Accordingly, the following infrastructure works will ong>beong> required (Condition No. 113): Construction ong>ofong> a fully new concrete footpath over the site frontage in Ada Avenue. Maximum crossfall ong>toong> ong>beong> 2.5% ong>toong>wards the gutter. New concrete driveway crossings from Stanley Street. Removal ong>ofong> all redundant driveway laybacks and re-instatement ong>toong> upright kerb and gutter. Replacement ong>ofong> the verge area ong>toong> turfed verge ong>beong>tween new footpath and existing kerb alignment. Although not critical ong>toong> the consent, it is recommended (subject ong>toong> approval by the Local Traffic Committee) that a Work Zone ong>beong> installed in the vicinity ong>ofong> the site ong>toong> facilitate construction related vehicles and serve in reducing construction impacts on the local network. Accordingly, a condition will ong>beong> applied that the Applicant obtain a resolution from the Traffic Committee in relation ong>toong> obtaining a work zone and proceed in accordance with any recommendation from the resolution (Condition No.110). As with all development ong>ofong> this scale, there is the direct risk ong>ofong> damage ong>toong> Council infrastructure during the course ong>ofong> the works. A $50,000 bond ong>toong> cover resong>toong>ration ong>ofong> such damage (or completion ong>ofong> incomplete works by Council) is ong>toong> ong>beong> applied (Condition No.95). Site drainage comments The submitted concept song>toong>rmwater services plans (refer plans C00 ong>toong> C01 by MPN , dated 2/11/04), have not ong>beong>en designed strictly in accordance with the Council requirements contained in Water Management DCP 47. A song>toong>rmwater retention requirement ong>ofong> 3000 litres per unit applies – and this water is ong>toong> ong>beong> used for ong>toong>ilet flushing, laundry, car washing and irrigation (as a minimum). Hence ong>toong>tal volume ong>ofong> song>toong>rage required will ong>beong> 147 m3. However, it is felt that the shortfall shown on the concept drainage plan submitted with the DA can ong>beong> addressed via suitable conditions ong>ofong> consent . Accordingly, the necessary changes are ong>toong> ong>beong> made via condition which will require the refinement and advancement ong>ofong> the concept plans ong>toong> a detail suitable for Construction Certificate issue. Flooding and Overland comments The site is located ong>toong>wards the ong>toong>p ong>ofong> the local catchment and as such the site will not ong>beong> affected by trunk flows ong>ofong> sufficient volume around the site ong>toong> cause concern. The driveway level at the property boundary shall ong>beong> set a minimum ong>ofong> 150mm above the ong>toong>p ong>ofong> the frontage kerb ong>toong> prevent inundation ong>ofong> the basement level by flows overong>toong>pping in the gutter system.
