The campus is <str<strong>on</strong>g>of</str<strong>on</strong>g> intern<strong>at</strong>i<strong>on</strong>al<br />
significance.<br />
architectural and landscape design<br />
community as a successful example <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />
highly influential style.<br />
Campus is a masterpiece <str<strong>on</strong>g>of</str<strong>on</strong>g> modern<br />
architecture and landscape architecture.<br />
The three submissi<strong>on</strong>s received from St<strong>at</strong>e agencies raised no objecti<strong>on</strong>s <str<strong>on</strong>g>to</str<strong>on</strong>g> DLEP 30. Sydney<br />
W<strong>at</strong>er commented th<strong>at</strong> they do not ‘in-principal’ object <str<strong>on</strong>g>to</str<strong>on</strong>g> the proposal so l<strong>on</strong>g as Draft LEP 30<br />
does not apply <str<strong>on</strong>g>to</str<strong>on</strong>g> works <strong>on</strong> Sydney W<strong>at</strong>er assets <strong>on</strong> the site. Sydney W<strong>at</strong>er owns the East Lane<br />
Cove Submain th<strong>at</strong> traverses the site th<strong>at</strong> is <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> included as a heritage item under Draft LEP 30.<br />
Submissi<strong>on</strong>s received from adjoining <str<strong>on</strong>g>council</str<strong>on</strong>g>s made no comments <strong>on</strong> the draft Local envir<strong>on</strong>mental<br />
Plan.<br />
The Ku-ring-gai Heritage Advisory Committee prepared a submissi<strong>on</strong> th<strong>at</strong> fully endorses the<br />
C<strong>on</strong>sultant’s assessment th<strong>at</strong> the entire UTS Campus site is <str<strong>on</strong>g>of</str<strong>on</strong>g> local and St<strong>at</strong>e significance. The<br />
Heritage Advisory Committee unanimously endorses the St<strong>at</strong>ement <str<strong>on</strong>g>of</str<strong>on</strong>g> Significance in the City Plan<br />
Heritage St<strong>at</strong>e Heritage Inven<str<strong>on</strong>g>to</str<strong>on</strong>g>ry form. The Committee through its submissi<strong>on</strong> recommends th<strong>at</strong><br />
Council proceed with a heritage listing <str<strong>on</strong>g>to</str<strong>on</strong>g> include the site as a local heritage item in the Ku-ring-gai<br />
Planning Scheme Ordinance and recommends th<strong>at</strong> Council prepare a nomin<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> the NSW<br />
Heritage Council for their c<strong>on</strong>sidered <strong>on</strong> the St<strong>at</strong>e Heritage Register.<br />
One <str<strong>on</strong>g>of</str<strong>on</strong>g> the general submissi<strong>on</strong>s raised c<strong>on</strong>cern over the possible effect <str<strong>on</strong>g>of</str<strong>on</strong>g> heritage listing <strong>on</strong> the<br />
University’s ability <str<strong>on</strong>g>to</str<strong>on</strong>g> serve the educ<strong>at</strong>i<strong>on</strong> needs <str<strong>on</strong>g>of</str<strong>on</strong>g> NSW and the University’s students and staff. It<br />
is acknowledged th<strong>at</strong> all buildings change and th<strong>at</strong> heritage items can <str<strong>on</strong>g>be</str<strong>on</strong>g> altered <str<strong>on</strong>g>to</str<strong>on</strong>g> suit the needs <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
the stakeholders. Heritage listing is more about management <str<strong>on</strong>g>of</str<strong>on</strong>g> change. When c<strong>on</strong>sidering an<br />
applic<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> change a heritage item the primary aim is <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure th<strong>at</strong> the work does not diminish<br />
heritage value <str<strong>on</strong>g>of</str<strong>on</strong>g> the property. Alter<strong>at</strong>i<strong>on</strong>s can provide additi<strong>on</strong>al layers in his<str<strong>on</strong>g>to</str<strong>on</strong>g>ry <str<strong>on</strong>g>of</str<strong>on</strong>g> the original<br />
building and landscape as has <str<strong>on</strong>g>be</str<strong>on</strong>g>en evidenced through the evoluti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the UTS Kuring-gai<br />
Campus. Though spanning almost 20 years, each c<strong>on</strong>structi<strong>on</strong> phase was designed and built in the<br />
same style using the same c<strong>on</strong>structi<strong>on</strong> techniques with minor differences in details and m<strong>at</strong>erials.<br />
The result is a building c<strong>on</strong>sistent in its design and each stage is integr<strong>at</strong>ed <str<strong>on</strong>g>to</str<strong>on</strong>g> form a unified<br />
complex.<br />
The heritage value and significance <str<strong>on</strong>g>of</str<strong>on</strong>g> the UTS Kuring-gai Campus must <str<strong>on</strong>g>be</str<strong>on</strong>g> c<strong>on</strong>sidered in the<br />
overall heritage management <str<strong>on</strong>g>of</str<strong>on</strong>g> the entire site.<br />
UTS Rez<strong>on</strong>ing Submissi<strong>on</strong><br />
A rez<strong>on</strong>ing applic<strong>at</strong>i<strong>on</strong> was received by Council for the UTS Kuring-gai Campus which has <str<strong>on</strong>g>be</str<strong>on</strong>g>en<br />
put out for preliminary public exhibiti<strong>on</strong>. The rez<strong>on</strong>ing proposes redevelopment <str<strong>on</strong>g>of</str<strong>on</strong>g> the site and<br />
introducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> new uses and buildings. The rez<strong>on</strong>ing proposes <str<strong>on</strong>g>to</str<strong>on</strong>g> retain and adaptively reuse a<br />
majority <str<strong>on</strong>g>of</str<strong>on</strong>g> the main campus buildings for a range <str<strong>on</strong>g>of</str<strong>on</strong>g> commercial, community, educ<strong>at</strong>i<strong>on</strong>al or<br />
recre<strong>at</strong>i<strong>on</strong>al uses. It also identifies th<strong>at</strong> a yield <str<strong>on</strong>g>of</str<strong>on</strong>g> around 560 – 570 dwellings is possible by<br />
providing a mix <str<strong>on</strong>g>of</str<strong>on</strong>g> dwelling types.<br />
