Due <str<strong>on</strong>g>to</str<strong>on</strong>g> a lack <str<strong>on</strong>g>of</str<strong>on</strong>g> public transport in St Ives, any new building in the area must have 2 car<br />

parking spaces for each unit and <strong>on</strong>e visi<str<strong>on</strong>g>to</str<strong>on</strong>g>r space provided for each unit. As residents <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Stanley Street, we are aware <str<strong>on</strong>g>of</str<strong>on</strong>g> the difficulties <str<strong>on</strong>g>of</str<strong>on</strong>g> parking in the area.<br />

LEP 194 requires <strong>on</strong>e parking space for 1 and 2 <str<strong>on</strong>g>be</str<strong>on</strong>g>droom units, and 2 spaces for 3 <str<strong>on</strong>g>be</str<strong>on</strong>g>droom units<br />

and 1 visi<str<strong>on</strong>g>to</str<strong>on</strong>g>r space for every 4 dwellings. Therefore, a <str<strong>on</strong>g>to</str<strong>on</strong>g>tal <str<strong>on</strong>g>of</str<strong>on</strong>g> 83 parking spaces are required and<br />

have <str<strong>on</strong>g>be</str<strong>on</strong>g>en provided. 147 car spaces for this building as recommended by the objec<str<strong>on</strong>g>to</str<strong>on</strong>g>r is excessive.<br />

The RTA, who were involved in the LEP 194 process, seek a good balance <str<strong>on</strong>g>be</str<strong>on</strong>g>tween vehicles and<br />

public transport and the site is accessible <str<strong>on</strong>g>to</str<strong>on</strong>g> buses al<strong>on</strong>g M<strong>on</strong>a Vale Road.<br />

The c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> 49 units <strong>on</strong> sites previously occupied by 4 homes <strong>at</strong> a time when there<br />

appears <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> no planning <str<strong>on</strong>g>to</str<strong>on</strong>g> provide sufficient power or w<strong>at</strong>er infrastructure for the existing<br />

level <str<strong>on</strong>g>of</str<strong>on</strong>g> development seems irresp<strong>on</strong>sible.<br />

LEP 194 was gazetted by the Minister <strong>on</strong> 28 May 2004, after taking in<str<strong>on</strong>g>to</str<strong>on</strong>g> account the availability <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the required infrastructure. The applicant has also dem<strong>on</strong>str<strong>at</strong>ed th<strong>at</strong> the subject site is adequ<strong>at</strong>ely<br />

serviced by all essential services.<br />

Anywhere <str<strong>on</strong>g>be</str<strong>on</strong>g>tween 100 and 150 people will occupy the 49 units proposed in the development,<br />

in a space where previously there were perhaps 10 or 12 people. This is a tenfold, i.e. 1000%<br />

increase in the density and num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> people which by any standard is excessive and<br />

unreas<strong>on</strong>able.<br />

The z<strong>on</strong>e allows for a 5 s<str<strong>on</strong>g>to</str<strong>on</strong>g>rey residential fl<strong>at</strong> development. Associ<strong>at</strong>ed popul<strong>at</strong>i<strong>on</strong> densities have<br />

<str<strong>on</strong>g>be</str<strong>on</strong>g>en c<strong>on</strong>sidered in the z<strong>on</strong>ing <str<strong>on</strong>g>of</str<strong>on</strong>g> the land.<br />

Traffic flows in the streets th<strong>at</strong> border the proposed building will <str<strong>on</strong>g>be</str<strong>on</strong>g> adversely affected by the<br />

increased num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> cars. There will <str<strong>on</strong>g>be</str<strong>on</strong>g> significant delays and backing up <strong>at</strong> traffic lights and<br />

<strong>at</strong> the roundabout <strong>on</strong> the corner <str<strong>on</strong>g>of</str<strong>on</strong>g> Stanley Street and Link Road. Those <str<strong>on</strong>g>of</str<strong>on</strong>g> us who live <strong>on</strong> <strong>on</strong>e<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the three roads affected by this DA, know th<strong>at</strong> Stanley Street and Porters Lane will <str<strong>on</strong>g>be</str<strong>on</strong>g><br />

more favoured and used more than Lynbara Avenue. The overall result will <str<strong>on</strong>g>be</str<strong>on</strong>g> excessive<br />

c<strong>on</strong>gesti<strong>on</strong> and exhaust fumes hence more noise and air polluti<strong>on</strong> with a direct neg<strong>at</strong>ive effect<br />

<strong>on</strong> the quality <str<strong>on</strong>g>of</str<strong>on</strong>g> life and health <str<strong>on</strong>g>of</str<strong>on</strong>g> those who live <strong>on</strong> Stanley Street.<br />

Council’s Development Assessment Engineer c<strong>on</strong>cluded th<strong>at</strong>, while the development may result in<br />

the surrounding road network <str<strong>on</strong>g>be</str<strong>on</strong>g>coming busier in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> increased traffic movements, the<br />

development is not expected <str<strong>on</strong>g>to</str<strong>on</strong>g> cre<strong>at</strong>e any additi<strong>on</strong>al traffic problems in the surrounding road<br />

network.<br />

There is a bold assumpti<strong>on</strong> th<strong>at</strong> <strong>on</strong>ly 83 car spaces will <str<strong>on</strong>g>be</str<strong>on</strong>g> needed. However, in reality, it is<br />

likely th<strong>at</strong> parking for over 83 cars will <str<strong>on</strong>g>be</str<strong>on</strong>g> needed especially taking in<str<strong>on</strong>g>to</str<strong>on</strong>g> account visi<str<strong>on</strong>g>to</str<strong>on</strong>g>rs <str<strong>on</strong>g>to</str<strong>on</strong>g> a<br />

49 unit block. Parking is already <strong>at</strong> a premium in Stanley Street, Porters lane is narrow and<br />

parking down Lynbarra Avenue would <str<strong>on</strong>g>be</str<strong>on</strong>g> outside people’s quiet suburban homes which<br />

would <str<strong>on</strong>g>be</str<strong>on</strong>g> most unwelcome.<br />
