PURPOSE OF REPORT
To seek Council's approval <strong>to</strong> adopt the Policy and Procedures for drainage works and maintenance
dated Novem<strong>be</strong>r 2004 including a five year drainage program.
BACKGROUND
The Draft Policy for Drainage Works and Maintenance Procedures including the 2004/05-2008/09
Program was reported on 9 Novem<strong>be</strong>r 2004 <strong>to</strong> Council who resolved:
A. That Council adopts the Draft Policy for Drainage Works and Maintenance
Procedures including 2004/05-2008/09 Program as attached.
B. That the Draft Policy for Drainage Works and Maintenance Procedures including
2004/05-2008/09 Program <strong>be</strong> placed on public exhibition for community comment.
The Draft Policy including the 2004/05 – 2008/09 Program was placed on public exhibition for
comment <strong>be</strong>tween 23 February 2005 and 23 March 2005. Notices <strong>of</strong> the exhibition including the
documentation, was provided at Council Cham<strong>be</strong>rs, at Council’s Libraries in Gordon, Lindfield, St
Ives and Turramurra, as well as on Council’s Website. Notice <strong>of</strong> Exhibition was advertised in the
North Shore Times on 23 February and 2 March 2005.
COMMENTS
Policy
The draft Policy, as attached, was developed <strong>to</strong> manage Council’s drainage assets <strong>to</strong> allocate
resources on a program basis taking in<strong>to</strong> account the severity and likelihood <strong>of</strong> the risk. It uses
ranking criteria <strong>to</strong> prioritise future capital works for s<strong>to</strong>rmwater drainage as well maintenance
measures which are supported by catchment research and modeling.
The timing <strong>of</strong> the exhibition was delayed until late February <strong>to</strong> allow for the maximum opportunity
for comment by community that may have <strong>be</strong>en on leave during the summer season.
From the 28 day period <strong>of</strong> exhibition, no submissions in relation <strong>to</strong> the Drainage Policy or the five
year Program were received.
The Policy is designed <strong>to</strong> <strong>be</strong> flexible in order <strong>to</strong> consider Council’s budget provisions and its ability
<strong>to</strong> responds <strong>to</strong> requests or notified problem areas. Responding <strong>to</strong> requests is provided for under
reactive drainage maintenance. For reactive maintenance, repairs are undertaken according <strong>to</strong> three
categories, primary, secondary and emergency.
It is necessary for Council <strong>to</strong> have a policy and procedure for drainage works and maintenance <strong>to</strong>
help defend matters in the court if they should eventuate. The use <strong>of</strong> the catchment modeling data
