COMPREHENSIVE TEST OF BASIC SKILLS (CTBS/5) The Comprehensive Test of Basic Skills (CTBS/5) is a nationally standardized achievement test administered to all students in grades 3, 6, and 9. (Reading, language and math tests were administered.) Scores are reported in Mean Normal Curve Equivalents (NCEs. An NCE ranges from 1 to 99 with an average of 50.) These scores compare a student’s performance to a national norm group.
