The envir<strong>on</strong>mental capacity for peak hourly volumes per lane should not exceed 1000 vehicles per<br />

hour <str<strong>on</strong>g>to</str<strong>on</strong>g> avoid excessive traffic delays. This needs <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> c<strong>on</strong>sidered in associ<strong>at</strong>i<strong>on</strong> with the<br />

performance <str<strong>on</strong>g>of</str<strong>on</strong>g> the intersecti<strong>on</strong>s in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> the Level <str<strong>on</strong>g>of</str<strong>on</strong>g> Service. The levels <str<strong>on</strong>g>of</str<strong>on</strong>g> service for the<br />

various signalised intersecti<strong>on</strong>s around the site are as shown:<br />

COMMENTS<br />

Whilst traffic access is <strong>on</strong>e important aspect, c<strong>on</strong>sider<strong>at</strong>i<strong>on</strong> also needs <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> given <str<strong>on</strong>g>to</str<strong>on</strong>g> property<br />

ownership and the processes associ<strong>at</strong>ed with the possible cre<strong>at</strong>i<strong>on</strong> and closure <str<strong>on</strong>g>of</str<strong>on</strong>g> roads.<br />

New internal roads can <str<strong>on</strong>g>be</str<strong>on</strong>g> cre<strong>at</strong>ed by either developer agreement or planning powers such as<br />

c<strong>on</strong>sent c<strong>on</strong>diti<strong>on</strong>s. If it can <str<strong>on</strong>g>be</str<strong>on</strong>g> established th<strong>at</strong> the road could provide <str<strong>on</strong>g>be</str<strong>on</strong>g>nefit <str<strong>on</strong>g>to</str<strong>on</strong>g> all parties by<br />

providing access <str<strong>on</strong>g>to</str<strong>on</strong>g> existing roads and determined <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> the most efficient access, then the road<br />

could <str<strong>on</strong>g>be</str<strong>on</strong>g> dedic<strong>at</strong>ed <str<strong>on</strong>g>to</str<strong>on</strong>g> Council. Altern<strong>at</strong>ively, if the proposed developer is not in favour <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

dedic<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a new road, then Council may need <str<strong>on</strong>g>to</str<strong>on</strong>g> proceed with acquisiti<strong>on</strong> and cre<strong>at</strong>i<strong>on</strong>.<br />

Attached, as Attachment A, is a copy <str<strong>on</strong>g>of</str<strong>on</strong>g> an internal traffic report <strong>on</strong> the likely traffic gener<strong>at</strong>i<strong>on</strong><br />

from redevelopment <str<strong>on</strong>g>of</str<strong>on</strong>g> the area under LEP 194. As can <str<strong>on</strong>g>be</str<strong>on</strong>g> seen in the report, the likely peak hourly<br />

traffic gener<strong>at</strong>i<strong>on</strong> would <str<strong>on</strong>g>be</str<strong>on</strong>g> around 250 vehicles per hour. If this traffic were <str<strong>on</strong>g>to</str<strong>on</strong>g> access Memorial<br />

Avenue then it would place added pressure <strong>on</strong> the intersecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Memorial Avenue and M<strong>on</strong>a Vale<br />

Road. C<strong>on</strong>sequently, some measures may <str<strong>on</strong>g>be</str<strong>on</strong>g> required <str<strong>on</strong>g>to</str<strong>on</strong>g> improve the capacity <str<strong>on</strong>g>of</str<strong>on</strong>g> this intersecti<strong>on</strong>.<br />

If the traffic access were <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> directed in and out <str<strong>on</strong>g>of</str<strong>on</strong>g> Stanley Street, this would impact <strong>on</strong> M<strong>on</strong>a<br />

Vale Road <str<strong>on</strong>g>be</str<strong>on</strong>g>cause an additi<strong>on</strong>al phase would need <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> included <strong>at</strong> this intersecti<strong>on</strong>. Hence, it<br />

would need <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> dem<strong>on</strong>str<strong>at</strong>ed <str<strong>on</strong>g>to</str<strong>on</strong>g> the Roads and Traffic Authority, th<strong>at</strong> the flow <strong>on</strong> M<strong>on</strong>a Vale<br />

Road would not <str<strong>on</strong>g>be</str<strong>on</strong>g> adversely affected.<br />
