ange <str<strong>on</strong>g>of</str<strong>on</strong>g> projects th<strong>at</strong> build and complement existing programmes funded from Council’s oper<strong>at</strong>i<strong>on</strong>al<br />

budgets, capital works programmes, grants and developer c<strong>on</strong>tributi<strong>on</strong>s. The programme areas and<br />

<str<strong>on</strong>g>be</str<strong>on</strong>g>nefits include:<br />

o W<strong>at</strong>er sensitive urban design<br />

W<strong>at</strong>er sensitive urban design projects include s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er harvesting <str<strong>on</strong>g>to</str<strong>on</strong>g> irrig<strong>at</strong>e 10 ovals and 2<br />

gardens, integr<strong>at</strong>i<strong>on</strong> and expansi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> existing drainage and street tree capital works programme<br />

and implement<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the recently completed local c<strong>at</strong>chment plans (a sec<strong>on</strong>d gener<strong>at</strong>i<strong>on</strong><br />

s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er management plan and upd<strong>at</strong>ed flood risk and s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er infrastructure management<br />

plan). It is expected th<strong>at</strong> Council’s ability <str<strong>on</strong>g>to</str<strong>on</strong>g> use potable w<strong>at</strong>er <str<strong>on</strong>g>to</str<strong>on</strong>g> irrig<strong>at</strong>e sports fields will <str<strong>on</strong>g>be</str<strong>on</strong>g><br />

significantly reduced under the Government’s w<strong>at</strong>er demand management str<strong>at</strong>egy. C<strong>on</strong>sequently<br />

this initi<strong>at</strong>ive <str<strong>on</strong>g>to</str<strong>on</strong>g> find altern<strong>at</strong>ive w<strong>at</strong>er <str<strong>on</strong>g>to</str<strong>on</strong>g> manage key community assets is a priority.<br />

o W<strong>at</strong>ers and C<strong>at</strong>chments<br />

Under its existing budget, Council has not <str<strong>on</strong>g>be</str<strong>on</strong>g>en able <str<strong>on</strong>g>to</str<strong>on</strong>g> address the degrad<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> local n<strong>at</strong>ural<br />

creeks, maintain polluti<strong>on</strong> c<strong>on</strong>trol devices <strong>at</strong> the necessary frequency, nor manage s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er<br />

flows from drainage outlets <strong>at</strong> the bushland interface. To identify current pressures, Council<br />

mapped all its creeks in 2004, r<strong>at</strong>ing their c<strong>on</strong>diti<strong>on</strong> against a rapid riparian assessment<br />

methodology developed in c<strong>on</strong>juncti<strong>on</strong> with Macquarie University. Through a grant funded<br />

project it also was able <str<strong>on</strong>g>to</str<strong>on</strong>g> assess the pollutant load and type th<strong>at</strong> is gener<strong>at</strong>ed from our urban<br />

c<strong>at</strong>chment and wh<strong>at</strong> this means in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> the maintenance requirements. These studies<br />

identified the generally poor c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> local creeks, al<str<strong>on</strong>g>be</str<strong>on</strong>g>it recognising their urban c<strong>on</strong>text<br />

(particularly in the upper reaches closer <str<strong>on</strong>g>to</str<strong>on</strong>g> urban development) and the effect high load gross<br />

pollutants have <strong>on</strong> overall stream health. The projects in this w<strong>at</strong>er and c<strong>at</strong>chment programme<br />

will strengthen the <strong>on</strong>going management <str<strong>on</strong>g>of</str<strong>on</strong>g> our urban c<strong>at</strong>chment and assist in the repairing our<br />

n<strong>at</strong>ural streams.<br />

o Town Centres<br />

One <str<strong>on</strong>g>of</str<strong>on</strong>g> the positive impacts <str<strong>on</strong>g>of</str<strong>on</strong>g> the increase in development arising from Local Envir<strong>on</strong>ment Plan<br />

194 (permitting gre<strong>at</strong>er densities <str<strong>on</strong>g>of</str<strong>on</strong>g> development in parts <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>council</str<strong>on</strong>g> area) will <str<strong>on</strong>g>be</str<strong>on</strong>g> the<br />

revitalis<strong>at</strong>i<strong>on</strong> and c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> new <str<strong>on</strong>g>to</str<strong>on</strong>g>wn centres. While much <str<strong>on</strong>g>of</str<strong>on</strong>g> this activity will <str<strong>on</strong>g>be</str<strong>on</strong>g> funded<br />

from developer c<strong>on</strong>tributi<strong>on</strong>s, the special r<strong>at</strong>e vari<strong>at</strong>i<strong>on</strong> seeks <str<strong>on</strong>g>to</str<strong>on</strong>g> raise additi<strong>on</strong>al income from<br />

expected government grants <str<strong>on</strong>g>to</str<strong>on</strong>g> implement <str<strong>on</strong>g>be</str<strong>on</strong>g>st practice sustainable urban design. The <str<strong>on</strong>g>be</str<strong>on</strong>g>nefits <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

this programme will <str<strong>on</strong>g>be</str<strong>on</strong>g> the dem<strong>on</strong>str<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> st<strong>at</strong>e-<str<strong>on</strong>g>of</str<strong>on</strong>g>-the-art sustainability technology and<br />

architecture <str<strong>on</strong>g>to</str<strong>on</strong>g> serve as a lead for surrounding residential development.<br />

o Biodiversity<br />

Within the Ku-ring-gai Local Government Area there are three endangered ecological<br />

communities as listed under the Thre<strong>at</strong>ened Species C<strong>on</strong>serv<strong>at</strong>i<strong>on</strong> Act 1997. The loc<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> each<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> these areas is significantly influenced by urban development particularly from nutrient rich<br />

s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er, weed propagules, dumping and encroachment. Under Council’s current regener<strong>at</strong>i<strong>on</strong><br />

programme, <strong>on</strong>ly 18 bushland sites are worked, comprising less than 50 ha <str<strong>on</strong>g>of</str<strong>on</strong>g> a <str<strong>on</strong>g>to</str<strong>on</strong>g>tal <str<strong>on</strong>g>of</str<strong>on</strong>g> 1,1000 ha<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> bushland in the LGA. The impact <str<strong>on</strong>g>of</str<strong>on</strong>g> this prioritis<strong>at</strong>i<strong>on</strong> is th<strong>at</strong> the majority <str<strong>on</strong>g>of</str<strong>on</strong>g> bushland is left <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

“self-manage” with occasi<strong>on</strong>al reactive weed tre<strong>at</strong>ment. Even for the sites th<strong>at</strong> are fortun<strong>at</strong>e <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

receive resources, there is still insufficient resources <str<strong>on</strong>g>to</str<strong>on</strong>g> significantly improve their l<strong>on</strong>g term<br />

c<strong>on</strong>diti<strong>on</strong> and viability.<br />

The identified programme aims <str<strong>on</strong>g>to</str<strong>on</strong>g> increase resources <strong>at</strong> nine sites over a seven year period. This<br />

will supplement the existing regener<strong>at</strong>i<strong>on</strong> efforts, enabling the sites <str<strong>on</strong>g>to</str<strong>on</strong>g> move from a ‘sec<strong>on</strong>dary<br />

regener<strong>at</strong>i<strong>on</strong> phase’ <str<strong>on</strong>g>to</str<strong>on</strong>g> a maintenance programme, effectively reducing the num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> hours and<br />

resources required <strong>at</strong> the sites each year. In the l<strong>on</strong>g term, this will enable other sites <str<strong>on</strong>g>to</str<strong>on</strong>g> have a<br />

gre<strong>at</strong>er amount <str<strong>on</strong>g>of</str<strong>on</strong>g> resources in turn improving the overall c<strong>on</strong>diti<strong>on</strong> and sustainability <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
