7. NC3A was authorised to use the Alliance Operations and Missions (AOM) International<br />

Competitive Bidding (ICB) Procedure, lowest price technically compliant Procedures. The<br />

successful bid pursuant to this IFB will be that bid which is the lowest price technically<br />

compliant in accordance with the evaluation criteria.<br />

8. It is planned to place a single contract for the entire scope of work. No partial bidding<br />

will be allowed.<br />

9. The IFB is planned to be issued by April 2008 with a Bid Closing Date in May 2008<br />

and contract award in June 2008.<br />

10. Bidders will be required to declare a bid validity of 6 months from closing date for<br />

receipt of bids. Should the selection and award procedure exceed the 6 month after Bid<br />

Closing Date, firms will be requested to voluntarily extend the validity of their bids<br />

accordingly. Bidders may decline to do so, withdraw their bid and excuse themselves from<br />

the bidding process without penalty.<br />

11. The project is required to be completed by the end of 2008.<br />

12. In addition with the firms nominated in Annex A of this letter, it is requested that NC3A<br />

be provided with a list, not later than 04 April 2008, of qualified and certified firms whch<br />

may be interested in receiving an lnvitatlon for Bid for this project. Thls list should include<br />

the NAME of the FIRM, the TELEPHONE AND FAX NUMBER AND E-mail-ADDRESS<br />

AND POINT OF CONTACT within each of the nominated firms. Thls information is critical<br />

to enable prompt and accurate communication with prospective bidders and should be sent to<br />

13. The National Authorities are advised that the JFB package will be <strong>NATO</strong><br />

<strong>UNCLASSIFIED</strong>. Prospective Bidders should also he aware that contractor personnel will be<br />

called on to work at a <strong>NATO</strong> site in conjunction with the contract and such contractor<br />

personnel will be required to have security clearances to the level of "<strong>NATO</strong> SECRET".<br />

14. It is requested that all additional firms interested in participating in this procurement be<br />

introduced by their National Authorities with the required "Declaration of Eligibility" and<br />

certification of their security clearances. Requests for participation received directly from<br />

firms can not be considered.<br />
