SOCIAL COMMMUNITY PLANNING
Executive Summary
The Local Government (General) Regulation 1999 requires all Councils in New South
Wales <strong>to</strong> develop a social/community plan and include information about access and
equity activities in their Management Plan and Annual Report. The regulation was
introduced <strong>to</strong>:
Promote fairness in the distribution <strong>of</strong> resources, particularly for those most in need.
Recognise and promote people's rights and improve the accountability <strong>of</strong> decision
makers.
Ensure that people have fair access <strong>to</strong> the economic resources and services essential
<strong>to</strong> <strong>meeting</strong> their basic needs and improve their quality <strong>of</strong> life.
Give people <strong>be</strong>tter opportunities for genuine participation and consultation about
decisions affecting their lives.
Council through its social planning process has identified a range <strong>of</strong> issues across a
num<strong>be</strong>r <strong>of</strong> target groups. Council is currently in the process <strong>of</strong> developing a new
Community Plan and it will <strong>be</strong> placed on public exhibition during April <strong>to</strong> June 2005.

Children
Special needs – disability, people from diverse cultural and linguistic backgrounds.
Leisure activities – parks, playgrounds, libraries.

Child care services/places.
Road & traffic safety for primary age children.
Information and advocacy.
Physical access <strong>to</strong> facilities.
Lack <strong>of</strong> growth funding for child care services.
Older People
Transport - physical access, frequency.
