VARIATION:<br />

Briefly descri<str<strong>on</strong>g>be</str<strong>on</strong>g> the vari<strong>at</strong>i<strong>on</strong> sought st<strong>at</strong>ing purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> the applic<strong>at</strong>i<strong>on</strong> (ie. why <str<strong>on</strong>g>council</str<strong>on</strong>g> needs<br />

the additi<strong>on</strong>al revenue).<br />

Council’s decisi<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> support an applic<strong>at</strong>i<strong>on</strong> for a special r<strong>at</strong>e vari<strong>at</strong>i<strong>on</strong> is <str<strong>on</strong>g>to</str<strong>on</strong>g> enable the<br />

implement<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a range <str<strong>on</strong>g>of</str<strong>on</strong>g> envir<strong>on</strong>mental programmes. These have <str<strong>on</strong>g>be</str<strong>on</strong>g>en identified in the<br />

2004/08 Management Plan and are c<strong>on</strong>sistent with a num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> key regi<strong>on</strong>al str<strong>at</strong>egies including the<br />

C<strong>at</strong>chment Blue Prints for Sydney Harbour and the Lower Hawkesbury/Nepean, the Hornsby Kuring-gai<br />

District Fire Management Plan and the Metropolitan W<strong>at</strong>er Plan.<br />

A 5 percent Special R<strong>at</strong>e Vari<strong>at</strong>i<strong>on</strong> is proposed within the <strong>2005</strong>/09 Management Plan commencing<br />

in <strong>2005</strong>/06 financial year for seven years. This will provide $1.76 milli<strong>on</strong> in the first year<br />

representing 2.5 per cent <str<strong>on</strong>g>of</str<strong>on</strong>g> the expected revenue for Council in the <strong>2005</strong>/06 budget and rise <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

$2.16 milli<strong>on</strong> by 2011/12.<br />

The special r<strong>at</strong>e vari<strong>at</strong>i<strong>on</strong> will provide the necessary income <str<strong>on</strong>g>to</str<strong>on</strong>g> build additi<strong>on</strong>al social,<br />

envir<strong>on</strong>mental and financial capital. Specifically, it will improve the c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> bushland,<br />

w<strong>at</strong>erways and parks, increase opportunities for recre<strong>at</strong>i<strong>on</strong>, help protect against flooding and fire<br />

and involve the community in decisi<strong>on</strong> making and <strong>on</strong>ground works.<br />

The key drivers for a special r<strong>at</strong>e vari<strong>at</strong>i<strong>on</strong> are:<br />

Financial<br />

1. Rising costs <str<strong>on</strong>g>to</str<strong>on</strong>g> maintain Council assets <str<strong>on</strong>g>to</str<strong>on</strong>g> meet community needs and safety standards. These<br />

assets include buildings, infrastructure and recre<strong>at</strong>i<strong>on</strong> facilities;<br />

2. Increasing employment costs th<strong>at</strong> are rising above r<strong>at</strong>e pegging thresholds;<br />

3. Increasing insurance costs and associ<strong>at</strong>ed workers compens<strong>at</strong>i<strong>on</strong>;<br />

4. C<strong>on</strong>tinuing commitment <str<strong>on</strong>g>to</str<strong>on</strong>g> reducing Council’s level <str<strong>on</strong>g>of</str<strong>on</strong>g> debt.<br />

Envir<strong>on</strong>mental<br />

1. Increasing resp<strong>on</strong>sibilities associ<strong>at</strong>ed <str<strong>on</strong>g>to</str<strong>on</strong>g> manage the recovery <str<strong>on</strong>g>of</str<strong>on</strong>g> thre<strong>at</strong>ened species and<br />
