PURPOSE OF REPORT<br />

To seek Council's endorsement <strong>on</strong> the Draft Open Space Str<strong>at</strong>egy<br />

BACKGROUND<br />

The 2004-08 Management Plan requires the completi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> an Open Space Str<strong>at</strong>egy. In 2004 the<br />

prepar<strong>at</strong>i<strong>on</strong> for the development <str<strong>on</strong>g>of</str<strong>on</strong>g> this str<strong>at</strong>egy commenced. As part <str<strong>on</strong>g>of</str<strong>on</strong>g> its initial development,<br />

comprehensive review <str<strong>on</strong>g>of</str<strong>on</strong>g> studies, resources and opportunities for Ku-ring-gai’s public open space<br />

assets and the demands and needs <str<strong>on</strong>g>of</str<strong>on</strong>g> our popul<strong>at</strong>i<strong>on</strong> were undertaken. These identified th<strong>at</strong> needs<br />

currently expressed by our community include a range <str<strong>on</strong>g>of</str<strong>on</strong>g> new and upgraded sportsfields, parks and<br />

playgrounds, more walking and bike tracks, an indoor leisure centre/swimming facility and an<br />

increase in the num<str<strong>on</strong>g>be</str<strong>on</strong>g>r and diversity <str<strong>on</strong>g>of</str<strong>on</strong>g> events and programs. In terms <str<strong>on</strong>g>of</str<strong>on</strong>g> our demographic pr<str<strong>on</strong>g>of</str<strong>on</strong>g>ile,<br />

the predicted changes <str<strong>on</strong>g>to</str<strong>on</strong>g> both num<str<strong>on</strong>g>be</str<strong>on</strong>g>rs and compositi<strong>on</strong> indic<strong>at</strong>e th<strong>at</strong> these needs are likely <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g><br />

expressed as demands in the near future.<br />

Building from these findings, the development <str<strong>on</strong>g>of</str<strong>on</strong>g> the 2004 Secti<strong>on</strong> 94 Plan (adopted by Council)<br />

shall provide for significant resources for open space in the future complementing Council’s<br />

<strong>on</strong>going park, playground and sport capital works program.<br />

COMMENTS<br />

Increasingly open space areas are c<strong>on</strong>sidered not <strong>on</strong>ly assets for recre<strong>at</strong>i<strong>on</strong> and c<strong>on</strong>serv<strong>at</strong>i<strong>on</strong> but<br />

also a c<strong>on</strong>duit for communities <str<strong>on</strong>g>to</str<strong>on</strong>g> come <str<strong>on</strong>g>to</str<strong>on</strong>g>gether, a comp<strong>on</strong>ent <str<strong>on</strong>g>of</str<strong>on</strong>g> urban liveability. The intenti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the draft str<strong>at</strong>egy is <str<strong>on</strong>g>to</str<strong>on</strong>g> provide some structure and directi<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> the way Council provides for:<br />

‣ the needs, health and well <str<strong>on</strong>g>be</str<strong>on</strong>g>ing <str<strong>on</strong>g>of</str<strong>on</strong>g> our residents now and in the future in rel<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

open space assets;<br />

‣ the protecti<strong>on</strong> and enhancement <str<strong>on</strong>g>of</str<strong>on</strong>g> the n<strong>at</strong>ural envir<strong>on</strong>ment;<br />

‣ the provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> affordable and ec<strong>on</strong>omically sustainable programs and resources;<br />

and<br />

‣ <str<strong>on</strong>g>to</str<strong>on</strong>g> enhance the urban liveability <str<strong>on</strong>g>of</str<strong>on</strong>g> Ku-ring-gai.<br />

The draft str<strong>at</strong>egy has sought <str<strong>on</strong>g>to</str<strong>on</strong>g> address these though six program areas:<br />

1. Planning open space and recre<strong>at</strong>i<strong>on</strong> facilities;<br />

2. Protecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>at</strong>ural and cultural heritage;<br />

3. Protecting and improving landscape and visual heritage;<br />

4. Providing facilities for recre<strong>at</strong>i<strong>on</strong> and leisure;<br />

5. Promoting recre<strong>at</strong>i<strong>on</strong> and leisure activity;<br />

6. Managing our open space resources.<br />

The intenti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> these areas is <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure th<strong>at</strong> Council’s investment in all its open space areas and<br />

assets is cognisant <str<strong>on</strong>g>of</str<strong>on</strong>g> the changing community demands and needs, rising land values and<br />
