PURPOSE OF REPORT
For Council <strong>to</strong> consider granting a five (5) year licence <strong>to</strong> the NSW School Students Model
Railway Guild for use <strong>of</strong> part <strong>of</strong> the craft pavilion within St Ives Showground.
BACKGROUND
The NSW School Students Model Railway Guild (NSW SSMRG) is a non-pr<strong>of</strong>it organisation open
<strong>to</strong> all primary and secondary school students. The aim <strong>of</strong> the Guild is <strong>to</strong> promote railway
enthusiasm amongst school students, <strong>to</strong> enhance school students’ knowledge in railway modelling
and transportation and <strong>to</strong> facilitate the construction <strong>of</strong> model railway layouts.
The NSW SSMRG was formed in 1987 and has since expanded <strong>to</strong> include school students from
around NSW. The Guild currently has 31 school student mem<strong>be</strong>rs as well as 2 adult mem<strong>be</strong>rs. 70%
<strong>of</strong> the school student mem<strong>be</strong>rship resides within the Hornsby and Ku-ring-gai local government
area with the remaining mem<strong>be</strong>rs residing in Sydney Metropolitan, outer metropolitan and Country
NSW.
In June 2004, the Guild made contact with Council staff requesting <strong>to</strong> use part <strong>of</strong> the Craft Pavilion
at the Showground <strong>to</strong> permanently set-up, build and operate their model railway club layouts.
Staff contacted all permanent users and licence holders at St Ives Showground <strong>to</strong> advise them <strong>of</strong> the
NSW SSMRG’s request <strong>to</strong> use part <strong>of</strong> the craft pavilion <strong>to</strong> discuss the Model Railway Guild’s
proposal.
The Craft Pavilion is also used by the Northern Suburbs Agricultural & Horticultural Society
(NSA&HS) for s<strong>to</strong>rage <strong>of</strong> cake display units and also cake and jam exhibition during the annual
show in Oc<strong>to</strong><strong>be</strong>r. Agreement has <strong>be</strong>en reached with NSA&HS as <strong>to</strong> sharing <strong>of</strong> the space and its
ongoing management. The Model Railway Guild will fund a security partition as a condition <strong>of</strong> the
licence. These details are reflected in the proposed agreement.
COMMENTS
Given the clubhouse is similar <strong>to</strong> that <strong>of</strong> the Ku-ring-gai Model Flying Clubhouse, the State
Valuation Office advised that it was appropriate <strong>to</strong> use the rate that was applied in the valuation <strong>of</strong>
the Ku-ring-gai Model Flying Clubhouse. A rate <strong>of</strong> $95 per sq m was therefore adopted for the
valuation calculations. (refer <strong>to</strong> Attachment 2). The licence area is 50m 2 in <strong>to</strong>tal
CONSULTATION
Staff consulted with all permanent user groups at the showground following the request from the
NSW School Students Model Railway Guild (NSW SSMRG) and have discussed with the NSW
