Duties and identities of staff with specific responsibilities during an evacuation<br />

The Domestic Services Manager is the School Evacuation Control Officer (Hi Vis<br />

require) and will take charge in the event of an evacuation.<br />

The Deputy Head Academic will deputise for this role and then the Deputy Head<br />

Pastoral.<br />

Duties of this role are:<br />

• confirm Emergency Services have been contacted,<br />

• liaise with the <strong>Fire</strong> Service on arrival providing floor plans,<br />

• ensure <strong>Fire</strong> Service are advised of any “missing person.”<br />

Staff with Duties<br />

The School Office team and all Administration staff are required to familiarise<br />

themselves with the details of this sheet so that in the event of a fire drill/alert<br />

during lunchtimes when the office is only covered by one member of staff everyone<br />

who is in the vicinity of the school office between 12.00 noon and 2.00 pm can step in<br />

to assist.<br />

1. The first task is to read the fire panel in the office to identify where the fire alarms<br />

have been activated and advise caretakers accordingly via the radio.<br />

2. Next job is to gather up all the various signing in books to take up to the<br />

playground<br />

The signing in books/sheets to be gathered together are as follows:<br />

i) Years 7-13 signing in books located on large table in Red Corridor<br />

ii) Staff signing in sheets (yellow), further girls’ signing in sheets (pink) and Warwick<br />

Boys’ signing in sheets (blue) located on the top and/or bottom shelf of the School<br />

Office hatch. Any other signing in sheets that may also be in use that day (for a<br />

group of visitors for example) should also be collected;<br />

iii) Visitors’ signing in book found on the desk to the right of the front door in<br />

Landor Hall;<br />

iv) Sickroom clipboard plus quick visual check of the sickroom to ensure girls<br />

have already evacuated. Where possible please assist any girls who are still<br />

there to evacuate via the Butts Corridor;<br />

Now proceed directly to the playground area in front of St Mary’s. Go out of school via Landor<br />

front door and into the tunnel entrance where relevant personnel may help themselves to the<br />

appropriate files and folders for checking:<br />

All staff in charge of staff lists should report to the Deputy Head Academic who<br />

will be in front of St Mary’s to notify full attendance or any absences.<br />

Attached staff report to your Head of KS once you have reported to the Head’s<br />

secretary in case there are forms that need to be registered<br />

In addition – In the absence of both Deputy Heads all Heads of KS should report to<br />

the Head of KS3 and all other lists to report to the Head’s secretary.<br />

Caretaker / Finance and Resources Manager<br />

Assist in the evacuation of people with mobility issues, issues with sight and<br />

hearing as per individual Personal Emergency Evacuation Plan (PEEP)<br />

Form Staff<br />

• Will receive register and absence register from Head of Key Stage.<br />

• Whilst waiting for your register girls can ‘count off’ to speed up checking for<br />

presence/absence.<br />

• If all your girls are present stand at the front of your line and raise your<br />

hand.<br />

• If any girls are absent report these to your Head of Key Stage.<br />

• The Studies Secretary will check on your presence.<br />

Ensure that you know to whom to report and do so immediately on arrival at the<br />

assembly point.<br />

Information about <strong>Fire</strong> Warning System<br />

• The <strong>Fire</strong> Alarm System is connected to a monitoring station which directly notifies<br />

the Emergency Services between the hours of 2000 and 0700.<br />

• During all other hours emergency response will not be received until the school<br />

notifies the emergency services that there is actually a fire or other emergency.<br />

• The System panels are located in the office, the Sixth Form foyer and the CAC<br />

foyer.<br />

• The alarm is a continuous siren.<br />

• Smoke and heat detectors are located in vulnerable areas.<br />

• Break glass call points are located at various locations.<br />

• An independent contractor inspects the fire extinguishers and fire alarm annually<br />

and records results in the <strong>Fire</strong> Precautions Manual located in the Domestic<br />

Services Manager’s office. Emergency lighting is inspected every six months by<br />

an independent contractor and the results are recorded in the <strong>Fire</strong> Precautions<br />

Manual.<br />

• The fire alarm is tested weekly on a Friday afternoon at 5pm. The siren will sound<br />

for approx. 10 seconds and this test will be recorded in the <strong>Fire</strong> Precautions<br />

Manual. If the siren sounds for more than 30 seconds then it should be assumed<br />

that it is not a test and evacuation should commence.<br />

Action to be taken by a person discovering a fire<br />

In the event of discovering a fire, raise the alarm immediately using the nearest break<br />

glass call point; begin evacuation to assembly area immediately. Do not attempt to<br />

tackle the fire unless you have been trained to do so. Leave the building using the<br />

nearest exit and report to assembly point.<br />

Evacuation procedures<br />

• Evacuation must begin as soon as the alarm is heard.<br />

• All personal belongings should be left.<br />

• Evacuation should be from the closest and safest escape route.<br />

• Staff should check all surrounding rooms/ toilets etc en-route where appropriate.<br />

• Ensure the door is closed behind you.<br />

• Ensure all gas, electrical and hazardous machinery is isolated if safe to do so.<br />

• Any member of staff or pupil who has been identified as being particularly at risk<br />

will have a Personal Emergency Evacuation Plan (PEEP) completed for them<br />

and a “buddy” will be identified to assist them in the event of an evacuation. The<br />

following areas have Evac chairs, St Mary’s and St Nic’s and a number of staff in<br />

each of these areas are trained in the use. A timetable for anyone who has a<br />

PEEP will be kept in the School Office.<br />

• All visitors must sign in and will be accounted for by Geraldine Brown. In the<br />

unlikely event that a visitor is unaccompanied then the information contained in<br />

the “Health & Safety Information for Visitors” booklet adjacent to the signing in<br />

book will provide them with adequate information to assist their evacuation.<br />

Young people will be allocated a mentor who will address all Health and Safety<br />

matters with them and discuss such things as evacuation procedures, fire alarms<br />

and assembly points.<br />

• Any staff who are lone working should make themselves familiar with the<br />

environment and be aware of the location of the fire exits, call points and<br />

assembly points. Anyone lone working must ensure that people know they are<br />

lone working. All staff who lone work should still sign in at the School Office.<br />

Location of Assembly Point<br />

Assembly points are located as follows; Playground outside St Mary’s and Sixth Form<br />

Centre. An alternative assembly point is located in St.Mary’s garden in the event of full<br />

site evacuation.<br />

Provision for out of hours<br />

Before 8.30am and after 3.45pm and all weekend the above procedures for sounding<br />

the alarm and evacuation still apply. When the School Office is unattended the<br />

Domestic Services Manager or Duty Caretaker or most senior member of staff will make<br />

the decision regarding identification of fire, briefing the emergency services on arrival<br />

and safe return to the building. The senior member of staff is responsible for accounting<br />

for all people.<br />

Procedures for liaison with the <strong>Fire</strong> Service on arrival and during the evacuation<br />

The Evacuation Control Officer (ECO) will meet the <strong>Fire</strong> Service on arrival and give<br />

details of any missing persons. The ECO will be identified by a high visibility vest. The<br />

<strong>Fire</strong> Floor Plan will be kept in the Office with the attendance registers. The ECO will<br />

pass this information on to the <strong>Fire</strong> Service on their arrival.<br />

Specific arrangements for high fire risk areas and how this is conveyed to the <strong>Fire</strong><br />

Service upon arrival<br />

The ECO will meet with the fire service and provide plans of the School showing high<br />

risk areas such as COSHH storage, boiler house, kilns, art and DT rooms.<br />

Arrangements for Fighting <strong>Fire</strong>s<br />

A number of staff have received <strong>Fire</strong> Awareness training which included the use of fire<br />

extinguishers. A fire must only be tackled by staff who have received training to do so<br />

and only if it is safe to do so.<br />

Location of <strong>Fire</strong> Risk Assessment and Responsibilities<br />

The <strong>Fire</strong> Risk Assessment is located in the Foundation Health & Safety Office Red<br />

Housea and the Foundation Health & Safety Manager is responsible for ensuring that it<br />

is updated annually. The Foundation Health & Safety Manager and the Deputy Heads<br />

are jointly responsible for ensuring all recommendations following a <strong>Fire</strong> Risk<br />

Assessment are carried out.<br />

Contingency Plans for when <strong>Fire</strong> Alarm System is out of order<br />

If a fire is discovered and the emergency call point does not operate the School<br />

Office should be notified as soon as possible either by telephone or by a runner who<br />

will physically notify the School Office.<br />

The person discovering the fire should commence evacuation procedures<br />

immediately.<br />

The Receptionist will notify the Emergency Service’s by dialling 9-999 and then<br />

follow normal Emergency Evacuation procedures.<br />

The Administration Manager ( Deputy - Receptionist) should: notify the DSM,<br />

Caretaker, Deputy Heads and Health & Safety Manager or Finance and Resources<br />

Manager by telephone, who will commence evacuation procedures.<br />

A loud speaker will be located in the PE Office which should be used to begin<br />

evacuation.<br />

The Caretaker and Caretaker’s assistant will be responsible for raising the alarm in<br />

Chapel Street and St Nic’s.<br />

The message “ALL STAFF, PUPILS AND VISITORS, PLEASE EVACUATE THE<br />

BUILDING FOLLOWING THE USUAL EVACUATION PROCEDURES” should be<br />

used.<br />

Departmental Heads are responsible for ensuring their area is clear. En-route to the<br />

assembly point please check offices, store rooms and toilets in your department. In<br />

cases where you department covers two floors you must nominate a person to carry<br />

out this activity on that floor.<br />

In the circumstance where it is known the fire alarm is not functioning then<br />

the following procedures apply:<br />

Consideration should be given to the continuation of high risk activities such as DT,<br />

Science practicals and Food Technology and a decision should be made by the<br />

SMT.<br />

Additional staff from the exam invigilator list and lunchtime supervisors should be<br />

drafted in to cover particular areas of the school.<br />

The following staff have been allocated a particular area to “patrol” in the event of a<br />

known alarm failure and will be issued with whistles to use to indicate evacuation.<br />

BUILDING FOLLOWING THE USUAL EVACUATION PROCEDURES” should be<br />
