Judge Frank Orlando (Retired)<br />
The Honorable Frank A. Orlando is the Director of the Center for the Study of Youth Policy at Nova Southeastern University,<br />
Shepard Broad Law Center. Judge Orlando also serves as a Technical Assistance Team Leader for the Annie E. Casey Foundation’s<br />
<strong>Juvenile</strong> Detention Alternative Initiative (<strong>JDAI</strong>). Prior to assum<strong>in</strong>g his present positions, Judge Orlando served as a Florida Circuit<br />
Court judge for 21 years. His primary assignments were <strong>in</strong> the juvenile and family law divisions. He developed and supervised the<br />
court connected mediation program and has written and lectured extensively on juvenile justice issues. In 1969, Judge Orlando<br />
was Commissioner of the Office of Youth Development and Del<strong>in</strong>quency Prevention, U.S., Department of Health, Education and<br />
Welfare. He is past Chair of the Florida Supreme Court Mediation Tra<strong>in</strong><strong>in</strong>g and Standards Commission. He served as the Chair of<br />
the Florida Delegation to the White House Conference on Families. In 1982 he was President of the National Association of Family<br />
and Conciliation Courts. In 1990 he was Chair of the Florida Legislative <strong>Juvenile</strong> <strong>Justice</strong> Reform Task Force. Judge Orlando holds<br />
a Bachelor of Science degree <strong>in</strong> Education and a Juris Doctorate degree from the University of Florida. In 1992, Judge Orlando<br />
received the American Bar Association Liv<strong>in</strong>gston Hall <strong>Justice</strong> Award and has twice been awarded the Florida Council on Crime<br />
and Del<strong>in</strong>quency Dist<strong>in</strong>guished Service Award. In 1998, he received the A.L. Carlisle Child Advocacy Award from The National<br />
Coalition for <strong>Juvenile</strong> <strong>Justice</strong>.<br />

Beth Mohler St<strong>in</strong>nett<br />
Beth Mohler St<strong>in</strong>nett works at the central headquarters for the Virg<strong>in</strong>ia Department of <strong>Juvenile</strong> <strong>Justice</strong> as the state’s <strong>Juvenile</strong> <strong>Justice</strong><br />
Program Specialist. In that role she is <strong>in</strong>volved <strong>in</strong> policy analysis, project management, program development and practice improvement.<br />
Among her responsibilities is serv<strong>in</strong>g as the State Coord<strong>in</strong>ator for the Commonwealth’s <strong>Juvenile</strong> Detention Alternatives Initiative<br />
(<strong>JDAI</strong>) and supervis<strong>in</strong>g local <strong>JDAI</strong> coord<strong>in</strong>ators <strong>in</strong> the state’s participat<strong>in</strong>g jurisdictions. A former Probation and Parole Officer<br />
for several localities <strong>in</strong> Virg<strong>in</strong>ia’s Shenandoah Valley, Ms. St<strong>in</strong>nett has also worked <strong>in</strong> adult corrections, alternative education and<br />
domestic violence. She was recently re-elected to a second term as the President of the Virg<strong>in</strong>ia <strong>Juvenile</strong> <strong>Justice</strong> Association (VJJA),<br />
a diverse group of more than 1200 professionals from nearly every agency <strong>in</strong> the Commonwealth that touches the lives of court<strong>in</strong>volved<br />
children. In that role she has been actively <strong>in</strong>volved <strong>in</strong> the legislative arena lobby<strong>in</strong>g aga<strong>in</strong>st legislation that runs counter to<br />
research on adolescent development or threatens the rehabilitative nature of the juvenile court. Ms. St<strong>in</strong>nett and her husband Dave,<br />
and their chocolate Labrador, Yaz, make their home <strong>in</strong> Glen Allen.<br />
