Draft Management Plan <strong>2005</strong>-2009<br />

HUMAN RESOURCES<br />

The Str<strong>at</strong>egic Human Resources Plan was developed during 2004 using a c<strong>on</strong>sult<strong>at</strong>ive<br />

process involving staff from across the organis<strong>at</strong>i<strong>on</strong>. It has four primary objectives:<br />

1. Attracti<strong>on</strong>: in partnership with each department, the Human Resources<br />

Department will maximise Council’s ability <str<strong>on</strong>g>to</str<strong>on</strong>g> recruit people who have a<br />

passi<strong>on</strong> for the job.<br />

2. Retenti<strong>on</strong>: in partnership with each department, the Human Resources<br />

Department will maximise Council’s ability <str<strong>on</strong>g>to</str<strong>on</strong>g> retain valuable staff.<br />

3. Industrial Rel<strong>at</strong>i<strong>on</strong>s: our objective is <str<strong>on</strong>g>to</str<strong>on</strong>g> implement systems and processes th<strong>at</strong><br />

foster cooper<strong>at</strong>ive rel<strong>at</strong>i<strong>on</strong>ships and deliver a service th<strong>at</strong> meets Ku-ring-gai<br />

community requirements and the changing needs <str<strong>on</strong>g>of</str<strong>on</strong>g> the organis<strong>at</strong>i<strong>on</strong>.<br />

4. Service Delivery: Human Resources will <str<strong>on</strong>g>be</str<strong>on</strong>g> a respected business partner by<br />

providing a service th<strong>at</strong> facilit<strong>at</strong>es the achievement <str<strong>on</strong>g>of</str<strong>on</strong>g> organis<strong>at</strong>i<strong>on</strong>al objectives.<br />

In c<strong>on</strong>juncti<strong>on</strong> with the progressive implement<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the CHRIS 21 payroll system<br />

and its associ<strong>at</strong>ed human resources modules, st<strong>at</strong>istics are <str<strong>on</strong>g>be</str<strong>on</strong>g>ing produced th<strong>at</strong> will<br />

facilit<strong>at</strong>e the <str<strong>on</strong>g>be</str<strong>on</strong>g>tter management <str<strong>on</strong>g>of</str<strong>on</strong>g> our human resources now and in<str<strong>on</strong>g>to</str<strong>on</strong>g> the future.<br />

The Str<strong>at</strong>egic Human Resources Plan and enhancements <str<strong>on</strong>g>to</str<strong>on</strong>g> our human resources<br />

inform<strong>at</strong>i<strong>on</strong> systems are major steps forward for Ku-ring-gai Council.<br />

Human Development<br />

In order <str<strong>on</strong>g>to</str<strong>on</strong>g> improve service delivery, competency standards, workforce safety and<br />

legisl<strong>at</strong>ive compliance, our employees are provided with relevant training and<br />

development opportunities.<br />

To ensure the smooth running <str<strong>on</strong>g>of</str<strong>on</strong>g> newly introduced computer systems including CHRIS<br />

21, Finance 1, Business 1, Proclaim and Trim, <strong>on</strong>going and targeted in-house training is<br />

planned for most staff mem<str<strong>on</strong>g>be</str<strong>on</strong>g>rs over the next year.<br />

A major part <str<strong>on</strong>g>of</str<strong>on</strong>g> the training budget is spent <strong>on</strong> ensuring the safety <str<strong>on</strong>g>of</str<strong>on</strong>g> staff as required<br />

under the Occup<strong>at</strong>i<strong>on</strong>al Health and Safety Act. Training planned for the upcoming year<br />

includes a new course developed by the RTA <strong>on</strong> designing and auditing traffic c<strong>on</strong>trol<br />

plans, especially focusing <strong>on</strong> road c<strong>on</strong>structi<strong>on</strong> sites. Other programs include <strong>on</strong>going<br />

courses <str<strong>on</strong>g>to</str<strong>on</strong>g> develop and c<strong>on</strong>solid<strong>at</strong>e competent performance in other pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al and<br />

managerial areas.<br />

Another key development will <str<strong>on</strong>g>be</str<strong>on</strong>g> the introducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> an enhanced and targeted<br />

inducti<strong>on</strong> program for new employees. This will include orient<strong>at</strong>i<strong>on</strong> activities <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g><br />

completed in the workplace by supervisors or managers.<br />
