1. The NC3A intends, in accordance with reference (A), to invite bids for the Procurement<br />
of "Voiceldata Equipment, Spectrum Management Capability and Guard Tower Connectivity<br />
At Kandahar A~rfield (KAF- ISAF)".<br />
2. An overview of the requirements for this Invitation For Bid (IFB) is summarised in<br />
attachment A hereto.<br />
3. The reference for the Invitation for Bid is IFB- CO-12520-OPL, and all correspondence<br />
concerning this IFB should reference this number.<br />
4. The scope of work for this project has been authorised by reference (B) as<br />
recommended by reference (C). The estimated value of this project is 7,386,519 Euro.<br />
5. The project will be carried out under the Acquisition Division Programme of Work<br />
NSP0001842.<br />
6. NC3A was authorised to use the Alliance Operations and Missions (AOM) International<br />
Competitive Bidding (ICB) Procedure, lowest price technically compliant Procedures. The<br />
successful bid pursuant to this SFB will be that bid which is the lowest price technically<br />
compliant in accordance with the evaluation criteria.<br />
7. It is planned to place a single contract for the entire scope of work. No partial bidding<br />
will be allowed.<br />
8. The IFB is planned to be issued by April 2008 with a Bid Closing Date in May 2008<br />
and contract award in June 2008.<br />

9. Bidders will be required to declare a bid validity of 6 months from closing date for<br />
receipt of bids. Should the selection and award procedure exceed the 6 month after Bid<br />
Closing Date, firms will be requested to voluntarily extend the validity of their bids<br />
accordingly. Bidders may decline to do so, withdraw their bid and excuse themselves kom<br />
the bidding process without penalty.<br />
10. The project is required to be completed by the end of 2008.<br />
11. In addition with the firms nominated in Annex A of this letter, it is requested that NC3A<br />
be provided with a list, not later than 04 April 2008, of qualified and certified firms which<br />
may be interested in receiving an Invitation for Bid for this project. This list should include<br />
the NAME of the FIRM, the TELEPHONE AND FAX NUMBER AND E-mail-ADDRESS<br />
AND POINT OF CONTACT within each of the nominated firms. This information is critica!<br />
to enable prompt and accurate communication with prospective bidders and should be sent to<br />

I. Background<br />
?J - Project Scope of Work Summary<br />
The operational requirement for the voice system is for the provision of fixed switched telephone capability<br />
connected to the <strong>NATO</strong> Core Network (NCN) to be deployed in Kandahar Air field (KAF).<br />
In addition, regarding the Data system, the majority of the KAF (Kandahar Airfield) users are currently<br />
served via a temporary solution. This project will initially provide the LAN access layer (switches and<br />
cabling), and fibre Network Interface Cards (NICS) for 335 workstations which are expected to migrate to<br />
the current nodes or 4 additional Area Distribution Nodes (ADN), which are fibre based. + Gy;JKc'. 1 -.F<br />

Finally, the project will include fixed line voice capability to enhance the radio voice capability at the guard<br />
towers, as well as data connectivity to increase information exchange.<br />
2. Scope of work<br />
Voice System: This project will expand the Phase 1 Voice solution by 4 additional nodes to support KAF<br />
expansion in the North and South portions of the airfield. The expansion will include the addition of the<br />
expansion shelves to the Phase I architecture Siemens Hipath 4000 voice switch.<br />
In addition, the voice equipment will be replaced by the voice equipment procured through this project. The<br />
replacement will include new user voice instruments, using existing copper cabling where available.<br />
Data System: This project will expand the Phase 1 MANILAN data solution by 4 additional nodes to<br />
support KAF expansion in the North and South portions of the airfield. The expansion will include the<br />
addition of the data switches to the Phase 1 architecture (SAGEM SHD Node), which is based on large and<br />
medium CISCO network switches for the key CIS backbone architecture and small (Local Area Network<br />

In addition, some data equipment will be replaced by the data equipment procured through this project.<br />
Voice and Data Capability to the KAF Watch Towers: The existing voice and data systems shall he<br />
expanded to meet KAF Watch Tower requirements, not covered under Phase 1 implementation of the<br />
project. The cabling to the Watch Towers will be integrated as much as possible with any other civil works<br />
required under pending engineering PSRs for KAF Perimeter Expansion and Watch Tower upgrades or<br />
replacements.<br />
Approximately thirty eight (38) watch tower locations (including ECPs) shall be provided with voice, data<br />
and cabling during Phase 2.<br />
The on site installation and testing for the areas mentioned above are part of the scope of this project.<br />
Spectrum Management Capabilitv:<br />
This project shall deliver a Spectrum Analysis and Management system to meet the Military Requirements<br />
for KAF. No Spectrum Management capability was delivered initially. The spectrum analysis and<br />
management capability shall consist of:<br />
Spectrum Analysis for KM, and a training system for Brunssum.<br />
Spectrum Management for KAF to be tied into an ISAF-wide system<br />
The main part of the project will be the achievement of the Data system requirements.
