Item 8<br />

DA0177/03<br />

24 March <strong>2005</strong><br />

incorpor<strong>at</strong>e <str<strong>on</strong>g>be</str<strong>on</strong>g>nching <str<strong>on</strong>g>to</str<strong>on</strong>g> improve hydraulics in the s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er system th<strong>at</strong> reduces the<br />

occurrence <str<strong>on</strong>g>of</str<strong>on</strong>g> up welling.<br />

Provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> overland flow route is designed <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>vey the flow (<str<strong>on</strong>g>of</str<strong>on</strong>g> 607 L/s) from a 5 year<br />

ARI design s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm event and is accordance with DCP47 requirements. The flow route <strong>at</strong> its<br />

critical secti<strong>on</strong> oper<strong>at</strong>es as a weir th<strong>at</strong> accommod<strong>at</strong>es the full 5 year ARI design flow without<br />

over<str<strong>on</strong>g>to</str<strong>on</strong>g>pping the driveway.<br />

To ensure there is a low risk <str<strong>on</strong>g>of</str<strong>on</strong>g> flooding in<str<strong>on</strong>g>to</str<strong>on</strong>g> the garage due <str<strong>on</strong>g>to</str<strong>on</strong>g> the proximity <str<strong>on</strong>g>of</str<strong>on</strong>g> the relief<br />

overflow route <str<strong>on</strong>g>to</str<strong>on</strong>g> the driveway <str<strong>on</strong>g>of</str<strong>on</strong>g>f Burgoyne Street, measures include:<br />

• Replacement <str<strong>on</strong>g>of</str<strong>on</strong>g> 7metres <str<strong>on</strong>g>of</str<strong>on</strong>g> 150mm high kerb with a 4 metre shallow sloping vee<br />

secti<strong>on</strong> gutter 75mm in height with transiti<strong>on</strong>s <strong>on</strong> both sides, such th<strong>at</strong> excess gutter<br />

flows are facilit<strong>at</strong>ed in<str<strong>on</strong>g>to</str<strong>on</strong>g> the overland overflow route. The sloped vee secti<strong>on</strong> is not<br />

c<strong>on</strong>sidered <str<strong>on</strong>g>to</str<strong>on</strong>g> interfere with parked cars.<br />

• A transiti<strong>on</strong>ed flowp<strong>at</strong>h route is proposed across the n<strong>at</strong>ure strip which is depressed<br />

<str<strong>on</strong>g>be</str<strong>on</strong>g>low the driveway level by 90mm <strong>at</strong> the layback and 250mm <strong>at</strong> the boundary. Revised<br />

drawings GD2.1, GD2.4 and GD2.7 Revisi<strong>on</strong> D were submitted <str<strong>on</strong>g>to</str<strong>on</strong>g> include amended<br />

levels <str<strong>on</strong>g>of</str<strong>on</strong>g> the driveway layback.<br />

• Barrier for the gutter flows likely <str<strong>on</strong>g>to</str<strong>on</strong>g> occur <strong>on</strong> both sides <str<strong>on</strong>g>of</str<strong>on</strong>g> the relief route by use <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

driveway layback and 150mm high kerb.<br />

• Larger than standard trench gr<strong>at</strong>e (TD1) fr<strong>on</strong>ting the garage designed 400mm wide by<br />

300mm deep with a 225 diameter outlet pipe c<strong>on</strong>veyed <str<strong>on</strong>g>to</str<strong>on</strong>g> the downstream pit.<br />

iv.<br />

Drainage Works proposed in Burgoyne Street comprise two modified and two new road pits<br />

with 2.5 metres <str<strong>on</strong>g>of</str<strong>on</strong>g> 375mm pipeline. The proposed road pits and gr<strong>at</strong>es were assessed and<br />

provide equivalent inlet capacity as existing with account made for the reduced p<strong>on</strong>ding<br />

depth.<br />

v. Structural capacity <str<strong>on</strong>g>of</str<strong>on</strong>g> the 600mm pipe <str<strong>on</strong>g>to</str<strong>on</strong>g> withstand c<strong>on</strong>structi<strong>on</strong> loads. Class 2 pipes are<br />

typically <strong>at</strong> risk during c<strong>on</strong>structi<strong>on</strong> when loaded by heavy equipment. Based <strong>on</strong> the l<strong>on</strong>g<br />

secti<strong>on</strong>, adequ<strong>at</strong>e cover (<str<strong>on</strong>g>of</str<strong>on</strong>g> 0.9 - 2.4 metres) is provided with the n<strong>at</strong>ure strip but not<br />

c<strong>on</strong>sidered adequ<strong>at</strong>e within the property with the depth ranging 0.5 – 0.9 metres.<br />

The aband<strong>on</strong>ed 450mm pipeline within No.15 is <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> sand filled and is c<strong>on</strong>sidered s<strong>at</strong>isfac<str<strong>on</strong>g>to</str<strong>on</strong>g>ry.<br />

Integrity <str<strong>on</strong>g>of</str<strong>on</strong>g> the pipeline should <str<strong>on</strong>g>be</str<strong>on</strong>g> protected by restricting the area over the pipeline from heavy<br />

c<strong>on</strong>structi<strong>on</strong> machinery during c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the dual occupancy. Temporary fencing <strong>on</strong> the<br />

easement in this instance would <str<strong>on</strong>g>be</str<strong>on</strong>g> appropri<strong>at</strong>e as a measure th<strong>at</strong> Council can c<strong>on</strong>diti<strong>on</strong>, and<br />

following completi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the dwelling, it would <str<strong>on</strong>g>be</str<strong>on</strong>g> prudent <str<strong>on</strong>g>to</str<strong>on</strong>g> undertake an inspecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the pipeline<br />

by CCTV with a copy supplied <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>council</str<strong>on</strong>g> for verific<strong>at</strong>i<strong>on</strong> prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> occup<strong>at</strong>i<strong>on</strong> certific<strong>at</strong>e.<br />

Road Opening Applic<strong>at</strong>i<strong>on</strong><br />

Drawing GD 2.6 submitted shows and descri<str<strong>on</strong>g>be</str<strong>on</strong>g>s the Traffic Management Plan as well as the<br />

sediment and erosi<strong>on</strong> c<strong>on</strong>trol measures per c<strong>on</strong>diti<strong>on</strong> 3 <str<strong>on</strong>g>of</str<strong>on</strong>g> the pre-commencement c<strong>on</strong>diti<strong>on</strong>s.<br />
