14.2.2 Institutions<br />

14.2.2.1 The Department of Transport is the nodal department <strong>in</strong> the Government of<br />

Kerala <strong>for</strong> transport related activities. The follow<strong>in</strong>g l<strong>in</strong>e departments <strong>and</strong> organisations fall<br />

under this department. A po<strong>in</strong>t to note is that there is seem<strong>in</strong>gly little coord<strong>in</strong>ation between the<br />

departments. The departments/organisations are:<br />

Motor Vehicles Department: Manag<strong>in</strong>g Motor Vehicles like issu<strong>in</strong>g licenses, registrations<br />

etc.<br />

State Water Transport Department: Provid<strong>in</strong>g Water transport services<br />

Kerala State Road Transport Corporation: Provid<strong>in</strong>g Bus Transport<br />

Kerala Transport Development F<strong>in</strong>ance Corporation<br />

Railways (L<strong>and</strong> Acquisition): L<strong>and</strong> Acquisition <strong>for</strong> sett<strong>in</strong>g up of Railway Coach Factory,<br />

Palakkad<br />

Airport Authority of India (L<strong>and</strong> Acquisition): L<strong>and</strong> Acquisition <strong>for</strong> Kannur,<br />

Thiruvananthapuram, <strong>and</strong> Calicut Airports<br />

Coch<strong>in</strong> Metro Rail Project (L<strong>and</strong> Acquisition): Acquir<strong>in</strong>g L<strong>and</strong><br />

14.2.2.2 Each mode of transport has separate sets of <strong>in</strong>stitutions <strong>for</strong> construction of the<br />

<strong>in</strong>frastructure. Roads <strong>in</strong> Kerala consist of three broad categories – National Highways (NHs),<br />

State Highways (SHs) <strong>and</strong> Major District Roads (MDRs) <strong>and</strong> Village Roads. Appendix A.14.1<br />

conta<strong>in</strong>s all the def<strong>in</strong>itions related to roads. “The Central Government is responsible <strong>for</strong> the<br />

development <strong>and</strong> ma<strong>in</strong>tenance of the NHs. The development <strong>and</strong> ma<strong>in</strong>tenance works of the NHs<br />

are be<strong>in</strong>g implemented on an agency basis. The State Governments (State PWDs), Border Roads<br />

Organisation (BRO) <strong>and</strong> National Highways Authority of India (NHAI) implement the<br />

development <strong>and</strong> ma<strong>in</strong>tenance works on NHs” 2 3 . The SHs <strong>and</strong> MDRs are managed by the Public<br />

Works Department (PWD) of Kerala. There are several w<strong>in</strong>gs under the PWD. They are:<br />

The Kerala Road Fund Board is a professional body that looks after the fund management<br />

affairs of the Kerala State Public Works Department. It primarily oversees <strong>and</strong> manages<br />

non-budgetary funds <strong>and</strong> deploys such funds to implement <strong>in</strong>novative roads <strong>and</strong> other<br />

related <strong>in</strong>frastructure. The Kerala Road Fund Board aims to br<strong>in</strong>g <strong>in</strong> greater private sector<br />

participation <strong>in</strong>to developmental activities.<br />
