Council must provide two scenarios <strong>of</strong> the proposed rates and charges for the 2005/06 rating year in
their Statement <strong>of</strong> Revenue policy. The first should <strong>be</strong> the rating structure that would <strong>be</strong> adopted if
the special variation is approved, and the second should demonstrate what the rating structure will
<strong>be</strong> if the application is not approved.
COMMENTS
In the development <strong>of</strong> the draft Management Plan, seven principal activities have <strong>be</strong>en identified:
• Civic Leadership
• Integrated Planning
• Community Development
• Natural Environment
• Built Environment
• Financial Sustainability
• Council’s Corporate Services
Within each <strong>of</strong> these activities the long, medium and short term goals have <strong>be</strong>en set as well as the
identification <strong>of</strong> issues that have the potential <strong>to</strong> affect reaching these goals. Linked <strong>to</strong> the goals
are a num<strong>be</strong>r <strong>of</strong> statements that determine what will <strong>be</strong> done in the year ahead and a list <strong>of</strong> key
performance indica<strong>to</strong>rs. Action against these indica<strong>to</strong>rs is reported <strong>to</strong> Council on a quarterly basis
as one <strong>of</strong> the performance management <strong>to</strong>ols <strong>to</strong> assess the delivery <strong>of</strong> services <strong>to</strong> our ratepayers.
Council is required <strong>to</strong> resolve <strong>to</strong> place the Draft Management Plan and the Schedule <strong>of</strong> Fees and
Charges on public exhibition for a period <strong>of</strong> twenty eight days and adopt the Plan prior <strong>to</strong> 30 June
2005. The setting <strong>of</strong> fees and charges is consistent with Council’s pricing policy that reflects the
provision <strong>of</strong> goods and services across five areas: community service obligations, natural
monopoly, statu<strong>to</strong>ry fees, regula<strong>to</strong>ry fees, and entrepreneurial activities.
Included within the draft plan is the provision for a special rate variation <strong>to</strong> fund a range <strong>of</strong>
environmental improvements. Appendix C provides a copy <strong>of</strong> the application form <strong>to</strong> <strong>be</strong>
considered by the Department <strong>of</strong> Local Government pursuant <strong>to</strong> section 508(2) <strong>of</strong> the LGA. The
additional rate has <strong>be</strong>en calculated at five (5) per cent over and above the rate peg. As with the
Infrastructure Levy, this is subject <strong>to</strong> annual rate pegging increases and is anticipated <strong>to</strong> increase
from $1.76 million in 2005/06 <strong>to</strong> $2.16 million by 2011/12. Community response <strong>to</strong> the proposed
