Notification of Intent (NOI) to issue an Invitation For International Bidding (IFIB) for Electronic
Warfare services (training & exercise).
1. In accordance with the stipulations of the Bi-SC Procurement Directive 60-70, Annex B, the following
information is provided on an Invitation For International Bidding (IFIB) that this Headquarters has the intention to
release.
IFIB Reference : ACO–SH–07-35
Title of IFIB : Electronic Warfare (ACO)
Requirement : To provide flying services by 3 categories of aircraft ie: Type A, B and C, and qualified
support personnel for Electronic Warfare (EW) under the NATO Integrated Air Defence
System (NATINADS) Programme and in support of the NATO exercise programme
throughout ALLIED COMMAND OPERATIONS (ACO). Contractor’s personnel
responsible for performing services under the contract must be in possession of a valid
NATO security clearance up to NATO SECRET level.
Type A aircraft: Shall have company-supplied radar jamming to cover the tasked
frequencies in addition to high power communications jammers. The Type A aircraft
shall have the capability to mount JEWCS pods.
Type B aircraft: Shall have contractor comm. provided. Jamming equipment and upon
request, single frequency increased power comm. Jamming equipment. Shall be
properly configured to utilise 2 – 4 of following equipment: JEWCS pods capable of
C/D, E/F, G/I/J and J Band jamming as well as threat simulation.
Type C aircraft: Shall be configured to utilise 2-4 of the following equipment: JEWCS
pods capable of C/D, E/F, G/I/J, and J-Band jamming as well as threat simulations.
Period of performance : One base year (2008) + four one-year options
Bidding procedure : One Envelope

Funding : SHAPE Military Budgets
Cumulated estimated value (2008 + 4 one-year options): 8,500,000 Euros. No
guaranteed minimum value.
Eligibility : Firms from all NATO contributing nations (26 Nations) which have performed at least
three contracts within the last five years substantially similar in scope to the requirement
described in the solicitation.
