INTRODUCTION
What is a Management Plan?
The Management Plan is a statu<strong>to</strong>ry requirement under Section 402 <strong>of</strong> the Local
Government Act.
The Plan clearly identifies Council’s principal activities, and defines Council’s strategic
direction. In other words it identifies what Ku-ring-gai Council will do over the next
four years. It also contains a detailed budget for the first year and an assessment <strong>of</strong> the
longer term financial position <strong>of</strong> Council.
Council has identified the following principal activities:
Civic Leadership
Integrated Planning
Community Development
Natural Environment
Built Environment
Financial Sustainability
Council’s Corporate Services
There is a statu<strong>to</strong>ry requirement that the Management Plan and Budget <strong>be</strong> publicly
exhibited for a minimum period <strong>of</strong> 28 days prior <strong>to</strong> it <strong>be</strong>ing adopted by Council.
How will performance <strong>be</strong> measured?
A report will <strong>be</strong> forwarded <strong>to</strong> Council within two months after the end <strong>of</strong> each quarter in
accordance with Council’s statu<strong>to</strong>ry obligations. The report will outline the extent <strong>to</strong>
which performance targets have <strong>be</strong>en met and provide comments as <strong>to</strong> the current status
<strong>of</strong> all strategies outlined in the plan.
From a budgetary perspective, Council will formally review a revised estimate <strong>of</strong>
income and expenditure on a quarterly basis. The report will track actual expenditure
against budgets and explain the reasons for any significant variations. In addition the
report will also track expenditure on capital works and projects undertaken by Council.
