Ku-ring-gai Council Draft Management Plan 2005-2009 Heritage State There are 67 Aboriginal Sites documented ong>toong> ong>beong> in existence in Ku-ring-gai. There are currently 7 unresolved Aboriginal Land Claims affecting land in Ku-ringgai, and 3 claims which have ong>beong>en resolved. About 700 items are listed in the Ku-ring-gai Planning Scheme Ordinance (KPSO) as heritage items, ong>ofong> which 98 are regarded as having heritage significance. There are 14 items included in the State Heritage Register. Pressure Aboriginal sites are ong>ofong>ten under threat ong>ofong> destruction or degradation through development and/or visiong>toong>r pressures. Ku-ring-gai’s non-Aboriginal heritage is under pressure from a push ong>toong>wards higher density development across Sydney. Response The Ku-ring-gai Planning Scheme Ordinance contains requirements with respect ong>toong> disturbance, development or removal ong>ofong> Aboriginal relics. Council is involved in other issues ong>ofong> Aboriginal heritage management. Council has nominated 98 items ong>ofong> significance for consideration in the State Heritage Register. Initiatives for the coming year: Develop invenong>toong>ry sheets for potential heritage items identified in previous studies and resolve their heritage status. Undertake a study on heritage significance ong>ofong> interwar apartment blocks. Council ong>toong> consider ong>ofong>fering additional incentives ong>toong> encourage conservation ong>ofong> heritage items. Page 65

Ku-ring-gai Council Draft Management Plan 2005-2009 Song>toong>rmwater, Coasts, and Estuaries The Ku-ring-gai Local Government area drains ong>toong> three major song>toong>rmwater catchments, Middle Harbour ong>toong> the east, Cowan Creek ong>toong> the north and Lane Cove River ong>toong> the west. Development has ong>beong>en largely constrained ong>toong> the ridges with ong>councilong> bushland and the Garigal, Ku-ring-gai Chase and Lane Cove National Parks providing a buffer ong>toong> each ong>ofong> the major water courses. Council has recently prepared local catchment plans for the Cowan Creek and Middle Harbour catchments. These plans have investigated the capacity ong>ofong> the drainage system and modelled the effects ong>ofong> flooding and the quality ong>ofong> runong>ofong>f within the catchment. A similar plan for the Lane Cove Valley will ong>beong> completed by June 2005. In Novemong>beong>r 2004, Council adopted a draft Policy for Drainage works and Maintenance Procedures including a five year program for drainage works. The draft Policy is developed ong>toong> manage Council’s drainage assets ong>toong> allocate resources on a program basis taking inong>toong> account the severity and likelihood ong>ofong> the risk. It uses ranking criteria ong>toong> prioritise drainage works as well maintenance measures which are supported by catchment research and modelling. It is designed ong>toong> ong>beong> flexible in order ong>toong> consider Council’s budget provisions and its ability ong>toong> respond ong>toong> requests or notified problem areas. The condition ong>ofong> all our creeks have ong>beong>en mapped. This has for the first time provided Council with a snapshot ong>ofong> the health ong>ofong> our riparian environments. Following on from the mapping, in Decemong>beong>r Council adopted a riparian policy that seeks ong>toong> improve the ong>beong>d and bank stability, provide basic habitat or enable robust biological links ong>beong>tween key environmental assets. The principles ong>ofong> this policy have ong>beong>en included in the Water Management development control plan 47. In addition ong>toong> Council’s ongoing programs, new initiatives include: Investigation inong>toong> sustainable water management for Gordon and North Turramurra Golf Courses. Design and approval ong>ofong> a song>toong>rmwater harvesting project ong>toong> provide the irrigation needs ong>ofong> Barra Brui Oval, St Ives whilst improving the quality ong>ofong> run ong>ofong>f ong>toong> the creeks, reducing erosion and improving the condition ong>ofong> the adjacent bushland. Joining Sydney Water Corporation’s Every Drop Counts program that has assisted in the identification ong>ofong> Council’s tap water use sites. Construction ong>ofong> a waterwise garden at Turramurra. Development ong>ofong> a song>toong>rmwater harvesting design for Gordon Golf Course.
