This group had listened to a presentation of the method of the Dutch public employment service<br />

of Matching Competencies. Key messages that came from the presentation and the ensuing<br />

discussion were that…<br />

• Matching is and should be done on the competencies that are needed to be successful in a job<br />

and not just skills or diplomas.<br />

• An inventory of competencies is needed across the different stakeholders<br />

• Public employment service<br />

• Labour Union<br />

• Volunteer sector<br />

• Youth work training sector<br />

• National Agency<br />

• Intermediate Labour Market<br />

The group went on to describe a number of needs, including…<br />

• Standards for the exchange of information about competencies between stakeholders<br />

• Clarity and coherence in relation to pathways of recognition<br />

• Gap analyses between supply and demand<br />

• Independent assessment of acquired informal and non-formal competences should be<br />

accessible for young people and volunteers<br />

• Different channels for information exchange on competences should be developed<br />

• Development of a common language on competences and recognition methods<br />

• European agreements/standards on the qualification of the youth workers<br />

• Collecting more evidence of the “production function” of youth work and<br />

the volunteer sector<br />

• Prominence and PR about the inventory of methods used in youth work.
