Testing And Assessment as Used in The Thai Tertiary Institutions Testing and assessment as used in the Thai tertiary institutions in this study may involve both productive and receptive skills to some extent (see Table 12). However, it is not clear whether what is assessed is what is specified in the syllabus or whether what is specified in the syllabus is what is taught. Nor, indeed, is it clear whether syllabus specifications, in many cases, relate to language learning rather than to knowledge of the content of texts used in the language classroom. Though all four skills appear on occasion to be tested in examinations, it is not clear whether testing places emphasis on productive capacity and communicative use(see Tables 13 and 14). Indeed, the stress appears to be on reading and writing at the expense of listening and speaking skills.
