These projects were included in a prioritised list <strong>of</strong> Regional Roads pavement works approved by
Council on 20 July 2004. The list was developed using Council’s SMEC Pavement Management
System.
CONSULTATION
A Traffic Management Plan including a signposting layout detailing the extent <strong>of</strong> the works and
traffic arrangements will need <strong>to</strong> <strong>be</strong> prepared <strong>to</strong> advise mo<strong>to</strong>rists. Local residents will <strong>be</strong> notified by
a letter box drop prior <strong>to</strong> the work commencing.
FINANCIAL CONSIDERATIONS
Acceptance <strong>of</strong> the RTA funds requires an equal contribution from Council <strong>to</strong>taling $103,200. It is
proposed that these funds <strong>be</strong> made available from Council’s 2005/2006 Road Rehabilitation
Program.
Provision was made in the draft budget for $250,000 grant from the RTA as this has traditionally
<strong>be</strong>en the case for a num<strong>be</strong>r <strong>of</strong> years. In order <strong>to</strong> maintain the road program budget at $4,328,600 it
will <strong>be</strong> necessary <strong>to</strong> fund the difference <strong>of</strong> $147,000 from the Road Reserve budget.
If Council is successful in lobbying for additional grants from the RTA for regional road works,
then Council will <strong>be</strong> advised by a further report on the grant and how the Road Reserve budget will
<strong>be</strong> adjusted.
CONSULTATION WITH OTHER COUNCIL DEPARTMENTS
Council’s Finance and Business Development Section has <strong>be</strong>en consulted in relation <strong>to</strong> the funding
<strong>of</strong> the program.
SUMMARY
The RTA has <strong>of</strong>fered Council an allocation <strong>of</strong> $103,200 for the 2005/2006 REPAIR Program. The
proposed project is pavement rehabilitation <strong>of</strong> Eastern Road from Brentwood Avenue <strong>to</strong> Hastings
Road. The funding is conditional upon Council matching these funds on a dollar for dollar basis
and completing the work by 30 June 2006.
Given that Council has not received its full allocation, it is considered appropriate <strong>to</strong> request the
Roads and Traffic Authority review the allocation <strong>to</strong> Council given the condition <strong>of</strong> its regional
roads.
