building by providing a transiti<strong>on</strong> or gradual increase in scale from the adjoining single<br />

s<str<strong>on</strong>g>to</str<strong>on</strong>g>rey dwellings.<br />

After discussi<strong>on</strong> with the applicant, the plans were amended <str<strong>on</strong>g>to</str<strong>on</strong>g> cre<strong>at</strong>e gre<strong>at</strong>er articul<strong>at</strong>i<strong>on</strong> al<strong>on</strong>g the<br />

north-west facade. The setback in accordance with DCP 55 should <str<strong>on</strong>g>be</str<strong>on</strong>g> <strong>at</strong> least 6 metres from the<br />

rear, the proposed building is set back <str<strong>on</strong>g>be</str<strong>on</strong>g>tween 9 and 17.5 metres from the rear boundary.<br />

The proposed setback from Lynbarra Avenue is 12m <strong>at</strong> the western end (Unit 4), stepping <str<strong>on</strong>g>to</str<strong>on</strong>g> 14.5m,<br />

and 17.5m <str<strong>on</strong>g>to</str<strong>on</strong>g>wards the centre <str<strong>on</strong>g>of</str<strong>on</strong>g> the site (Units 6 and 7). The building steps from 17.5m setback in<br />

the centre <str<strong>on</strong>g>of</str<strong>on</strong>g> the site <str<strong>on</strong>g>to</str<strong>on</strong>g> 9m <strong>at</strong> the corner, with <strong>on</strong>e balc<strong>on</strong>y <str<strong>on</strong>g>be</str<strong>on</strong>g>ing set back 7m from the boundary.<br />

The overall average <str<strong>on</strong>g>of</str<strong>on</strong>g> this setback is much gre<strong>at</strong>er than 12m, with 143 m 2 <str<strong>on</strong>g>of</str<strong>on</strong>g> building <str<strong>on</strong>g>be</str<strong>on</strong>g>ing set<br />

back gre<strong>at</strong>er than 12m and 48 m 2 <str<strong>on</strong>g>of</str<strong>on</strong>g> building <str<strong>on</strong>g>be</str<strong>on</strong>g>ing set back less than 12m.<br />

Amended plans d<strong>at</strong>ed 17 March <strong>2005</strong><br />

Due <str<strong>on</strong>g>to</str<strong>on</strong>g> their minor revisi<strong>on</strong>s and clarific<strong>at</strong>i<strong>on</strong>s the amended plans were not notified.<br />

CONSULTATION - WITHIN COUNCIL<br />

Landscaping<br />

Council’s Landscape Assessment <str<strong>on</strong>g>of</str<strong>on</strong>g>ficer commented <strong>on</strong> the proposal as follows:<br />

“The Site<br />

It is proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> demolish the existing dwellings and associ<strong>at</strong>ed structures and c<strong>on</strong>struct a five<br />

s<str<strong>on</strong>g>to</str<strong>on</strong>g>rey multi-unit dwelling with a two level basement car park, <strong>on</strong> the amalgam<strong>at</strong>ed corner site <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

4,034.7sqm. The site has fr<strong>on</strong>tages <str<strong>on</strong>g>to</str<strong>on</strong>g>, Lynbara Ave, Porters Lane and Stanley St. Vehicular access<br />

is proposed via Stanley St. The site is presently four residential properties, characterised by an<br />

established landscape setting with m<strong>at</strong>ure trees and shrubs within formal garden <str<strong>on</strong>g>be</str<strong>on</strong>g>ds and lawn<br />

expanses, typically urban in style. The Porters Lane fr<strong>on</strong>tage is domin<strong>at</strong>ed by two Corymbia<br />

macul<strong>at</strong>a (Spotted Gum) loc<strong>at</strong>ed adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g> the site fr<strong>on</strong>tage. The Lynbara Ave fr<strong>on</strong>tage is<br />

characterised by a sc<strong>at</strong>tered trees within open lawn expanses.<br />

Impacts <strong>on</strong> trees/Trees <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> removed/Tree replenishment<br />

The proposed development will result in all the existing veget<strong>at</strong>i<strong>on</strong> through the core <str<strong>on</strong>g>of</str<strong>on</strong>g> the site<br />

<str<strong>on</strong>g>be</str<strong>on</strong>g>ing removed. Existing trees around the perimeter <str<strong>on</strong>g>of</str<strong>on</strong>g> the site are <str<strong>on</strong>g>be</str<strong>on</strong>g>ing retained and supplemented<br />

with additi<strong>on</strong>al large trees endemic <str<strong>on</strong>g>to</str<strong>on</strong>g> the locality. The most significant trees associ<strong>at</strong>ed with the<br />

site are proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> retained. Overall, the site development has taken in<str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>sider<strong>at</strong>i<strong>on</strong> the<br />

loc<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> existing significant trees which are predominantly loc<strong>at</strong>ed around the perimeter.<br />

Trees nomin<strong>at</strong>ed for removal include num<str<strong>on</strong>g>be</str<strong>on</strong>g>rs 10, 44, 45, 46, 47, 48, 50, 51, 59, 60, 61, 65. All <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

these nomin<strong>at</strong>ed trees are within the proposed building or driveway footprint. Of these the most<br />

visually significant tree is #10 Metasequoia glyp<str<strong>on</strong>g>to</str<strong>on</strong>g>stroboides (Dawn Redwood) approxim<strong>at</strong>ely 15m<br />

high, loc<strong>at</strong>ed adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g> the Lynbara Ave site fr<strong>on</strong>tage.<br />
