Management Committee (BDRRMC)<br />

under the Barangay <strong>Development</strong><br />

Council


Local DRRM Offices<br />

◦ Permanent<br />

◦ Initially organized and composed of LDRRMO plus<br />

staff responsible for (1) administration and<br />

training; (2) research and planning; and (3)<br />

operations and warning.<br />

◦ Primary mandate is to set the direction,<br />

development, implementation and coordination<br />

of disaster risk management programs within<br />

their territorial jurisdictions.


The LDRRM FUND<br />

Sec. 21.Local Disaster Risk Reduction and<br />

Management Fund (LDRRMF) – The present Local<br />

Calamity Fund is now known as the Local DRRM Fund<br />

(LRRMF)<br />

Not less than 5% of the estimated revenues from<br />

regular sources shall be set aside as the LDRRMF to<br />

support DRM activities: pre-disaster preparedness<br />

programs including training, purchasing SARE,<br />

supplies and medicines, for post-disaster activities,<br />

and payment of premiums on calamity insurance.


LDRRM FUND<br />

Cont. Sec. 21. LDRRMF<br />

Of the amount appropriated for LDRRMF, 30% shall<br />

be allocated as Quick Response Fund (QRF) or<br />

stand-by fund for relief and recovery programs in<br />

order that situation and living conditions of people<br />

in communities or areas stricken by disasters,<br />

calamities, epidemics, or complex emergencies,<br />

may be normalized as quickly as possible.


LDRRM FUND<br />

Cont. Sec. 21. LDRRMF<br />

Unexpended LDRRMF shall accrue to a special trust<br />

fund solely for the purpose of supporting DRRM<br />

activities of the LDRRMCs within the next 5 years.<br />

Any such amount still not fully utilized after 5<br />

years shall revert back to the general fund and will<br />

be available for other social services to be<br />

identified by the local sanggunian.

IRR was signed on 27 September 2010<br />

and took effect 15 days after<br />

NDRRMF was signed on June 16, 2011<br />

National DRRM Plan was signed on<br />

March 2012

preparedness and climate change adaptation (DRR,<br />

CC information, SAR, EWS, capacity building, others)<br />

Mitigate the potential impacts of existing disasters and<br />

climate risks<br />

Prevent hazards from becoming disasters<br />

Substantially reduce loss of lives and damages to social,<br />

economic and environmental assets.
