Draft Management Plan <strong>2005</strong>-2009<br />

INTRODUCTION<br />

Wh<strong>at</strong> is a Management Plan?<br />

The Management Plan is a st<strong>at</strong>u<str<strong>on</strong>g>to</str<strong>on</strong>g>ry requirement under Secti<strong>on</strong> 402 <str<strong>on</strong>g>of</str<strong>on</strong>g> the Local<br />

Government Act.<br />

The Plan clearly identifies Council’s principal activities, and defines Council’s str<strong>at</strong>egic<br />

directi<strong>on</strong>. In other words it identifies wh<strong>at</strong> Ku-ring-gai Council will do over the next<br />

four years. It also c<strong>on</strong>tains a detailed budget for the first year and an assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

l<strong>on</strong>ger term financial positi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Council.<br />

Council has identified the following principal activities:<br />

Civic Leadership<br />

Integr<strong>at</strong>ed Planning<br />

Community Development<br />

N<strong>at</strong>ural Envir<strong>on</strong>ment<br />

Built Envir<strong>on</strong>ment<br />

Financial Sustainability<br />

Council’s Corpor<strong>at</strong>e Services<br />

There is a st<strong>at</strong>u<str<strong>on</strong>g>to</str<strong>on</strong>g>ry requirement th<strong>at</strong> the Management Plan and Budget <str<strong>on</strong>g>be</str<strong>on</strong>g> publicly<br />

exhibited for a minimum period <str<strong>on</strong>g>of</str<strong>on</strong>g> 28 days prior <str<strong>on</strong>g>to</str<strong>on</strong>g> it <str<strong>on</strong>g>be</str<strong>on</strong>g>ing adopted by Council.<br />

How will performance <str<strong>on</strong>g>be</str<strong>on</strong>g> measured?<br />

A report will <str<strong>on</strong>g>be</str<strong>on</strong>g> forwarded <str<strong>on</strong>g>to</str<strong>on</strong>g> Council within two m<strong>on</strong>ths after the end <str<strong>on</strong>g>of</str<strong>on</strong>g> each quarter in<br />

accordance with Council’s st<strong>at</strong>u<str<strong>on</strong>g>to</str<strong>on</strong>g>ry oblig<strong>at</strong>i<strong>on</strong>s. The report will outline the extent <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

which performance targets have <str<strong>on</strong>g>be</str<strong>on</strong>g>en met and provide comments as <str<strong>on</strong>g>to</str<strong>on</strong>g> the current st<strong>at</strong>us<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> all str<strong>at</strong>egies outlined in the plan.<br />

From a budgetary perspective, Council will formally review a revised estim<strong>at</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

income and expenditure <strong>on</strong> a quarterly basis. The report will track actual expenditure<br />

against budgets and explain the reas<strong>on</strong>s for any significant vari<strong>at</strong>i<strong>on</strong>s. In additi<strong>on</strong> the<br />

report will also track expenditure <strong>on</strong> capital works and projects undertaken by Council.<br />
