<strong>Requirements</strong> <strong>for</strong> <strong>Mobile</strong> <strong>Preparation</strong> <strong>Premises</strong><br />

A mobile preparation premises is a vehicle or other travelling food premises from<br />

which food prepared on the vehicle is offered <strong>for</strong> sale to the public.<br />

This type of vehicle is not to be confused with a catering truck or catering vehicle.<br />

Note: Although this type of vehicle, properly equipped, may sell various food products,<br />

including hazardous foods, the Medical Officer of <strong>Health</strong> may restrict the types of<br />

food prepared and offered <strong>for</strong> sale. The restrictions may result due to the type of<br />

food to be prepared compared to the size of the premises and the preparation area.<br />

Inspection of Vehicles<br />

One of the following two inspection guidelines will apply to your situation, depending<br />

on the length of time your mobile food preparation premises will be set up in KFL&A.<br />

1. Greater than seven days<br />

• The vehicle must be brought to the local <strong>Public</strong> <strong>Health</strong> office <strong>for</strong> inspection if it is to<br />

be operated in the <strong>Public</strong> <strong>Health</strong>’s area of jurisdiction <strong>for</strong> more than seven days.<br />

2. Less than seven days<br />

• Vehicles will be inspected on-site prior to or during the special event they are<br />

attending.<br />

• Event organizers are responsible <strong>for</strong> providing copies of this document to all<br />

food vendors taking part. This should be done well in advance to avoid problems.<br />

• Consult the City of Kingston’s Parks and Recreation Services <strong>for</strong> in<strong>for</strong>mation on<br />

water connections.<br />

<strong>Requirements</strong> <strong>for</strong> ALL mobile food preparation premises<br />

The following requirements must be met by all mobile food preparation premises<br />

operating within the KFL&A <strong>Public</strong> <strong>Health</strong> area:<br />

• Food must be served from inside the premises, and served to the public by persons<br />

working inside the premises. Employees must be provided with and wear clean<br />

outer garments and headgear that confines the hair.<br />

• Only disposable utensils, cups, and plates may be used.<br />

• Service doors and windows to the preparation area shall be screened and when<br />

the vehicle is in motion, tightly closed with a solid material to prevent the entrance<br />

of dust and fumes into the food preparation area. Screens are to be kept closed<br />

except <strong>for</strong> service of food to the patron.<br />

• The driver’s compartment shall be completely partitioned from the food preparation area, and where the<br />

partition has an access door, the door shall be solid and self-closing.<br />

• A two-compartment sink and a hand sink with hot and cold running water under pressure with soap or<br />

detergent in a dispenser and individual towels in a dispenser must be provided inside the vehicle.<br />

• A potable water tank must be provided with a separate waste holding tank of adequate size. Both tanks<br />

must be enclosed and constructed of readily cleanable, non-corrosive material. An easily readable<br />

gauge <strong>for</strong> determining the liquid level must be provided <strong>for</strong> each tank. The contents of the wastewater<br />

tank must be properly disposed of in a sanitary way, into an approved sewage system. The method of<br />

disposal must be provided to the Medical Officer of <strong>Health</strong>.<br />

• Adequate mechanical refrigeration must be provided. Each refrigerator must be provided with an accurate<br />

indicating thermometer inside the vehicle.<br />

• Adequate mechanical ventilation must be provided over all cooking areas. Exhaust hoods must be<br />

constructed of stainless steel, aluminum or galvanized steel and must be approved by a qualified representative<br />

of the local Fire Department.<br />

• Walls, floors and ceilings must be constructed of readily cleanable material. Floor covering must be<br />

made of smooth, tight, and non-absorbent material.<br />

• Garbage containers must be provided that are in good repair and cleaned regularly.<br />

• A separate closet or compartment must be provided <strong>for</strong> the storage of wearing apparel. Employees<br />

must wear clean outer garments and proper headgear that confines the hair.<br />

• The premises must have a minimum lighting of 538 lux (50 foot candles).<br />

• No tables (picnic or other), chairs, etc. shall be provided in the area of the vehicle <strong>for</strong> patron use.<br />

Non-compliance to the <strong>for</strong>egoing will result in an order to cease operations until corrections are made.<br />
