The Draft Plan was placed on public exhibition and received written submissions from 27 Oc<strong>to</strong><strong>be</strong>r
2004 <strong>to</strong> 26 Novem<strong>be</strong>r 2004.
COMMENTS
The purpose <strong>of</strong> this report is <strong>to</strong> review the submissions made during the exhibition period <strong>to</strong> the
proposed listing <strong>of</strong> the UTS Kuring-gai Campus in Schedule 7 <strong>of</strong> the KPSO.
CONSULTATION
Notification under Section 54 <strong>of</strong> the Environmental Planning and Assessment Act 1974 (EP&A
Act) was made <strong>to</strong> the Department <strong>of</strong> Infrastructure, Planning and Natural Resources (DIPNR) and
Section 62 notification <strong>to</strong> relevant state agencies on 5 Oc<strong>to</strong><strong>be</strong>r 2004. Three submissions were
received from State agencies, none <strong>of</strong> which raised objections <strong>to</strong> the draft plan.
Draft Local Environmental Plan No. 30 (Heritage Conservation) (Attachment 2) was placed on
formal public exhibition at the Cus<strong>to</strong>mer Service Centre and Council’s libraries and Council’s
website from 27 Oc<strong>to</strong><strong>be</strong>r 2004 <strong>to</strong> 26 Novem<strong>be</strong>r 2004. Affected property owners were also notified
in writing <strong>of</strong> the exhibition <strong>of</strong> the Draft Plan and were invited <strong>to</strong> make submissions. A <strong>to</strong>tal <strong>of</strong> 18
submissions were made <strong>of</strong> which 16 were in favour and 2 objected <strong>to</strong> the proposed draft plan.

a copy <strong>of</strong> submissions is attached (Attachment 3)

The site is not under development threat.
Any action <strong>to</strong> list the site for its heritage
values is premature.
Greater consideration given <strong>to</strong> the City
Plan Heritage Assessment than the
Graham Brooks Heritage Assessment <strong>of</strong>
the site.
Council should delay a final decision
until detailed consideration <strong>of</strong> UTS
rezoning application.

If listed there would still <strong>be</strong> the
opportunity for further appropriate
alterations and additions in line with the
contemporary needs <strong>of</strong> the University –
these would relate <strong>to</strong> the heritage
significance <strong>of</strong> the entire campus site.
Several heritage assessments apart from
the City Plan heritage assessment have
<strong>be</strong>en undertaken on the UTS Lindfield
