BACKGROUND: Associated with the proposed development ong>ofong> the land bounded by Memorial Avenue, Mona Vale and Link Roads is the need ong>toong> determine the preferred traffic access arrangements. This will ong>beong> dependant on the land ownership and the outcome from the traffic study for St Ives. COMMENTS: Associated with the submissions on DCP 55 Council resolved ong>toong> seek further advice on the traffic access from the land bounded by Mona Vale Road, Link Road and Memorial Avenue. Whilst access in and out ong>ofong> the site through a new proposed connection with Stanley Street may have some ong>beong>nefit on traffic grounds, there are implications associated with property acquisition and a development application currently ong>beong>ing assessed by Council. RECOMMENDATION: That the preferred access arrangements ong>beong> further assessed following completion ong>ofong> the traffic study for the St Ives area and taking inong>toong> consideration assessment ong>ofong> likely traffic generation from any development application proposals lodged with Council. BACKGROUND At Council’s ong>meetingong> ong>ofong> 14 Decemong>beong>r 2004, Council considered a report on the adoption ong>ofong> Kuring-gai Multi-Unit Housing Development Control Plan No. 55 – Pacific Highway/Railway Corridor and St Ives Centre. As part ong>ofong> the report, a proposed traffic access inong>toong> and out ong>ofong> the site bounded by Memorial Avenue, Mona Vale and Link Roads known as the “St Ives triangle” is ong>toong> ong>beong> considered: Council resolved that: “Traffic access ong>toong> the Memorial Avenue, Link and Mona Vale Roads triangle ong>beong> reviewed in March 2005 ong>toong> assess the feasibility ong>ofong> an access point adjacent ong>toong> Stanley Street. A report ong>toong> come ong>toong> Council on the feasibility ong>ofong> this option taking inong>toong> account patterns ong>ofong> land ownership at that time and legal advice on the options available ong>toong> Council for acquisition ong>ofong> land under the Roads Act.” At the time ong>ofong> finalising the Masterplan for the site, the proposed access inong>toong> and out ong>ofong> the site was based on known property ownerships and likely lot amalgamations. Also, access inong>toong> the site from Mona Vale Road would ong>beong> subject ong>toong> the requirements ong>ofong> the Roads and Traffic Authority as this road is a State Arterial Road and under its care and control. The likely situation ong>beong>ing that the RTA would only allow access inong>toong> the site but would not allow egress unless it was controlled through a signalised arrangement. With the land ownership details known at the time and the need ong>toong> have a minimal impact on the current property owners, the preferred traffic arrangement as indicated in DCP 55 was ong>toong> provide for access ong>ofong>f Mona Vale Road through Sturt Place and egress inong>toong> Memorial Avenue. The proposed road is likely ong>toong> the follow the known property boundaries and lot amalgamations. Whilst this may have had an impact on some properties, it was determined that this would have the least amount impact on property ownerships. An alternative option, as proposed by the St Ives Progress Association, was ong>toong> connect Stanley Street ong>toong> an internal road within the “St Ives triangle”. PURPOSE OF REPORT<br />
