providing direct savings will prevent erosi<strong>on</strong> in the value <str<strong>on</strong>g>of</str<strong>on</strong>g> Council’s plant thus ensuring<br />

machinery capable <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>meeting</str<strong>on</strong>g> Council’s requirements. Purchase <str<strong>on</strong>g>of</str<strong>on</strong>g> specialist broad acre<br />

mowing equipment th<strong>at</strong> has increased service levels whilst reducing labour input is a specific<br />

example.<br />

• Council has developed a procedure for managing aspects <str<strong>on</strong>g>of</str<strong>on</strong>g> risk and liability by alloc<strong>at</strong>ing<br />

funding <str<strong>on</strong>g>to</str<strong>on</strong>g> various asset areas <strong>on</strong> a priority basis. This has followed the eradic<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

ruling <str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>on</strong>-feasance by the High Court and the introducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the Civil Liability<br />

(resp<strong>on</strong>sibility) Act 2002 rel<strong>at</strong>ing <str<strong>on</strong>g>to</str<strong>on</strong>g> the awarding <str<strong>on</strong>g>of</str<strong>on</strong>g> damages rel<strong>at</strong>ing <str<strong>on</strong>g>to</str<strong>on</strong>g> the de<strong>at</strong>h or injury.<br />

The new prioritised approach <str<strong>on</strong>g>to</str<strong>on</strong>g> asset management has <str<strong>on</strong>g>be</str<strong>on</strong>g>en in place since May 2003, in the<br />

road maintenance and repair programme<br />

• A review <str<strong>on</strong>g>of</str<strong>on</strong>g> the street cleaning and drainage maintenance oper<strong>at</strong>i<strong>on</strong>s in 2003 identified saving<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> $50,000, mainly <strong>at</strong>tributed <str<strong>on</strong>g>to</str<strong>on</strong>g> a reducti<strong>on</strong> in external plant hire. These savings have since<br />

<str<strong>on</strong>g>be</str<strong>on</strong>g>en reinvested in<str<strong>on</strong>g>to</str<strong>on</strong>g> the drainage reserve <str<strong>on</strong>g>to</str<strong>on</strong>g> allow for the install<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> new drainage works<br />

and gross polluti<strong>on</strong> c<strong>on</strong>trol traps in future budgets.<br />

In overall terms, during the period 2001/02 <str<strong>on</strong>g>to</str<strong>on</strong>g> 2004/05 the <str<strong>on</strong>g>to</str<strong>on</strong>g>tal num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> employees in Council has<br />

<str<strong>on</strong>g>be</str<strong>on</strong>g>en reduced from 455 <str<strong>on</strong>g>to</str<strong>on</strong>g> 451. This has <str<strong>on</strong>g>be</str<strong>on</strong>g>en achieved, despite the requirement for additi<strong>on</strong>al<br />

resources across key areas <str<strong>on</strong>g>of</str<strong>on</strong>g> Council including:<br />

• The appointment <str<strong>on</strong>g>of</str<strong>on</strong>g> an Internal Ombudsman <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure increased transparency <str<strong>on</strong>g>of</str<strong>on</strong>g> Council<br />

processes and decisi<strong>on</strong> making.<br />

• The appointment <str<strong>on</strong>g>of</str<strong>on</strong>g> a Corpor<strong>at</strong>e Lawyer <str<strong>on</strong>g>to</str<strong>on</strong>g> increase rigour in the case management <str<strong>on</strong>g>of</str<strong>on</strong>g> Land<br />

and Envir<strong>on</strong>ment Court appeals.<br />

• An increase in the num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> assessment <str<strong>on</strong>g>of</str<strong>on</strong>g>ficers and particularly having the required skills <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

address the high num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> outstanding development applic<strong>at</strong>i<strong>on</strong>s and the increasing<br />

complexity <str<strong>on</strong>g>of</str<strong>on</strong>g> medium and higher density applic<strong>at</strong>i<strong>on</strong>s.<br />

• An increase in the num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> str<strong>at</strong>egic planners and the required skill sets has also <str<strong>on</strong>g>be</str<strong>on</strong>g>en<br />

necessary <str<strong>on</strong>g>to</str<strong>on</strong>g> meet the requirements <str<strong>on</strong>g>of</str<strong>on</strong>g> the Minister assisting the Minister for Planning in<br />

rel<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> progressi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Council’s Residential Housing Str<strong>at</strong>egy and in particular <str<strong>on</strong>g>meeting</str<strong>on</strong>g><br />

specified deadlines for planning for Council’s <str<strong>on</strong>g>to</str<strong>on</strong>g>wn centres.<br />

Absorpti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> increased costs and increased services<br />

Council has over the last four years absor<str<strong>on</strong>g>be</str<strong>on</strong>g>d significant increases in n<strong>on</strong>-discreti<strong>on</strong>ary costs which<br />

have <str<strong>on</strong>g>be</str<strong>on</strong>g>en funded and addressed whilst still maintaining existing service levels and programmes, and<br />

in many areas increasing the services provided <str<strong>on</strong>g>to</str<strong>on</strong>g> our community. Examples since the<br />

commencement <str<strong>on</strong>g>of</str<strong>on</strong>g> the 2001/2002 year include<br />

I.T. System<br />

Council had no choice but <str<strong>on</strong>g>to</str<strong>on</strong>g> implement new corpor<strong>at</strong>e s<str<strong>on</strong>g>of</str<strong>on</strong>g>tware systems as the previous S<str<strong>on</strong>g>to</str<strong>on</strong>g>we<br />

AS400 system was no l<strong>on</strong>ger supported. Council originally joined a project syndic<strong>at</strong>e with six other<br />

<str<strong>on</strong>g>council</str<strong>on</strong>g>s still using the “S<str<strong>on</strong>g>to</str<strong>on</strong>g>we” system. The project was called “Councils <strong>on</strong> line”. It <str<strong>on</strong>g>be</str<strong>on</strong>g>came<br />

apparent th<strong>at</strong> forecast cost estim<strong>at</strong>es were well <str<strong>on</strong>g>be</str<strong>on</strong>g>y<strong>on</strong>d Council’s capacity <str<strong>on</strong>g>to</str<strong>on</strong>g> fund and accordingly, it<br />

was necessary for Ku-ring-gai <str<strong>on</strong>g>to</str<strong>on</strong>g> obtain an altern<strong>at</strong>ive soluti<strong>on</strong>, <strong>on</strong>e th<strong>at</strong> had <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> achieved without<br />

the support and partnership <str<strong>on</strong>g>of</str<strong>on</strong>g> other Councils.<br />

Subsequently, a full suite <str<strong>on</strong>g>of</str<strong>on</strong>g> systems has <str<strong>on</strong>g>be</str<strong>on</strong>g>en implemented for $1.5 milli<strong>on</strong>. Systems include:<br />
