Council Newsletters<br />
Through its newsletters Council has provided summarised inform<strong>at</strong>i<strong>on</strong> about the levy and<br />
access points for more detailed inform<strong>at</strong>i<strong>on</strong>. These include the article, “Envir<strong>on</strong>mental levy<br />
for Ku-ring-gai?’ in the Bushcare News, the Ku-ring-gai Bushcare Community Volunteer<br />
Newsletter, Issue 46, Summer 2004/05 sent out in early February <strong>2005</strong>. The Open Space<br />
quarterly newsletter “Out in the Open” will provide upd<strong>at</strong>ed levy inform<strong>at</strong>i<strong>on</strong> including<br />
results <str<strong>on</strong>g>of</str<strong>on</strong>g> resident feedback in the next editi<strong>on</strong> due out in June, <strong>2005</strong>, as will Council‘s<br />
newsletter th<strong>at</strong> is forwarded <str<strong>on</strong>g>to</str<strong>on</strong>g> every property.<br />
Ku-ring-gai Council Website<br />
Detailed inform<strong>at</strong>i<strong>on</strong> has <str<strong>on</strong>g>be</str<strong>on</strong>g>en available <strong>on</strong> Ku-ring-gai Council's website<br />
(http://www.kmc.nsw.gov.au/) since 18th February <strong>2005</strong>. Specifically, the site explains<br />
reas<strong>on</strong>s for the proposal, and its legisl<strong>at</strong>ive basis (Local Government Act 1993, S508(2)). It<br />
also descri<str<strong>on</strong>g>be</str<strong>on</strong>g>s the amount and form <str<strong>on</strong>g>of</str<strong>on</strong>g> the proposed levy, Council’s financial positi<strong>on</strong> (2000-<br />
2012), specific programme areas and projects <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> funded, accountability, transparency and<br />
review mechanisms, communic<strong>at</strong>i<strong>on</strong> methods, and c<strong>on</strong>sult<strong>at</strong>i<strong>on</strong> and particip<strong>at</strong>i<strong>on</strong> processes.<br />
These are linked electr<strong>on</strong>ically <str<strong>on</strong>g>to</str<strong>on</strong>g> all relevant Council reports and sites.<br />
Mail Out Survey<br />
During march <strong>2005</strong>, three thousand mail out surveys were sent <str<strong>on</strong>g>to</str<strong>on</strong>g> residents with summarised<br />
inform<strong>at</strong>i<strong>on</strong> <strong>on</strong> the proposal accompanying the survey. A return r<strong>at</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> over 30% was<br />
achieved with this survey.<br />
B. (1) Wh<strong>at</strong> was the public reacti<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> the proposal? Include summary <str<strong>on</strong>g>of</str<strong>on</strong>g> resp<strong>on</strong>ses<br />
received <str<strong>on</strong>g>be</str<strong>on</strong>g>fore, during and after the exhibiti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the Management Plan with respect <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
proposed r<strong>at</strong>es and charges.<br />
(2) Give an indic<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> resp<strong>on</strong>ses (including num<str<strong>on</strong>g>be</str<strong>on</strong>g>r for and num<str<strong>on</strong>g>be</str<strong>on</strong>g>r<br />

Council Advisory Committees<br />
The Open Space Advisory Committees comprising the Parks, Sport & Recre<strong>at</strong>i<strong>on</strong> Reference<br />
Group and Bushland, C<strong>at</strong>chments and N<strong>at</strong>ural Areas Reference Group have <str<strong>on</strong>g>be</str<strong>on</strong>g>en directly<br />
involved in levy discussi<strong>on</strong>s, providing input in<str<strong>on</strong>g>to</str<strong>on</strong>g> the development <str<strong>on</strong>g>of</str<strong>on</strong>g> the levy proposal, and<br />
providing feedback <strong>on</strong> issues. These groups have <str<strong>on</strong>g>be</str<strong>on</strong>g>en overwhelmingly favourable in support<br />
for the levy as proposed, and have reinforced the str<strong>on</strong>g need for these programmes in<br />
maintaining, preserving and improving our envir<strong>on</strong>ment.<br />
Community Resp<strong>on</strong>ses<br />
Throughout the c<strong>on</strong>sult<strong>at</strong>i<strong>on</strong> process <str<strong>on</strong>g>be</str<strong>on</strong>g>fore, during and after the exhibiti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />
Management Plan, the public reacti<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> the proposal for the r<strong>at</strong>e vari<strong>at</strong>i<strong>on</strong> has <str<strong>on</strong>g>be</str<strong>on</strong>g>en<br />
c<strong>on</strong>tinually m<strong>on</strong>i<str<strong>on</strong>g>to</str<strong>on</strong>g>red and analysed, with the feedback <str<strong>on</strong>g>be</str<strong>on</strong>g>ing incorpor<strong>at</strong>ed in<str<strong>on</strong>g>to</str<strong>on</strong>g> the final<br />
