ange <strong>of</strong> projects that build and complement existing programmes funded from Council’s operational budgets, capital works programmes, grants and developer contributions. The programme areas and <strong>be</strong>nefits include: o Water sensitive urban design Water sensitive urban design projects include s<strong>to</strong>rmwater harvesting <strong>to</strong> irrigate 10 ovals and 2 gardens, integration and expansion <strong>of</strong> existing drainage and street tree capital works programme and implementation <strong>of</strong> the recently completed local catchment plans (a second generation s<strong>to</strong>rmwater management plan and updated flood risk and s<strong>to</strong>rmwater infrastructure management plan). It is expected that Council’s ability <strong>to</strong> use potable water <strong>to</strong> irrigate sports fields will <strong>be</strong> significantly reduced under the Government’s water demand management strategy. Consequently this initiative <strong>to</strong> find alternative water <strong>to</strong> manage key community assets is a priority. o Waters and Catchments Under its existing budget, Council has not <strong>be</strong>en able <strong>to</strong> address the degradation <strong>of</strong> local natural creeks, maintain pollution control devices at the necessary frequency, nor manage s<strong>to</strong>rmwater flows from drainage outlets at the bushland interface. To identify current pressures, Council mapped all its creeks in 2004, rating their condition against a rapid riparian assessment methodology developed in conjunction with Macquarie University. Through a grant funded project it also was able <strong>to</strong> assess the pollutant load and type that is generated from our urban catchment and what this means in terms <strong>of</strong> the maintenance requirements. These studies identified the generally poor condition <strong>of</strong> local creeks, al<strong>be</strong>it recognising their urban context (particularly in the upper reaches closer <strong>to</strong> urban development) and the effect high load gross pollutants have on overall stream health. The projects in this water and catchment programme will strengthen the ongoing management <strong>of</strong> our urban catchment and assist in the repairing our natural streams. o Town Centres One <strong>of</strong> the positive impacts <strong>of</strong> the increase in development arising from Local Environment Plan 194 (permitting greater densities <strong>of</strong> development in parts <strong>of</strong> the <strong>council</strong> area) will <strong>be</strong> the revitalisation and construction <strong>of</strong> new <strong>to</strong>wn centres. While much <strong>of</strong> this activity will <strong>be</strong> funded from developer contributions, the special rate variation seeks <strong>to</strong> raise additional income from expected government grants <strong>to</strong> implement <strong>be</strong>st practice sustainable urban design. The <strong>be</strong>nefits <strong>of</strong> this programme will <strong>be</strong> the demonstration <strong>of</strong> state-<strong>of</strong>-the-art sustainability technology and architecture <strong>to</strong> serve as a lead for surrounding residential development. o Biodiversity Within the Ku-ring-gai Local Government Area there are three endangered ecological communities as listed under the Threatened Species Conservation Act 1997. The location <strong>of</strong> each <strong>of</strong> these areas is significantly influenced by urban development particularly from nutrient rich s<strong>to</strong>rmwater, weed propagules, dumping and encroachment. Under Council’s current regeneration programme, only 18 bushland sites are worked, comprising less than 50 ha <strong>of</strong> a <strong>to</strong>tal <strong>of</strong> 1,1000 ha <strong>of</strong> bushland in the LGA. The impact <strong>of</strong> this prioritisation is that the majority <strong>of</strong> bushland is left <strong>to</strong> “self-manage” with occasional reactive weed treatment. Even for the sites that are fortunate <strong>to</strong> receive resources, there is still insufficient resources <strong>to</strong> significantly improve their long term condition and viability. The identified programme aims <strong>to</strong> increase resources at nine sites over a seven year period. This will supplement the existing regeneration efforts, enabling the sites <strong>to</strong> move from a ‘secondary regeneration phase’ <strong>to</strong> a maintenance programme, effectively reducing the num<strong>be</strong>r <strong>of</strong> hours and resources required at the sites each year. In the long term, this will enable other sites <strong>to</strong> have a greater amount <strong>of</strong> resources in turn improving the overall condition and sustainability <strong>of</strong> 484671 Page 15
ushland. o Community Partnerships Council has over 750 active volunteers as part <strong>of</strong> its Bushcare programme operating at over 80 sites. This is a highly successful programme that demonstrates the strong community interest <strong>to</strong>wards the environment and desire <strong>to</strong> partner with Council <strong>to</strong> assist local environs. Beyond Bushcare, there is interest in Council supporting additional programmes that assist in the management <strong>of</strong> other sites and assets. Parkcare, Landcare and Firewise are three examples <strong>of</strong> programmes that would come in<strong>to</strong> effect as resources <strong>be</strong>come available. The special rate would support these initiatives. A community small grants programme is proposed <strong>to</strong> enable community groups <strong>to</strong> <strong>be</strong>tter manage their sites, thereby forming financial as well as social partnerships. In the Ku-ring-gai Community Environment Survey conducted by Ku-ring-gai Council in association with Monash University and the University <strong>of</strong> NSW in April 2004, a key initiative raised by participants was the idea <strong>of</strong> small community grants scheme that should <strong>be</strong> funded if a special rate was introduced; support has also <strong>be</strong>en echoed in the responses <strong>to</strong> the Environmental Levy Survey (Attachment 3) accompanying this application for a special rate variation. In essence this scheme would enable groups <strong>of</strong> resident’s access <strong>to</strong> Council funding <strong>to</strong> improve their local environment and use these funds <strong>to</strong> leverage other small community grants that would <strong>be</strong> otherwise unsustainable <strong>to</strong> the community or Council. o Recreation Within Ku-ring-gai’s bushland areas, there are hundreds <strong>of</strong> kilometres <strong>of</strong> walking trails, the majority <strong>be</strong>ing informal connecting tracks linking <strong>to</strong> the ‘recognised’ formal system. Nationally significant trails including the Great North Walk, Harbour <strong>to</strong> Hawkesbury Walk, and many regional and local tracks constructed by Council, National Parks, community groups and others, transect the LGA. Anecdotal evidence and community surveying suggests there has <strong>be</strong>en a significant increase in the use <strong>of</strong> these tracks for walking and more recently mountain bike riding. Under the proposed programme, nine tracks will <strong>be</strong> substantially improved <strong>to</strong> cater for the increased use and <strong>to</strong> address long standing erosion and degradation. Works under this programme will integrate with current recreation trail management undertaken by Council’s bushland access team and works expected <strong>to</strong> occur from section 94 contributions <strong>to</strong> link new development sites with our existing track network. Supporting the intent <strong>be</strong>hind this programme is Council’s Open Space Strategy – People Parks and Bushland, that recognise the need <strong>to</strong> increase recreational opportunities and facilities particularly for walking that caters for youth, families and our high num<strong>be</strong>r <strong>of</strong> retirees and a Recreational Trail Guide (in preparation) that will set maintenance and construction standards for various categories <strong>of</strong> walking tracks. o Fire Management Bushland covers approximately one third <strong>of</strong> the Local Government Area and while this provides valuable ecological and recreational functions, it also presents a significant fire risk. Across the Hornsby-Ku-ring-gai fire district there have <strong>be</strong>en four significant fires (1939, 1944, 1957 and 1965). More recently, 11 fires have occurred during the past three decades, (1968, 1971, 1976, 1981, 1983, 1989, 1990, 1994, 1997, 2001/02 and 2002/03). This greater frequency and risk, due <strong>to</strong> continued development at the urban bushland interface, threaten lives and assets and has the potential <strong>to</strong> change the bushland ecology. Fire Management is now coordinated by the Hornsby Ku-ring-gai District Fire Management Committee. A key strategy used by this Committee <strong>to</strong> manage wildfire and allow safe hazard reduction burns is <strong>to</strong> have a well established system <strong>of</strong> fire trails, walking tracks and fire breaks (also known as asset protection zones) along the bushland interface. Under the programme, 5 new fire breaks will <strong>be</strong> constructed and four major capital upgrades <strong>to</strong> the fire trail network will <strong>be</strong> 484671 Page 16
