issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e (C<strong>on</strong>diti<strong>on</strong> No. 86).<br />

Traffic gener<strong>at</strong>i<strong>on</strong><br />

The applicant has submitted a Traffic Report with the Development Applic<strong>at</strong>i<strong>on</strong>. The report is an<br />

acceptable standard <strong>on</strong> which <str<strong>on</strong>g>to</str<strong>on</strong>g> base an assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> the traffic rel<strong>at</strong>ed impacts <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

Development.<br />

Based <strong>on</strong> the requirement <str<strong>on</strong>g>of</str<strong>on</strong>g> LEP 194, the proposal requires a minimum <str<strong>on</strong>g>of</str<strong>on</strong>g> 83 spaces which<br />

includes 12 visi<str<strong>on</strong>g>to</str<strong>on</strong>g>r spaces. The proposal provides 83 spaces and complies with the LEP.<br />

In terms <str<strong>on</strong>g>of</str<strong>on</strong>g> the impact <str<strong>on</strong>g>of</str<strong>on</strong>g> the development <strong>on</strong> the road network, this can <str<strong>on</strong>g>be</str<strong>on</strong>g> ascertained generally by<br />

the capacity <str<strong>on</strong>g>of</str<strong>on</strong>g> the affected intersecti<strong>on</strong>s <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>at</strong>er for the increased traffic loading. This is <str<strong>on</strong>g>be</str<strong>on</strong>g>st<br />

determined by modeling the affected intersecti<strong>on</strong>s <strong>at</strong> existing and post-developed use. The Traffic<br />

Gener<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> this Development has <str<strong>on</strong>g>be</str<strong>on</strong>g>en estim<strong>at</strong>ed using the RTA “Guide <str<strong>on</strong>g>to</str<strong>on</strong>g> Traffic Gener<strong>at</strong>ing<br />

Developments” as follows:<br />

The Stanley St/Lynbarra Ave street intersecti<strong>on</strong> has <str<strong>on</strong>g>be</str<strong>on</strong>g>en assessed with the INTANAL program by<br />

the Applicants c<strong>on</strong>sulting Traffic Engineer (refer secti<strong>on</strong> 3.3 <str<strong>on</strong>g>of</str<strong>on</strong>g> DA submissi<strong>on</strong> Traffic Report). The<br />

results show th<strong>at</strong> the intersecti<strong>on</strong> oper<strong>at</strong>es currently <strong>at</strong> a ‘good’ level <str<strong>on</strong>g>of</str<strong>on</strong>g> service as defined by<br />

INTANAL.<br />

The assignment <str<strong>on</strong>g>of</str<strong>on</strong>g> an additi<strong>on</strong>al (net) 21 vehicles peak hour trips (see table above) in<str<strong>on</strong>g>to</str<strong>on</strong>g> this nearest<br />

intersecti<strong>on</strong> is not expected <str<strong>on</strong>g>to</str<strong>on</strong>g> lower the oper<strong>at</strong>ing level <str<strong>on</strong>g>of</str<strong>on</strong>g> service <str<strong>on</strong>g>be</str<strong>on</strong>g>low ‘good’ level <str<strong>on</strong>g>of</str<strong>on</strong>g> service. An<br />

additi<strong>on</strong>al 21 trips over <strong>on</strong>e peak hour is an average <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>on</strong>e vehicle movement every 3 minutes over<br />

the hour. It is noted th<strong>at</strong> M<strong>on</strong>a Vale Rd is accessible via Lynbarra Ave and it is reas<strong>on</strong>able <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

assume th<strong>at</strong> the spread <str<strong>on</strong>g>of</str<strong>on</strong>g> peak vehicles may <str<strong>on</strong>g>be</str<strong>on</strong>g> heading <str<strong>on</strong>g>to</str<strong>on</strong>g> M<strong>on</strong>a Vale Rd via both Lynbarra Ave<br />

and Stanley Street, or <str<strong>on</strong>g>to</str<strong>on</strong>g>wards <str<strong>on</strong>g>to</str<strong>on</strong>g> the city for example via Horace Street and Yarrabung Road <str<strong>on</strong>g>to</str<strong>on</strong>g> the<br />

east. Traffic counts taken by the Applicants c<strong>on</strong>sulting engineer during am and pm peak times<br />

indic<strong>at</strong>e average acceptable delays in Stanley Street for vehicles <str<strong>on</strong>g>to</str<strong>on</strong>g> enter from the subject site.<br />
