As part <str<strong>on</strong>g>of</str<strong>on</strong>g> the pre Management Plan c<strong>on</strong>sult<strong>at</strong>i<strong>on</strong>, a two-stage process was developed. The<br />

first was a broad community envir<strong>on</strong>ment survey administered in April 2003 th<strong>at</strong> sought<br />

inform<strong>at</strong>i<strong>on</strong> <strong>on</strong> residents’ values, percepti<strong>on</strong>s and knowledge <str<strong>on</strong>g>of</str<strong>on</strong>g> the envir<strong>on</strong>ment. To<br />

determine willingness <str<strong>on</strong>g>to</str<strong>on</strong>g> pay, the survey asked resp<strong>on</strong>dents <str<strong>on</strong>g>to</str<strong>on</strong>g> indic<strong>at</strong>e their level <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

agreement <str<strong>on</strong>g>to</str<strong>on</strong>g> the st<strong>at</strong>ement:<br />

“I would agree <str<strong>on</strong>g>to</str<strong>on</strong>g> an increase in r<strong>at</strong>es if the extra m<strong>on</strong>ey would <str<strong>on</strong>g>be</str<strong>on</strong>g> used <str<strong>on</strong>g>to</str<strong>on</strong>g> fix<br />

envir<strong>on</strong>mental problems.”<br />

From the 1143 resp<strong>on</strong>ses, 40 % indic<strong>at</strong>ed a willingness <str<strong>on</strong>g>to</str<strong>on</strong>g> pay for envir<strong>on</strong>mental<br />

improvements, a further 20% indic<strong>at</strong>ed a neutral stance <strong>on</strong> their willingness <str<strong>on</strong>g>to</str<strong>on</strong>g> pay. The main<br />

issues for the 20 % th<strong>at</strong> were neutral and 40% th<strong>at</strong> disagreed identified in follow-up group<br />

interviews and focus groups were:<br />

1. The need <str<strong>on</strong>g>to</str<strong>on</strong>g> provide inform<strong>at</strong>i<strong>on</strong> <strong>on</strong> wh<strong>at</strong> the m<strong>on</strong>ey would <str<strong>on</strong>g>be</str<strong>on</strong>g> specifically spent,<br />

timeframes and funding limits;<br />

2. How a levy would <str<strong>on</strong>g>be</str<strong>on</strong>g> accounted;<br />

3. How transparency in decisi<strong>on</strong>-making and auditing would <str<strong>on</strong>g>be</str<strong>on</strong>g> established; and<br />

4. How residents would <str<strong>on</strong>g>be</str<strong>on</strong>g> involved in the delivery <str<strong>on</strong>g>of</str<strong>on</strong>g> the programmes.<br />

Interestingly however, income and st<strong>at</strong>ed envir<strong>on</strong>mental <str<strong>on</strong>g>be</str<strong>on</strong>g>haviours and <strong>at</strong>titudes had very<br />

little <str<strong>on</strong>g>be</str<strong>on</strong>g>aring <strong>on</strong> resp<strong>on</strong>dents’ willingness <str<strong>on</strong>g>to</str<strong>on</strong>g> pay.<br />

The sec<strong>on</strong>d phase <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>sult<strong>at</strong>i<strong>on</strong> involved administering the same survey instrument, titled<br />

‘Envir<strong>on</strong>mental Levy Survey’ (Attachment 3) through a variety <str<strong>on</strong>g>of</str<strong>on</strong>g> means <str<strong>on</strong>g>to</str<strong>on</strong>g> maximise<br />

community reach. The survey was specifically designed <str<strong>on</strong>g>to</str<strong>on</strong>g> determine the level <str<strong>on</strong>g>of</str<strong>on</strong>g> community<br />

support for the envir<strong>on</strong>mental levy and the priority <str<strong>on</strong>g>of</str<strong>on</strong>g> the various programmes as nomin<strong>at</strong>ed.<br />

The process involved:<br />

1. 3,000 postal surveys distributed across the LGA covering each suburb proporti<strong>on</strong>ally. To<br />

ensure possible vari<strong>at</strong>i<strong>on</strong>s <str<strong>on</strong>g>be</str<strong>on</strong>g>tween loc<strong>at</strong>i<strong>on</strong> were captured, areas selected were close <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

shopping precincts or bushland, as follows:<br />

2. Posting the survey <strong>on</strong> Council’s website with links <str<strong>on</strong>g>to</str<strong>on</strong>g> the relevant inform<strong>at</strong>i<strong>on</strong> regarding<br />

the levy process, administr<strong>at</strong>i<strong>on</strong> and programmes.<br />

3. Distributing hard copies <str<strong>on</strong>g>of</str<strong>on</strong>g> the survey distributed <str<strong>on</strong>g>to</str<strong>on</strong>g> Council facilities, such as libraries,<br />

the Administr<strong>at</strong>ive Centre, and though functi<strong>on</strong>s including the Youth Council <str<strong>on</strong>g>to</str<strong>on</strong>g> obtain<br />
