1. Enhancement of Strategic Feature in Program<br />
<strong>JICA</strong> did business focusing on four priority areas designated by <strong>JICA</strong> Country Program in<br />
<strong>2006</strong>. <strong>JICA</strong> worked to make a program operational by combining various schemes including<br />
technical cooperation projects, training program, grant aid and NGO program.<br />
1-1. Agriculture and Rural Development<br />
Three-quarters of the population, or almost 700,000 people depend on agriculture for its<br />
livelihood, and agriculture and livestock production accounts for around 30 percent of<br />
non-oil GDP in 2004 (UNDP, <strong>2006</strong>). Subsistence production of staple crops, including<br />
maize, cassava, rice and sweet potatoes dominates, while smallholder coffee is an<br />
important cash crop. Farming is the sole source of employment and income for about 80<br />
percent of rural households. But productivity is low as a result some 300,000 people, 44<br />
percent of the rural population, are below the national poverty line, 0.55 us $ per capita per<br />
day (MAFF, <strong>2006</strong>).<br />
About half of farmers are below the poverty line, so it is needed to increase yields as well<br />
as generate off-farm employment. <strong>JICA</strong> works on increasing the productivity and<br />
promoting marketing of rice and coffee, and works with both government and local<br />
communities to realize sustainable development by assignment of policy advisor at the<br />
central government level as well as practice of Irrigation and Rice Cultivation Project, and<br />
Coffee Production Projects at community level. As a result production techniques were<br />
improved, water users were organized and coffee was exported to Japan.<br />
At the same time <strong>JICA</strong> sent ten members to the Philippines for food process training and<br />
twenty four members to Japan for agribusiness training in an attempt to generate<br />
employment and accelerate economic growth in rural area. <strong>JICA</strong> prepared the Project for<br />
Rehabilitation and Improvement of Maliana I Irrigation System and Fisheries<br />
Development Projects and formulated a request of the Project for Agribusiness Promotion.<br />
1-2. Maintenance and Improvement of Infrastructure<br />
Infrastructure is a key determinant of agricultural productivity and poverty reduction,<br />
business investment, human development and government capacity to deliver services.<br />
Infrastructure generally is in a poor state, due to the destruction in 1999 and the previous<br />
lack of maintenance and development (Planning Commission 2002).<br />
The government of Japan assisted rehabilitation of roads, water supply, power supply and<br />
ports by dispatching the Peace-Keeping Operation Mission consisting of Japan Defense<br />
Force Engineering Group and implementation grant aid projects. <strong>JICA</strong> works on capacity<br />
building of implementing agencies in an integrated manner with grant aid projects. In FY<br />

<strong>2006</strong> <strong>JICA</strong> implemented three technical cooperation projects such as the Project for the<br />
Capacity Building of Road Maintenance, the Project for Capacity Development by<br />
Training and Preparation of Guidelines and Manual for Roads and the Project for Capacity<br />
Development of teaching Staff in the Faculty of Engineering. <strong>JICA</strong> also facilitated<br />
activities to ensure four grant aid projects are executed appropriately.<br />
1-3. Human Resources Development and Institution Building<br />
Under the Indonesian occupation, few current citizens of <strong>Timor</strong>-<strong>Leste</strong> held senior positions<br />
in the government. Some 7,000 Indonesian officers fled <strong>Timor</strong>-<strong>Leste</strong> in the chaos of 1999,<br />
which left a substantial vacuum in public service (Office of the Prime Minister, <strong>2006</strong>).<br />
From the UN period to the present, the UN missions and development partners dispatched<br />
many advisors, who have been delivering public services and building the skills of national<br />
civil servants. However the capacity building of the government is still insufficient. <strong>JICA</strong><br />
chooses the National Institute of Public Administration (INAP), the National Directorate<br />
for Planning and External Assistance Coordination (NDPEAC) and the Capacity<br />
Development and Coordination Unit (CDCU) as targets, which are responsible agencies<br />
for civil service development.<br />
<strong>JICA</strong> conducted the Project for Strengthening of Capacity of INAP in partnership with<br />
Malaysian National Institute of Public Administration (INTAN), and dispatched advisors<br />
of Aid Coordination and Capacity Development.<br />
1-4. Consolidation of Peace<br />
In the immediate aftermath of the events of 1999 there were approximately 240,000<br />
refugees in West <strong>Timor</strong> and another 200,000 Internally Displaced Persons (IDPs) within<br />
East <strong>Timor</strong>. Programs of peace building and reconciliation were developed and supported<br />
by the UN missions and the Government of <strong>Timor</strong>-<strong>Leste</strong> to mitigate the risk of violence<br />
between pro- and anti-independence forces and to promote return of refugees to their<br />
residence.<br />
Late in May <strong>2006</strong> just before withdraw of the UN mission (UNOTIL), the unrest took<br />
place and more than 100,000 IDPs created. The government of Japan provided<br />
humanitarian assistances and dispatched two civilian polices and the election observation<br />
mission. <strong>JICA</strong> dispatched a training advisor of auditors.<br />
2. Strengthening of Functions to Implement Projects<br />
With manpower of two Japanese and three national program staff, <strong>JICA</strong> TL implemented<br />
assistance activities including six technical cooperation projects, one development study, four<br />

grant aid projects, five NGO partnership projects, ten advisors, two project formulation<br />
advisors, nineteen training courses of sixty five participants and eleven missions. Two projects<br />
are managed by <strong>JICA</strong> TL directly. During absence of advisors due to the evacuation, <strong>JICA</strong> TL<br />
handled project activities including budget disbursement, procurement of equipments,<br />
improvement of facilities and dispatch of counterpart staff for training. In addition, <strong>JICA</strong> TL<br />
prepared a request of follow-up for ex-participant in the global mapping course in 2005.<br />
3. Project Evaluation<br />
<strong>JICA</strong> TL reviewed 290 ex-participants from FY 2001 to 2005. Seventy nine of them replied.<br />
Although they said the training courses were very useful for their jobs, there is no case to<br />
improve performance of their agencies. A single isolated training course would benefit an<br />
individual level only, so in the future the training courses must be integrated into strategic<br />
programs.<br />
4. Partnership with Other Donors<br />
<strong>JICA</strong> TL participated in the Development Partners Meeting in <strong>April</strong> <strong>2006</strong>. The Japanese<br />
Ambassador, Mr. Shimizu mentioned effectiveness of the <strong>JICA</strong> and ASEAN partnership<br />
program. The Philippine Ambassador also introduced a case of the food processing project, the<br />
<strong>JICA</strong> and the Philippine partnership project. The government showed an aid policy to shift<br />
from financial assistance to capacity building assistance. <strong>JICA</strong> TL exchanged information and<br />
views at informal donors meeting since November <strong>2006</strong>.<br />
In October <strong>2006</strong>, the first development partners meeting by the interim government was held.<br />
The new governmental priorities were: 1) consolidate security in Dili and throughout the<br />
country; 2) stimulate economic activity in rural areas; 3) encourage employment activity; 4)<br />
give attention to the needs of the youth; 5) support the veterans; 6) conclude border issues with<br />
Indonesia and 7) reform the security sector. The government showed the Millennium<br />
Challenge Account that gave particular attention to infrastructure and the private sector. The<br />
budget is $450 million over the next five years, the Millennium Challenge Corporation (MCC)<br />
funds about $360 million and the remaining $90 million comes from CFET. <strong>JICA</strong> TL<br />
exchanged information and offered reports of transportation and water supply to MCC.<br />
In February <strong>2007</strong> the Compact Information Meeting was held for the purpose of coordinating<br />
the Government, the United Nations and other multilateral and bilateral donors. UNMIT has a<br />
mandate to promote a compact between <strong>Timor</strong> <strong>Leste</strong> and the international community. The<br />
time-frame for the Compact is 24 months. The key priorities are: 1) national reconciliation and<br />
social trauma; 2) public safety and security sector reform; 3) humanitarian assistance; 4)<br />
justice and the rule of law; 5) communication with civil society and 6) human resource<br />

development.<br />
<strong>JICA</strong> TL promoted the partnership with ASEAN countries, and dispatched ten members to<br />
food processing and four members to agricultural extension both in the Philippine. Besides,<br />
the Project of Road Manual Preparation accepted three engineers from the Road Engineering<br />
Institute in Indonesia. In addition <strong>JICA</strong> TL made arrangements to accept advisors from<br />
Malaysia INTAN to INAP and HIV/AIDS follow-up mission from Thailand but these were<br />
suspended due to the intense security in early March <strong>2007</strong>.<br />
5. Citizens Participation in International Cooperation<br />
<strong>JICA</strong> TL implemented five NGO partnership projects, and consulted with NGOs to prepare<br />
new projects. <strong>JICA</strong> TL had a meeting with the Kyushu University about agricultural<br />
cooperation and the Fisheries and Aquaculture International Co., Ltd. about fisheries<br />
cooperation.<br />
<strong>JICA</strong> TL made efforts to train national staff of partnership NGOs. They participated in the<br />
Youth Invitation Program of small and medium industry and the food processing training in<br />
the Philippines. <strong>JICA</strong> TL held a NGO Management Workshop in March <strong>2007</strong>.<br />
6. Efficiency of Services<br />
<strong>JICA</strong> TL introduced English as working language and every document in the office is prepared<br />
by national staff, and prepared high priority requests that are elaborated and matured for the<br />
next year. The number of project formulation advisors was reduced from four to two as well as<br />
program national staff also reduced from five to three. The NGO desk was merged to the<br />
Program Unit. As a result the overseas office management budget was reduced 9.3 percent<br />
compared to the previous year.<br />
7. Strengthening of Office Management<br />
<strong>JICA</strong> TL revised the security operation manual and assigned a security consultant in<br />
September <strong>2006</strong> based on the experience of evacuation in late May. After resumption of<br />
business in late October, <strong>JICA</strong> TL holds the security consultation meeting on the first Friday of<br />
every month to share information and understand measures to be taken. In addition, from<br />
December <strong>JICA</strong> TL has disseminated security information to every staff almost everyday.<br />
<strong>JICA</strong> TL develops human resources of national staff by extending their works. The<br />
administration staff passed a promotion examination in February and promoted to official<br />
status. <strong>JICA</strong> TL sent three national staff to participate in training or meetings overseas, and<br />
introduced personal performance assessment, link to a work plan of the Office. <strong>JICA</strong> TL holds<br />
a staff meeting every Friday to monitor the progress of business and discuss important agendas.<br />

As a result the behavior of national staff becomes more active.<br />
<strong>JICA</strong> TL made efforts to promote publicity activities. Eighteen articles were appeared in<br />
newspapers or magazines although activities were suspended during six months, and<br />
maintained and promoted relationships with the government officers, donors and NGOs by<br />
participating in donors meetings and workshops.<br />
<strong>JICA</strong> TL worked on the environmental friendly office management. The consumption of<br />
electricity was reduced about forty percent from 26,300 kwh/2005 to 15,700 kwh/<strong>2006</strong> and<br />
papers also reduced about twenty eight percent from 175,000/2005 to 125,000/<strong>2006</strong>.<br />
The international information network was fully equipped in January <strong>2007</strong>. <strong>JICA</strong> TL arranged<br />
a system to input data and manage documents efficiently.<br />
