Whilst this plan will gener<strong>at</strong>e additi<strong>on</strong>al revenue for Council and reduce r<strong>at</strong>es and charges as<br />

a proporti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>to</str<strong>on</strong>g>tal income, this plan will in no way assist in funding works associ<strong>at</strong>ed with<br />

this applic<strong>at</strong>i<strong>on</strong> for the following reas<strong>on</strong>s:<br />

• The initi<strong>at</strong>ives requiring funding under the auspices <str<strong>on</strong>g>of</str<strong>on</strong>g> this applic<strong>at</strong>i<strong>on</strong> are current. As<br />

such, no nexus can <str<strong>on</strong>g>be</str<strong>on</strong>g> drawn <str<strong>on</strong>g>to</str<strong>on</strong>g> the levying <str<strong>on</strong>g>of</str<strong>on</strong>g> Secti<strong>on</strong> 94 changes against future<br />

development <str<strong>on</strong>g>to</str<strong>on</strong>g> assist in funding.<br />

• The popul<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the Council is anticip<strong>at</strong>ed <str<strong>on</strong>g>to</str<strong>on</strong>g> increase by 16,000 people over the next<br />

10 – 20 years. This will act <str<strong>on</strong>g>to</str<strong>on</strong>g> intensify pressures/effects <strong>on</strong> the n<strong>at</strong>ural envir<strong>on</strong>ment,<br />

making it critical th<strong>at</strong> issues identified in this applic<strong>at</strong>i<strong>on</strong> are addressed as so<strong>on</strong> as<br />

possible.<br />

Commercial opportunities for Funding<br />

With a high reliance <strong>on</strong> revenue from general r<strong>at</strong>e sources, Council is investig<strong>at</strong>ing<br />

opportunities for gre<strong>at</strong>er commercial returns <strong>on</strong> its assets and other commercial opportunities<br />

with rel<strong>at</strong>ively low levels <str<strong>on</strong>g>of</str<strong>on</strong>g> risk <str<strong>on</strong>g>to</str<strong>on</strong>g> the community. Council has recently entered in<str<strong>on</strong>g>to</str<strong>on</strong>g><br />

arrangements for the display <str<strong>on</strong>g>of</str<strong>on</strong>g> advertising <strong>on</strong> bus shelters and is looking <strong>at</strong> other similar<br />

initi<strong>at</strong>ives for its golf courses and seeking reputable <str<strong>on</strong>g>of</str<strong>on</strong>g>fers for further and new, commercially<br />

focussed opportunities within our open space network.<br />

Similarly, Council is initi<strong>at</strong>ing a review <str<strong>on</strong>g>of</str<strong>on</strong>g> its property portfolio, particularly within <str<strong>on</strong>g>to</str<strong>on</strong>g>wn<br />

centres th<strong>at</strong> are subject <str<strong>on</strong>g>to</str<strong>on</strong>g> requirements for increased housing density. There is an<br />

expect<strong>at</strong>i<strong>on</strong> th<strong>at</strong> where the community supports such redevelopment, additi<strong>on</strong>al resources<br />

will <str<strong>on</strong>g>be</str<strong>on</strong>g> required <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> reinvested in these areas over and above th<strong>at</strong> which can <str<strong>on</strong>g>be</str<strong>on</strong>g> achieved<br />

through Secti<strong>on</strong> 94 funds and for compensa<str<strong>on</strong>g>to</str<strong>on</strong>g>ry purchases <str<strong>on</strong>g>of</str<strong>on</strong>g> land or facilities elsewhere.<br />

Accordingly, works undertaken <str<strong>on</strong>g>to</str<strong>on</strong>g> upgrade community facilities in Council’s <str<strong>on</strong>g>to</str<strong>on</strong>g>wn centres<br />

have the potential <str<strong>on</strong>g>to</str<strong>on</strong>g> cre<strong>at</strong>e an additi<strong>on</strong>al impost <strong>on</strong> Council’s short term cash reserves.<br />

Reliance <strong>on</strong> external grants <str<strong>on</strong>g>to</str<strong>on</strong>g> fund the extent and scope <str<strong>on</strong>g>of</str<strong>on</strong>g> works identified is not realistic or<br />

feasible. Although there is St<strong>at</strong>e and Federal Government funding available <str<strong>on</strong>g>to</str<strong>on</strong>g> assist in the<br />

implement<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> projects, the terms and c<strong>on</strong>diti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> most <str<strong>on</strong>g>of</str<strong>on</strong>g> these grants rely <strong>on</strong> Councils<br />

m<strong>at</strong>ching funding, typically <strong>on</strong> a 1:1 basis or gre<strong>at</strong>er. A key <str<strong>on</strong>g>be</str<strong>on</strong>g>nefit in the obtaining the<br />

special r<strong>at</strong>e vari<strong>at</strong>i<strong>on</strong> will allow Council gre<strong>at</strong>er capacity <str<strong>on</strong>g>to</str<strong>on</strong>g> apply for this funding <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

supplement the <str<strong>on</strong>g>be</str<strong>on</strong>g>nefits <str<strong>on</strong>g>of</str<strong>on</strong>g> the identified projects. In recent years, Council has not <str<strong>on</strong>g>be</str<strong>on</strong>g>en<br />

successful in <strong>at</strong>tracting large infrastructure or res<str<strong>on</strong>g>to</str<strong>on</strong>g>r<strong>at</strong>i<strong>on</strong> grants <str<strong>on</strong>g>of</str<strong>on</strong>g> the type identified in the<br />

proposed programme. However, with the expansi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the capital works programme through<br />

applying saving <str<strong>on</strong>g>to</str<strong>on</strong>g>wards works <str<strong>on</strong>g>of</str<strong>on</strong>g> direct community <str<strong>on</strong>g>be</str<strong>on</strong>g>nefit, it was able <str<strong>on</strong>g>to</str<strong>on</strong>g> leverage $87,000<br />

from the St<strong>at</strong>e Government’s Envir<str<strong>on</strong>g>of</str<strong>on</strong>g>und <str<strong>on</strong>g>to</str<strong>on</strong>g> assist in the regener<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> bushland adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

an oval in St Ives th<strong>at</strong> is part <str<strong>on</strong>g>of</str<strong>on</strong>g> the sports field and c<strong>at</strong>chment management capital works<br />

fund. This is nevertheless a sole example and given the extent <str<strong>on</strong>g>of</str<strong>on</strong>g> the envir<strong>on</strong>mental issues<br />

facing Ku-ring-gai, a multiple funding str<strong>at</strong>egy is necessary.<br />
