7. NC3A was authorised to use the Alliance Operations and Missions (AOM) International
Competitive Bidding (ICB) Procedure, lowest price technically compliant Procedures. The
successful bid pursuant to this IFB will be that bid which is the lowest price technically
compliant in accordance with the evaluation criteria.
8. It is planned to place a single contract for the entire scope of work. No partial bidding
will be allowed.
9. The IFB is planned to be issued by April 2008 with a Bid Closing Date in May 2008
and contract award in June 2008.
10. Bidders will be required to declare a bid validity of 6 months from closing date for
receipt of bids. Should the selection and award procedure exceed the 6 month after Bid
Closing Date, firms will be requested to voluntarily extend the validity of their bids
accordingly. Bidders may decline to do so, withdraw their bid and excuse themselves from
the bidding process without penalty.
11. The project is required to be completed by the end of 2008.
12. In addition with the firms nominated in Annex A of this letter, it is requested that NC3A
be provided with a list, not later than 04 April 2008, of qualified and certified firms whch
may be interested in receiving an lnvitatlon for Bid for this project. Thls list should include
the NAME of the FIRM, the TELEPHONE AND FAX NUMBER AND E-mail-ADDRESS
AND POINT OF CONTACT within each of the nominated firms. Thls information is critical
to enable prompt and accurate communication with prospective bidders and should be sent to

13. The National Authorities are advised that the JFB package will be NATO
UNCLASSIFIED. Prospective Bidders should also he aware that contractor personnel will be
called on to work at a NATO site in conjunction with the contract and such contractor
personnel will be required to have security clearances to the level of "NATO SECRET".
14. It is requested that all additional firms interested in participating in this procurement be
introduced by their National Authorities with the required "Declaration of Eligibility" and
certification of their security clearances. Requests for participation received directly from
firms can not be considered.
