PURPOSE OF REPORT<br />

For Council <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>sider granting a twenty year licence <str<strong>on</strong>g>to</str<strong>on</strong>g> St Ives Rugby Club <str<strong>on</strong>g>to</str<strong>on</strong>g> use Hassell Park<br />

Oval clubhouse <strong>at</strong> St Ives.<br />

BACKGROUND<br />

Hassell Park Oval is loc<strong>at</strong>ed <strong>on</strong> Crown Land and Council is the Reserve Trust Manager under the<br />

Crown Land C<strong>on</strong>solid<strong>at</strong>i<strong>on</strong> Act (1913). Council as Trustee undertakes management <str<strong>on</strong>g>of</str<strong>on</strong>g> the facility<br />

c<strong>on</strong>sistent with the local Government Act (1993) as well as the Crown Lands Act (1989). The<br />

Crown Lands Act (1989) outlines th<strong>at</strong>, as a Public Reserve, the land should <str<strong>on</strong>g>be</str<strong>on</strong>g> managed as<br />

community land under the Local Government Act (1993). Council’s generic Sportsground Plan <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Management applies <str<strong>on</strong>g>to</str<strong>on</strong>g> this site.<br />

The plan recognises the proposed activity and authorises such licence as <str<strong>on</strong>g>be</str<strong>on</strong>g>ing in accordance with<br />

the principles <str<strong>on</strong>g>of</str<strong>on</strong>g> the Local Government Act (1993) and, in particular, management <str<strong>on</strong>g>of</str<strong>on</strong>g> “Community<br />

Lands”.<br />

The property is known as DP 218<strong>26</strong>7, Reserve Num<str<strong>on</strong>g>be</str<strong>on</strong>g>r R 28761 (Attachment 1).<br />

The existing clubhouse itself is situ<strong>at</strong>ed <strong>on</strong> level ground <strong>on</strong> the eastern side <str<strong>on</strong>g>of</str<strong>on</strong>g> Hassell Park. The<br />

main fr<strong>on</strong>tage <str<strong>on</strong>g>to</str<strong>on</strong>g> Hassell Park is M<strong>on</strong>a Vale Road however access <str<strong>on</strong>g>to</str<strong>on</strong>g> the clubhouse is via Hassell<br />

Street.<br />

The clubhouse, built around 1956, comprises a two s<str<strong>on</strong>g>to</str<strong>on</strong>g>rey brick and we<strong>at</strong>herboard building with a<br />

metal ro<str<strong>on</strong>g>of</str<strong>on</strong>g> including clubroom, kitchen/bar and large covered p<strong>at</strong>io upstairs. Downstairs there is a<br />

canteen, male and female amenities, two change rooms (including showers) and a s<str<strong>on</strong>g>to</str<strong>on</strong>g>reroom.<br />

The premises are <str<strong>on</strong>g>be</str<strong>on</strong>g>st descri<str<strong>on</strong>g>be</str<strong>on</strong>g>d as basic and whilst the first floor is in good c<strong>on</strong>diti<strong>on</strong>, the ground<br />

floor however, is in poor c<strong>on</strong>diti<strong>on</strong>. Council is resp<strong>on</strong>sible for the external structure <str<strong>on</strong>g>of</str<strong>on</strong>g> the building,<br />

canteen and change rooms and is also resp<strong>on</strong>sible for maintenance <str<strong>on</strong>g>of</str<strong>on</strong>g> the interior and some <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

public amenities loc<strong>at</strong>ed <strong>on</strong> the ground floor. The clubhouse has <str<strong>on</strong>g>be</str<strong>on</strong>g>en subject <str<strong>on</strong>g>to</str<strong>on</strong>g> vandalism.<br />

All improvements made <str<strong>on</strong>g>to</str<strong>on</strong>g> the original clubhouse have <str<strong>on</strong>g>be</str<strong>on</strong>g>en undertaken by the Rugby Club, largely<br />

<strong>at</strong> their own expense.<br />

Hassell Park is home not <strong>on</strong>ly <str<strong>on</strong>g>to</str<strong>on</strong>g> St Ives Rugby Club, but also <str<strong>on</strong>g>to</str<strong>on</strong>g> St Ives Junior Cricket Club and St<br />

Ives Senior Cricket Club. The junior club is the largest cricket club in Ku-ring-gai and the seniors<br />

remain an active club. Despite the Rugby Club providing access <str<strong>on</strong>g>to</str<strong>on</strong>g> the existing facilities, it has<br />

<str<strong>on</strong>g>be</str<strong>on</strong>g>en a l<strong>on</strong>g <str<strong>on</strong>g>held</str<strong>on</strong>g> visi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> both <str<strong>on</strong>g>of</str<strong>on</strong>g> these clubs <str<strong>on</strong>g>to</str<strong>on</strong>g> achieve their own s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage and <str<strong>on</strong>g>meeting</str<strong>on</strong>g> space <strong>at</strong><br />

Hassell Park.<br />

This will <str<strong>on</strong>g>be</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g>st achieved within a single amenity building comprising sufficient room for all three<br />

club’s needs.<br />
