Spelling Bee Champion. Rebekah then went on to 

compete at the Tribune Spelling Bee where she 

was crowned Champion. Rebekah represented 

Trumbull County at the National Scripps Howard 

Spelling Bee in Washington, DC in late May. 

Congratulations also go out to Miranda Stanhope, 

Rebekah’s sister for being named Badger 

Elementary School’s Spelling Bee Champion.

JOSEPH BADGER FOOD SERVICE 

Beginning with the 2011-2012 school year the Child Nutrition 

Reauthorization Section 205 of the Healthy, Hunger-Free Kids 

Act of 2010 – Equity in School Lunch Pricing is now requiring 

schools to charge an average lunch price equal to or more than 

the difference between the reimbursement for a free and paid 

lunch. In other words, the federal government is requiring all 

school districts to raise lunch prices. This increase in 

breakfast/lunch pricing is federally driven not driven by 

local school districts throughout the country.

FREE AND REDUCED BREAKFAST/Lunch 

Free and reduced lunch applications are accepted throughout 

the school year and must be completed each school year. 

Applications are available on our website, www.josephbadger.k12.oh.us, 

each school office and near the end of this 

calendar. Income guidelines are also included with the 

application. Children who are in the Supplemental Nutrition 

Assistance Program (SNAP, food stamps) or the Ohio Works 

First Program (OWF) are eligible for free breakfast and lunch; 

although, you must submit a free and reduced application. 

Applications are due by September 14, 2012. Students 

approved for the Free and Reduced Program this past school 

year will remain in the program on a temporary basis, until 

September 21, 2012, at which time they will be charged 

regular prices. Applications are accepted any time during the 

school year should your income change. You may call Carol 

Johnson, Food Service Director, at 330.876.2810 if you have 

any questions or need assistance completing the form. 

Students approved for free and reduced meals will have all 

school fees waived for the 2012 – 2013 school year. 

Breakfast, the most important meal of the 

day, is available to all students PK-12. 

Breakfast provides energy and nutrition that 

lead to increased concentration in the 

classroom. Studies have shown that 

students who eat breakfast do their best academically, are well 

behaved and make fewer visits to the nurse. All students 

receive free breakfast during OAT/OGT testing. Cereal or 

cereal bar and yogurt or the hot menu item is offered daily 

along with milk and a choice of fruit or juice. 

CAFETERIA ACCOUNTS 

Students are requested to prepay for meals and the school 

continues to allow any student to charge up to $10.00. 

Payments may be made by mail, placed in a payment box 

located across from the principals’ office and in the cafeteria, 

and ONLINE at www.mynutrikids.com. Remember to include 

student’s name and account number on all payments. 

The Joseph Badger Cafeteria will continue to utilize NutriKids 

Point of Sale Software. Parents will be able to view a 30 day 

purchase history, check account balance, and set up low 

balance email notifications free of charge. Secure online 

payment processing is handled by PayPal. NutriKids will 

charge a convenience fee of $1.75 per payment. Visit our

Class Fees 

Beginning with the 2012-2013 school year student class 

fees will be charged to their cafeteria account. This will 

eliminate the need for separate payments, one check or online 

payment (see above) can be made to include class fees and 

meals. Elementary and Middle school family fees, $50.00, will 

be applied to the youngest student, all individual class fees, 

$20.00, will be applied to the appropriate student account. 

Fees will be applied the first week in September. Class fees 

will be waived for students approved for the free and 

reduced meal program, therefore submit applications early 

to avoid unnecessary charges. 

NUTRITION 

The National School Lunch Program will 

change with the 2012-2013 school year. 

Serving nutritional meals has always been a 

priority for Badger Food Service; therefore, 

students will see small changes. For 

example we serve whole grain breads, 

steamed vegetables without added butter or 

salt, and a variety of fresh vegetables daily. Students will see 

less meat and grain offerings, the federal government has set 

maximum limits on weekly menus. Maximum calorie 

guidelines take effect this school year with new fat and sodium 

guidelines the following school year. Schools are permitted to 

offer two grain based desserts per week. 

Joseph Badger utilizes the Offer-vs-Served method. Students 

are offered five food components (milk, fruits, vegetables, 

grains, meat/protein) for lunch of which they must choose 

three. Three food components are offered for breakfast of 

which they must choose two. New this school year students 

must take a fruit or vegetable with their lunch. Juice that 

is 100% fruit or vegetable will count as a fruit or vegetable. 

Joseph Badger offers only 100% fruit and vegetable juices. 

JOSEPH BADGER BOARD OF EDUCATION 2012 

Regular meetings of the Board of Education are held on the 

third Wednesday of each month in the Auditorium at 6:00 pm 

(June/July/August meetings begin at 5:00 pm). Special 

Meetings are scheduled as needed. The time and location of 

all Special Board meetings are announced to the media at least 

24 hours in advance. 

All Board of Education meetings are open to the public. 

Individual concerns should be handled through proper 

administrative channels, with the Board acting as a source of 

appeal beyond the level of Superintendent. Executive 

sessions, as permitted by law, are closed to the public. 

RETIREMENTS 2012-2013 

With the end of the 2011-2012 school year, the 

Joseph Badger School District said goodbye to

ATHLETIC HALL OF FAME 

The Joseph Badger Local Athletic Hall of 

Fame honors those graduates of Badger 

High School who have either excelled in 

athletics or who have made significant 

athletic contributions to the school or 

community. A maximum of five honorees 

will be inducted annually at one of the boys’ 

basketball games during the season.

up in the Athletic Director’s office or on our website:

submitted by September 30 th for consideration. 

SOLVING A PROBLEM AT SCHOOL 

1. If your child is having a problem at 

school, the first step is to talk to the 

teacher. 

• Send a note or email 

• Request a telephone conference or a conference at 

the school. Be sure the teacher understands the 

problem before the conference so he/she can be 

prepared to talk about it. 

2. If you are not satisfied after the meeting with the teacher, 

your next step is to call the principal. Most problems will 

be solved at this point. 

3. Contact the Superintendent’s office to assist in solving 

the problem if you are not satisfied after meeting with the 

building principal. 

4. Continue trying. Your child will receive a better education 

when home and school work together. Remember, your 

child learns by watching you. Demonstrate good 

negotiation skills.

summer. Parents with children

will require parents to log on and create student/family 

accounts, the school will no longer have the ability to create

Eighty percent (80%) of 

a school district’s 

annual budget is 

dedicated to personnel 

costs. The Joseph 

Badger School District’s 

personnel costs are 

consistently less than 

the 80% threshold. It is 

imperative that the 

school district keep their 

eye on the ball by 

constantly reviewing and 

monitoring student class 

sizes. Because of 

economic realities 

brought forth by the 

Great Recession 

accompanied by other 

financial indicators such 

as student enrollment and state funding reductions controlling 

personnel costs is even more crucial to sustaining financial 

stability for the school district. Even though staffing for the 

school district has been decreased by nearly 34% over the past 

ten years, student services have been modified slightly or 

enhanced. For instance BHS Shop and Home Ec are now part 

time programs. The Guidance department has teachers 

(counselors) who serve those programs half time; however, the 

Advanced Placement (AP) Curriculum has expanded to now 

include AP Psychology.

related matter, federal stimulus dollars helped the school

“one-time” monies that have since dried-up.

The effective operational millage has decreased yearly and 

ALLOWS NO GROWTH IN REVENUE DUE TO INFLATION. 

Joseph Badger received $425,000 

on a yearly basis beginning in 1989 

and receives the same $425,000 

amount twenty-four years later in 

2013. This renewal levy is for 

operational costs. Salaries, utilities, 

supplies, and all other operational 

costs are paid with the money 

generated from this renewal levy. 

If the 3.60 (current millage) mill 

renewal levy passes, Joseph Badger will remain the lowest of 

20 schools in Trumbull County for operational millage and 

next to last in total millage. The Joseph Badger School District 

and Board of Education strive for fiscal responsibility ensuring 

quality education and quality service for every tax dollar spent.

The decision to close school due to 

adverse weather conditions is not 

made lightly or easily. Parents and 

students are encouraged to listen to 

local radio/TV stations to find out if 

there is a school closing or delay. 

The district will continue to use the phone notification system 

to cancel school. If you do not receive an automated call, 

please check with your child’s school office to verify the phone 

number on file. You may also check out our website: 

www.joseph-badger.k12.oh.us. 

AUTOMATED PHONE SYSTEM 

The Joseph Badger School District continues to utilize 

communication software that sends information via phone 

messages to parents. It is important that you 

continue to update your phone number 

(home/cell) with the building secretary. 

Remember, if the system calls, you will hear, 

“Joseph Badger School is calling, please hold,” 

if no further message is delivered, the system 

is waiting for silence before leaving the main 

message. For example, the television or radio in the 

background may be too loud; please turn down the volume so 

that the system will continue the message. Please do NOT 

assume that school is cancelled if this system is used. It 

is imperative that you listen to the entire message. Most 

phone messages will also be posted on the school website, 

main page, if you are unable to hear the entire message. 

TEACHER QUALIFICATION NOTICE 

As a parent, you have the right to request information about 

the professional qualifications of your child’s teacher and any 

teachers’ aides working with your child. Specifically, you may 

request information regarding the following items: the 

teacher’s certification/license qualifications, the status of the 

certificate/license (if it is emergency or provisional), and the 

subject areas of the teacher’s college degree and graduate 

school credit. If your child’s teacher is assisted by an 

instructional aide, you may also ask about the aide’s 

qualifications. 

Student Medication Policy #943.00 

The Joseph Badger Board of Education believes 

that all medication should be given by a parent 

at home if possible. The Board recognizes that 

some students are able to attend school 

regularly only through effective use of 

medication in the treatment of disabilities or 

illnesses that will not hinder the health or 

welfare of others. The school nurse or an appropriate person 

appointed by the building principal will supervise the secure 

and proper storage and dispensation of medications. Written 

permission will be signed by the parent (OTC) and physician 

(Rx). The medication must be brought to school by the parent 

or guardian in the original container. Appropriately labeled by 

the pharmacy or physician. If you have a question regarding 

Immunization/Medication, please call the school and speak 

with our nursing staff. Medication forms are available on the 

school website, clinic/health info page.

Open Enrollment (OE) Policy 

Each year the district receives numerous inquiries regarding 

Open Enrollment. The Joseph Badger School District is 

permitted to accept students via open enrollment from the 

surrounding five districts: Maplewood, Mathews, Brookfield, 

Py Valley and Grand Valley. Applications for students to enroll 

under the provisions of Board Policy 910.00 will be accepted 

between May 1 and May 31 of each school year. Applications 

will be considered and 

parents/students informed in 

writing of the status of their 

application by June 15. 

Students approved under this 

policy will be approved for one 

school year only. At the 

conclusion of each school year, 

it is necessary to reapply for the 

BES Fire Safety Day—2012 

succeeding year. Applications 

from students previously enrolled will be given preference over 

applications of students applying for initial open enrollment. 

No student will be denied acceptance upon the basis of 

handicap, provided the special services needed by the student 

are available in the district. The district is not responsible for 

the transportation of students, Board Policy 910.00; however, 

students may be eligible to ride Joseph Badger school buses 

from any existing stop within the school district’s boundaries. 

A student suspended for ten consecutive days or expelled from 

their previous school of attendance for disciplinary reasons 

during the term preceding application may be denied 

acceptance. Athletic eligibility will be determined by the rules 

and regulations of the Ohio High School Athletic Association. 

The district reserves the right to deny open enrollment 

students in a particular grade or program according to 

guidelines and Board Policy. Please see the chart below for 

yearly comparisons of open enrollment numbers.

An immunization record must be kept 

on file for all pupils. Pre-K students 

(O.R.C. 3301-37-05A) are required to 

have a doctor authorized Medical 

Statement no later than thirty days 

following admission verifying 

immunizations. If, after the end of the 

30-day grace period, the pupil has not 

submitted written evidence of

All children must be 4 years of age (by
