The site is known as 1, 3 and 5 Lynbara Avenue and 12 Porters Lane, St Ives (Lots 29, 30, 31 and<br />

32 <str<strong>on</strong>g>of</str<strong>on</strong>g> DP 29951) and comprises four separ<strong>at</strong>e lots with three street fr<strong>on</strong>tages. The l<strong>on</strong>gest site<br />

fr<strong>on</strong>tage is <str<strong>on</strong>g>to</str<strong>on</strong>g> Lynbara Avenue (62 metres), whilst the sec<strong>on</strong>dary fr<strong>on</strong>tages are <str<strong>on</strong>g>to</str<strong>on</strong>g> Stanley Street (47<br />

metres) and Porters Lane (51 metres). The subject site has a <str<strong>on</strong>g>to</str<strong>on</strong>g>tal area <str<strong>on</strong>g>of</str<strong>on</strong>g> 4,034.70m 2 . The site<br />

generally forms a semi-elliptical shape due <str<strong>on</strong>g>to</str<strong>on</strong>g> its fr<strong>on</strong>tage <str<strong>on</strong>g>to</str<strong>on</strong>g> Porters Lane, Lynbara Avenue and<br />

Stanley Street.<br />

The site has a num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> significant trees (the majority <str<strong>on</strong>g>of</str<strong>on</strong>g> which will <str<strong>on</strong>g>be</str<strong>on</strong>g> retained -see Landscape<br />

Assessment Officer’s comments). The site presently has four dwellings with outbuildings and a<br />

swimming pool. The dwellings are not heritage listed nor in a c<strong>on</strong>serv<strong>at</strong>i<strong>on</strong> area. It is proposed <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

demolish all the current structures and <str<strong>on</strong>g>to</str<strong>on</strong>g> retain all the significant trees within the proposed Stanley<br />

Street, Lynbarra Avenue and Porters Lane setbacks.<br />

The site slopes gently <str<strong>on</strong>g>to</str<strong>on</strong>g>wards Stanley Street, is free draining and the four titles are not affected by<br />

any easements or w<strong>at</strong>ercourses.<br />

Currently, vehicular access <str<strong>on</strong>g>to</str<strong>on</strong>g> the individual dwellings <strong>on</strong> the site are from Lynbara Avenue, Porters<br />

Lane and Stanley Street. It is, however, proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> reduce the num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> vehicular accessways <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

a single access from Stanley Street <str<strong>on</strong>g>to</str<strong>on</strong>g> serve the proposed development (see Council’s Engineering<br />

Assessment Officer’s comments).<br />

Surrounding development<br />

Surrounding development is comprised <str<strong>on</strong>g>of</str<strong>on</strong>g> a mixture <str<strong>on</strong>g>of</str<strong>on</strong>g> land uses and dwelling types.<br />

Directly opposite the subject site, <strong>on</strong> Stanley Street, are several medium density developments<br />

whilst <strong>on</strong> the corner <str<strong>on</strong>g>of</str<strong>on</strong>g> Lynbara and Stanley Street stands a recently completed development <str<strong>on</strong>g>of</str<strong>on</strong>g> 3<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g>wnhouses. To the north-west <str<strong>on</strong>g>of</str<strong>on</strong>g> the subject site, is a medium density single s<str<strong>on</strong>g>to</str<strong>on</strong>g>rey development<br />

(Eden Brae) c<strong>on</strong>structed approxim<strong>at</strong>ely eight years ago <strong>on</strong> a school site. North-west <str<strong>on</strong>g>of</str<strong>on</strong>g> this villa<br />

development, is the St Ives Shopping Centre. To the south <str<strong>on</strong>g>of</str<strong>on</strong>g> the site, are a num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> detached<br />

dwellings fr<strong>on</strong>ting Porters Lane. There are a num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> newly rez<strong>on</strong>ed LEP 194 sites for residential<br />

fl<strong>at</strong> buildings in the immedi<strong>at</strong>e vicinity al<strong>on</strong>g Stanley Street and Porters Lane.<br />

THE PROPOSAL<br />

The proposal is <str<strong>on</strong>g>to</str<strong>on</strong>g> demolish the existing structures and c<strong>on</strong>struct a residential fl<strong>at</strong> building<br />

accommod<strong>at</strong>ing 49 units over a two level basement carpark. The proposed residential fl<strong>at</strong> building<br />

will have 11 apartments <strong>on</strong> each <str<strong>on</strong>g>of</str<strong>on</strong>g> the ground and first three levels, reducing <str<strong>on</strong>g>to</str<strong>on</strong>g> five apartments <strong>on</strong><br />

the 5 th level.<br />
