The largest increases for <strong>2005</strong>/2006 are in the areas <str<strong>on</strong>g>of</str<strong>on</strong>g> rental income and road and footp<strong>at</strong>h<br />
res<str<strong>on</strong>g>to</str<strong>on</strong>g>r<strong>at</strong>i<strong>on</strong> income. Decreases have occurred in golf course income, development assessment and<br />
the building permit area as a result <str<strong>on</strong>g>of</str<strong>on</strong>g> increased competiti<strong>on</strong> from the priv<strong>at</strong>e sec<str<strong>on</strong>g>to</str<strong>on</strong>g>r.<br />
Interest Income<br />
Interest income has increased by $110,000 or 12.3%. This is as a result <str<strong>on</strong>g>of</str<strong>on</strong>g> the str<strong>on</strong>g performance <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
Council’s investments. The actual increase in the amount <str<strong>on</strong>g>of</str<strong>on</strong>g> funds <strong>on</strong> investment has seen earnings<br />
steadily increase over the previous three years.<br />
Council’s interest earned <strong>on</strong> investments (excluding interest charged <strong>on</strong> overdue r<strong>at</strong>es) has<br />
increased from $825,000 in 2004/<strong>2005</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> $935,000 in <strong>2005</strong>/2006.<br />
The c<strong>on</strong>tinued alloc<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> interest earned <strong>on</strong> Council’s depreci<strong>at</strong>i<strong>on</strong> and property reserves will<br />
result in an estim<strong>at</strong>ed $669,500 restricted <str<strong>on</strong>g>to</str<strong>on</strong>g> those reserves during <strong>2005</strong>/2006.<br />
Recurrent Grants<br />
Recurrent grant income has decreased by $54,900 or (1.2%). This amount is broken down as<br />
follows:<br />
• $11,400 ↑ Financial Assistance<br />
• $1,000 ↑ Pensi<strong>on</strong>er Reb<strong>at</strong>es<br />
• $67,300 ↓ Specific Purpose Grants.<br />
Each year the Grants Commissi<strong>on</strong> advise Council <str<strong>on</strong>g>of</str<strong>on</strong>g> the increase in the Financial Assistance Grant.<br />
At the time <str<strong>on</strong>g>of</str<strong>on</strong>g> writing this report the actual increase for <strong>2005</strong>/2006 has not yet <str<strong>on</strong>g>be</str<strong>on</strong>g>en advised and an<br />
estim<strong>at</strong>ed increase <str<strong>on</strong>g>of</str<strong>on</strong>g> 3% has <str<strong>on</strong>g>be</str<strong>on</strong>g>en included in the draft budget.<br />
Specific purpose grants include Community Services grants, the RTA road safety grant, RTA block<br />
grant, street light subsidy, 3 x 3 program and bus route subsidy. The majority <str<strong>on</strong>g>of</str<strong>on</strong>g> specific purpose<br />
grants increase annually by CPI. However the major decrease <str<strong>on</strong>g>of</str<strong>on</strong>g> $54,900 rel<strong>at</strong>es <str<strong>on</strong>g>to</str<strong>on</strong>g> the Child Care<br />
Benefit grant.<br />
Secti<strong>on</strong> 94 C<strong>on</strong>tributi<strong>on</strong>s<br />
The <strong>2005</strong>/2006 budget includes an estim<strong>at</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> $4.7 milli<strong>on</strong> for Secti<strong>on</strong> 94 revenue.<br />
It should <str<strong>on</strong>g>be</str<strong>on</strong>g> noted th<strong>at</strong> Secti<strong>on</strong> 94 revenue has no effect <strong>on</strong> Council’s Net Surplus / (Deficit) as this<br />
revenue is externally restricted and au<str<strong>on</strong>g>to</str<strong>on</strong>g>m<strong>at</strong>ically transferred <str<strong>on</strong>g>to</str<strong>on</strong>g> Secti<strong>on</strong> 94 reserves for future<br />
works.<br />
Capital Grants<br />
The Australian Government announced in January last year th<strong>at</strong> it will extend the Roads <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
Recovery Program for an additi<strong>on</strong>al four years, until 30 June 2009. All <str<strong>on</strong>g>council</str<strong>on</strong>g>s will <str<strong>on</strong>g>be</str<strong>on</strong>g> eligible for<br />
additi<strong>on</strong>al spending from the program. N<strong>at</strong>i<strong>on</strong>ally the funding will <str<strong>on</strong>g>be</str<strong>on</strong>g> distributed <strong>at</strong> a r<strong>at</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> $300<br />
milli<strong>on</strong> a year, however the exact amounts <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> paid <str<strong>on</strong>g>to</str<strong>on</strong>g> each Council will not <str<strong>on</strong>g>be</str<strong>on</strong>g> announced until<br />
the federal budget is announced in May <strong>2005</strong>. Council has estim<strong>at</strong>ed an amount <str<strong>on</strong>g>of</str<strong>on</strong>g> $315,000 in the<br />
