Occupational Health and Safety (OH&S) The Strategic Human Resources Plan will continue <strong>to</strong> focus on a num<strong>be</strong>r <strong>of</strong> initiatives in order <strong>to</strong> continue <strong>meeting</strong> legislative requirements and improve the health and safety <strong>of</strong> Council’s staff. There will <strong>be</strong> a review <strong>of</strong> all risk assessments and standard operating procedures, especially in the outdoor areas. Additionally, occupational health and safety policies and procedures will <strong>be</strong> reviewed and updated where appropriate, and all managers will <strong>be</strong> assessed against their generic health and safety accountabilities. Managing Equity and Diversity Ku-ring-gai Council is committed <strong>to</strong> the goals <strong>of</strong> equal opportunities in employment and <strong>to</strong> the provision <strong>of</strong> a work environment that fosters fairness, equity and respect for social and cultural diversity and that is free from unlawful discrimination and harassment. Staff have <strong>be</strong>en appointed from each department <strong>to</strong> the role <strong>of</strong> Referral Officers. These staff mem<strong>be</strong>rs have <strong>be</strong>en trained <strong>to</strong> provide information for staff and managers about workplace harassment and discrimination and <strong>to</strong> act as a point <strong>of</strong> contact and support for any employee who wishes <strong>to</strong> make a complaint. The Equal Employment Opportunity (EEO) Management Plan developed in 2004 in consultation with staff and management is reviewed by the EEO Committee on a bimonthly basis against established performance indica<strong>to</strong>rs. Planned activities for the Committee over the coming year include: Attending team <strong>meeting</strong>s <strong>to</strong> raise awareness <strong>of</strong> EEO and workplace harassment. Implementing additional training for managers and staff <strong>to</strong> focus on a broad range <strong>of</strong> EEO issues. Reviewing Ku-ring-gai Council’s human resources standards and procedures, ensuring the inclusion <strong>of</strong> EEO principles. Reviewing and updating the EEO and Workplace Harassment Information Kit and the Bullying and Harassment brochure. Page 69
Ku-ring-gai Council Draft Management Plan 2005-2009 DOMESTIC WASTE MANAGEMENT Domestic Waste Management (DWM) charges, unlike other fees and charges, have very specific requirements under Sections 496 & 504 <strong>of</strong> the Local Government Act (1993). They are: A Council must make and levy an annual charge for the provision <strong>of</strong> DWM services for each parcel <strong>of</strong> rateable land for which the service is available. A Council must not apply income from its <strong>ordinary</strong> rate <strong>to</strong>wards the cost <strong>of</strong> providing DWM services. Income applied by Council <strong>to</strong>wards the cost <strong>of</strong> providing DWM services must <strong>be</strong> obtained from the making & levying <strong>of</strong> a charge. Income obtained from charges for DWM must <strong>be</strong> calculated so as <strong>to</strong> not exceed the reasonable cost <strong>to</strong> Council <strong>of</strong> providing those services. The effect <strong>of</strong> these requirements is that Council cannot subsidise DWM services. Council’s Domestic Waste Management service is provided on the following basis: A. Single Residential Dwellings / Base Service A weekly waste collection service from a container provided by Council. A fortnightly vegetation collection service from a container provided by Council. A fortnightly recycling collection service for paper products from a container provided by Council. A fortnightly recycling collection service for glass and plastic containers from a container provided by Council. A monthly kerb-side clean up <strong>of</strong> a maximum 3.0 cubic metres bulky materials (by appointment and subject <strong>to</strong> availability). B. Flats and Home Units A twice weekly collection service per unit occupancy using 55 litre waste containers or a single weekly collection service per unit occupancy using 120 litre waste container.
