BACKGROUND: The NSW School Students Model Railway Guild was formed in 1987. The Club contacted Council staff requesting ong>toong> use part ong>ofong> the Craft Pavilion ong>toong> permanently set-up, song>toong>re, build and operate their model railway layouts and ong>toong> hold club ong>meetingong>s. COMMENTS: Staff commenced negotiations with the NSW School Students Model Railway Guild Inc in July 2004. RECOMMENDATION: That Council approve the granting ong>ofong> a five year licence ong>toong> the NSW School Students Model Railway Guild Inc. ong>toong> use part ong>ofong> the Craft Pavilion, St Ives Showground. BACKGROUND The NSW School Students Model Railway Guild (NSW SSMRG) is a non-prong>ofong>it organisation open ong>toong> all primary and secondary school students. The aim ong>ofong> the Guild is ong>toong> promote railway enthusiasm amongst school students, ong>toong> enhance school students’ knowledge in railway modelling and transportation and ong>toong> facilitate the construction ong>ofong> model railway layouts. The NSW SSMRG was formed in 1987 and has since expanded ong>toong> include school students from around NSW. The Guild currently has 31 school student memong>beong>rs as well as 2 adult memong>beong>rs. 70% ong>ofong> the school student memong>beong>rship resides within the Hornsby and Ku-ring-gai local government area with the remaining memong>beong>rs residing in Sydney Metropolitan, outer metropolitan and Country NSW. In June 2004, the Guild made contact with Council staff requesting ong>toong> use part ong>ofong> the Craft Pavilion at the Showground ong>toong> permanently set-up, build and operate their model railway club layouts. Staff contacted all permanent users and licence holders at St Ives Showground ong>toong> advise them ong>ofong> the NSW SSMRG’s request ong>toong> use part ong>ofong> the craft pavilion ong>toong> discuss the Model Railway Guild’s proposal. The Craft Pavilion is also used by the Northern Suburbs Agricultural & Horticultural Society (NSA&HS) for song>toong>rage ong>ofong> cake display units and also cake and jam exhibition during the annual show in Ocong>toong>ong>beong>r. Agreement has ong>beong>en reached with NSA&HS as ong>toong> sharing ong>ofong> the space and its ongoing management. The Model Railway Guild will fund a security partition as a condition ong>ofong> the licence. These details are reflected in the proposed agreement. COMMENTS Given the clubhouse is similar ong>toong> that ong>ofong> the Ku-ring-gai Model Flying Clubhouse, the State Valuation Office advised that it was appropriate ong>toong> use the rate that was applied in the valuation ong>ofong> the Ku-ring-gai Model Flying Clubhouse. A rate ong>ofong> $95 per sq m was therefore adopted for the valuation calculations. (refer ong>toong> Attachment 2).
