Impacts <strong>on</strong> Council Infrastructure and associ<strong>at</strong>ed works - comments<br />
The scale <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>structi<strong>on</strong> work for this site is expected <str<strong>on</strong>g>to</str<strong>on</strong>g> damage the fr<strong>on</strong>tage footp<strong>at</strong>h and road<br />
shoulder. Accordingly, the following infrastructure works will <str<strong>on</strong>g>be</str<strong>on</strong>g> required (C<strong>on</strong>diti<strong>on</strong> No. 113):<br />
C<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a fully new c<strong>on</strong>crete footp<strong>at</strong>h over the site fr<strong>on</strong>tage in Ada Avenue. Maximum<br />
crossfall <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> 2.5% <str<strong>on</strong>g>to</str<strong>on</strong>g>wards the gutter.<br />
New c<strong>on</strong>crete driveway crossings from Stanley Street.<br />
Removal <str<strong>on</strong>g>of</str<strong>on</strong>g> all redundant driveway laybacks and re-inst<strong>at</strong>ement <str<strong>on</strong>g>to</str<strong>on</strong>g> upright kerb and gutter.<br />
Replacement <str<strong>on</strong>g>of</str<strong>on</strong>g> the verge area <str<strong>on</strong>g>to</str<strong>on</strong>g> turfed verge <str<strong>on</strong>g>be</str<strong>on</strong>g>tween new footp<strong>at</strong>h and existing kerb alignment.<br />
Although not critical <str<strong>on</strong>g>to</str<strong>on</strong>g> the c<strong>on</strong>sent, it is recommended (subject <str<strong>on</strong>g>to</str<strong>on</strong>g> approval by the Local Traffic<br />
Committee) th<strong>at</strong> a Work Z<strong>on</strong>e <str<strong>on</strong>g>be</str<strong>on</strong>g> installed in the vicinity <str<strong>on</strong>g>of</str<strong>on</strong>g> the site <str<strong>on</strong>g>to</str<strong>on</strong>g> facilit<strong>at</strong>e c<strong>on</strong>structi<strong>on</strong> rel<strong>at</strong>ed<br />
vehicles and serve in reducing c<strong>on</strong>structi<strong>on</strong> impacts <strong>on</strong> the local network. Accordingly, a c<strong>on</strong>diti<strong>on</strong><br />
will <str<strong>on</strong>g>be</str<strong>on</strong>g> applied th<strong>at</strong> the Applicant obtain a resoluti<strong>on</strong> from the Traffic Committee in rel<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
obtaining a work z<strong>on</strong>e and proceed in accordance with any recommend<strong>at</strong>i<strong>on</strong> from the resoluti<strong>on</strong><br />
(C<strong>on</strong>diti<strong>on</strong> No.110).<br />
As with all development <str<strong>on</strong>g>of</str<strong>on</strong>g> this scale, there is the direct risk <str<strong>on</strong>g>of</str<strong>on</strong>g> damage <str<strong>on</strong>g>to</str<strong>on</strong>g> Council infrastructure<br />
during the course <str<strong>on</strong>g>of</str<strong>on</strong>g> the works. A $50,000 b<strong>on</strong>d <str<strong>on</strong>g>to</str<strong>on</strong>g> cover res<str<strong>on</strong>g>to</str<strong>on</strong>g>r<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> such damage (or completi<strong>on</strong><br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> incomplete works by Council) is <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> applied (C<strong>on</strong>diti<strong>on</strong> No.95).<br />
Site drainage comments<br />
The submitted c<strong>on</strong>cept s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er services plans (refer plans C00 <str<strong>on</strong>g>to</str<strong>on</strong>g> C01 by MPN , d<strong>at</strong>ed 2/11/04),<br />
have not <str<strong>on</strong>g>be</str<strong>on</strong>g>en designed strictly in accordance with the Council requirements c<strong>on</strong>tained in W<strong>at</strong>er<br />
Management DCP 47. A s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er retenti<strong>on</strong> requirement <str<strong>on</strong>g>of</str<strong>on</strong>g> 3000 litres per unit applies – and<br />
this w<strong>at</strong>er is <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> used for <str<strong>on</strong>g>to</str<strong>on</strong>g>ilet flushing, laundry, car washing and irrig<strong>at</strong>i<strong>on</strong> (as a minimum).<br />
Hence <str<strong>on</strong>g>to</str<strong>on</strong>g>tal volume <str<strong>on</strong>g>of</str<strong>on</strong>g> s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage required will <str<strong>on</strong>g>be</str<strong>on</strong>g> 147 m3.<br />
However, it is felt th<strong>at</strong> the shortfall shown <strong>on</strong> the c<strong>on</strong>cept drainage plan submitted with the DA can<br />
<str<strong>on</strong>g>be</str<strong>on</strong>g> addressed via suitable c<strong>on</strong>diti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>sent . Accordingly, the necessary changes are <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g><br />
made via c<strong>on</strong>diti<strong>on</strong> which will require the refinement and advancement <str<strong>on</strong>g>of</str<strong>on</strong>g> the c<strong>on</strong>cept plans <str<strong>on</strong>g>to</str<strong>on</strong>g> a<br />
detail suitable for C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e issue.<br />
Flooding and Overland comments<br />
The site is loc<strong>at</strong>ed <str<strong>on</strong>g>to</str<strong>on</strong>g>wards the <str<strong>on</strong>g>to</str<strong>on</strong>g>p <str<strong>on</strong>g>of</str<strong>on</strong>g> the local c<strong>at</strong>chment and as such the site will not <str<strong>on</strong>g>be</str<strong>on</strong>g> affected by<br />
trunk flows <str<strong>on</strong>g>of</str<strong>on</strong>g> sufficient volume around the site <str<strong>on</strong>g>to</str<strong>on</strong>g> cause c<strong>on</strong>cern. The driveway level <strong>at</strong> the property<br />
boundary shall <str<strong>on</strong>g>be</str<strong>on</strong>g> set a minimum <str<strong>on</strong>g>of</str<strong>on</strong>g> 150mm above the <str<strong>on</strong>g>to</str<strong>on</strong>g>p <str<strong>on</strong>g>of</str<strong>on</strong>g> the fr<strong>on</strong>tage kerb <str<strong>on</strong>g>to</str<strong>on</strong>g> prevent<br />
inund<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the basement level by flows over<str<strong>on</strong>g>to</str<strong>on</strong>g>pping in the gutter system.<br />
Geotechnical / Structural Comments<br />
