2 Issues and Options consultation GLA has requested a presumption against retail outside Town Centres. GLA has requested an approach to affordable shops. London Metropolitan University do not consider that University uses should be considered community uses. The Submission version addressed this issue. The Direction of Travel promotes small and independent shops. Small shops are more affordable and this is considered the most practical way to address this issue. Universities are considered to provide a community facility given that they provide education to members of the public and facilities. Open Space, Play and Sports Option 27 - Protecting existing open spaces & Option Option 28 - Providing new open space and maximising biodiversity British Waterways support reference to canals as open space, including Blue Ribbon Network General support for protection of open space and trees, particularly amongst resident groups Some objections to policy options, from developers, on basis that policy should be more flexible, less demanding and recognise benefits of development. Open space requirements could be contrary to efficient use of land. GLA strongly support protection and promotion of open space. Detailed design is required for major applications. Detail for minor applications is subject to the scale of development. Play space is required on site in most circumstances, but the policy also outlines an approach to a financial contribution towards off-site provision in certain circumstances.
