian ecosystems, reflect community values and sustain economic activity”. It is considered preferable that Council have a single vision for Council’s waterways. The more recently adopted vision is certainly adequate. Ordinary Meeting ong>ofong> Council - 26 April 2005 17 / 3 Item 17 S02252 4 April 2005 A considerable proportion ong>ofong> the Policy consists ong>ofong> introducong>toong>ry statements ong>ofong> fact, technical information, justification for good water management in Ku-ring-gai, ong>toong>gether with explanations ong>ofong> Council’s processes, technical information, contact details for State agencies, a list ong>ofong> relevant legislation and definitions ong>ofong> common terms. This information is available ong>toong> staff and cusong>toong>mers through other Council documents and policies including the State ong>ofong> the Environment Report (which includes statistics and descriong>beong>s actions undertaken), the Management Plan (which details future actions), Council’s website and DCP 38. Some elements are also included in the adopted Water Management DCP. The main body ong>ofong> the Policy is divided inong>toong> seven sections: 1. Integrated Management – requiring Council ong>toong> develop Song>toong>rmwater Management Plans (SMPs), explaining the purpose ong>ofong> the Water Management DCP and requiring all water management in Ku-ring-gai ong>toong> ong>beong> consistent with the SMPs, the Water Management DCP and the principles ong>ofong> Ecologically Sustainable Development (ESD); 2. Community Involvement – requiring Council ong>toong> undertake appropriate consultation and education with the community ong>toong> ensure that the “objectives ong>ofong> the policy” (ong>ofong> which there are none stated) are met; 3. Water Conservation- stating the actions Council will carry out ong>toong> maximise water conservation; 4. Song>toong>rmwater – setting objectives and controls for song>toong>rmwater management and containing details on compliance issues and statements ong>ofong> purpose from other Council documents. 5. Inter-allotment Drainage Schemes – containing a statement that Council “may assist property owners in the facilitation ong>ofong> inter-allotment drainage schemes” as set down in DCP 47. 6. Protecting and Resong>toong>ring Natural Components ong>ofong> the Song>toong>rmwater System – containing controls for the management ong>ofong> natural areas. 7. User Pays – detailing the way in which Council operates. The majority ong>ofong> the Water Management Policy (Sections 1-3, 5, 7 and some ong>ofong> 4) is information about Council’s process and background information. Much ong>ofong> the remainder consists ong>ofong> controls that are more comprehensively dealt with in DCP 47. Other elements ong>ofong> the Policy are now largely superseded by the Riparian Policy.
