The development comprises a mix <str<strong>on</strong>g>of</str<strong>on</strong>g> 21 x 3 <str<strong>on</strong>g>be</str<strong>on</strong>g>droom apartments, 24 x 2 <str<strong>on</strong>g>be</str<strong>on</strong>g>droom apartments and 4<br />

x 1 <str<strong>on</strong>g>be</str<strong>on</strong>g>droom apartments.<br />

The proposed building is planned as two wings c<strong>on</strong>nected <str<strong>on</strong>g>to</str<strong>on</strong>g>gether over basement parking. Each<br />

wing has a separ<strong>at</strong>e lift and entrance. Lobby areas are kept rel<strong>at</strong>ively simple. The footprint <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

building is determined by the shape <str<strong>on</strong>g>of</str<strong>on</strong>g> the site, with setbacks <str<strong>on</strong>g>to</str<strong>on</strong>g> all sides. The proposal is split in<str<strong>on</strong>g>to</str<strong>on</strong>g><br />

two floor pl<strong>at</strong>es <strong>on</strong> different levels <str<strong>on</strong>g>to</str<strong>on</strong>g> resp<strong>on</strong>d <str<strong>on</strong>g>to</str<strong>on</strong>g> the n<strong>at</strong>ural grade. The change in level <str<strong>on</strong>g>be</str<strong>on</strong>g>tween the<br />

two parts is 1.24 metres, stepping down from Porters Lane <str<strong>on</strong>g>to</str<strong>on</strong>g> Stanley Street. The <str<strong>on</strong>g>to</str<strong>on</strong>g>p floor is well<br />

set back from the building edge and is not readily seen from the surrounding streets. The ro<str<strong>on</strong>g>of</str<strong>on</strong>g> has<br />

large overhangs, which will shade much <str<strong>on</strong>g>of</str<strong>on</strong>g> Level 4 and, thereby, increase the sense <str<strong>on</strong>g>of</str<strong>on</strong>g> setback <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

this <str<strong>on</strong>g>to</str<strong>on</strong>g>p floor.<br />

The design is c<strong>on</strong>temporary, with good articul<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> all facades and adequ<strong>at</strong>e balc<strong>on</strong>y/terrace<br />

areas. The shared open space <strong>at</strong> ground level allows some pleasant and usable garden space.<br />

The 9 x18 metres deep recess <str<strong>on</strong>g>to</str<strong>on</strong>g> the centre <str<strong>on</strong>g>of</str<strong>on</strong>g> the building will read as a landscaped courtyard or<br />

‘pocket park’, c<strong>on</strong>taining the large Norfolk Island Pine and Liquidam<str<strong>on</strong>g>be</str<strong>on</strong>g>r trees. It forms a break in<br />

the building line, splitting the elev<strong>at</strong>i<strong>on</strong> in<str<strong>on</strong>g>to</str<strong>on</strong>g> an 18m and 24m l<strong>on</strong>g part where the roads change<br />

directi<strong>on</strong>. It was c<strong>on</strong>sidered by the architects th<strong>at</strong> two freestanding buildings <strong>on</strong> site would result in<br />

a narrow in-<str<strong>on</strong>g>be</str<strong>on</strong>g>tween space <str<strong>on</strong>g>of</str<strong>on</strong>g> very poor amenity. The approach has <str<strong>on</strong>g>be</str<strong>on</strong>g>en <str<strong>on</strong>g>to</str<strong>on</strong>g> mould the building<br />

around more useful outdoor space c<strong>on</strong>taining trees.<br />

Facade elements, m<strong>at</strong>erial textures and colours have <str<strong>on</strong>g>be</str<strong>on</strong>g>en arranged <str<strong>on</strong>g>to</str<strong>on</strong>g> break down the bulk <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

building, while still presenting the building as a unified whole.<br />

In resp<strong>on</strong>se <str<strong>on</strong>g>to</str<strong>on</strong>g> a num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> minor comments from Council’s Urban Design C<strong>on</strong>sultant, regarding<br />

articul<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> the rear façade and the colour <str<strong>on</strong>g>of</str<strong>on</strong>g> the building. The applicant provided amended plans<br />

cre<strong>at</strong>ing gre<strong>at</strong>er articul<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> the north-west facade, and amending the colour from white <str<strong>on</strong>g>to</str<strong>on</strong>g> a midrange<br />

grey-green <str<strong>on</strong>g>to</str<strong>on</strong>g>ne.<br />

In accordance with Council's policy, adjoining owners were given notice <str<strong>on</strong>g>of</str<strong>on</strong>g> the applic<strong>at</strong>i<strong>on</strong>.<br />
