SUMMARY OF THE PRESENTATION<br />
Dr. Kotliński said that his presentati<strong>on</strong> <strong>on</strong> <strong>the</strong> relati<strong>on</strong>ship between nodule genesis and topography in <strong>the</strong><br />
Eastern area <strong>of</strong> <strong>the</strong> Clari<strong>on</strong>‐Clippert<strong>on</strong> regi<strong>on</strong> would be based <strong>on</strong> <strong>the</strong> results <strong>of</strong> a cruise undertaken by his institute<br />
in 2001. Dr. Kotliński began by speaking about <strong>the</strong> rules and provisi<strong>on</strong>s governing c<strong>on</strong>tractors, noting that <strong>the</strong><br />
United Nati<strong>on</strong>s C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> <strong>the</strong> Law <strong>of</strong> <strong>the</strong> Sea treated mineral resources <strong>on</strong> <strong>the</strong> seafloor and <strong>the</strong> internati<strong>on</strong>al<br />
seabed area as <strong>the</strong> comm<strong>on</strong> heritage <strong>of</strong> mankind. He said that <strong>on</strong> <strong>the</strong> open seas, prospecting had been c<strong>on</strong>ducted<br />
in accordance with <strong>the</strong> C<strong>on</strong>venti<strong>on</strong> and <strong>the</strong> Agreement relating to <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> Part XI <strong>of</strong> <strong>the</strong> C<strong>on</strong>venti<strong>on</strong><br />
and <strong>the</strong> relevant regulati<strong>on</strong>s <strong>of</strong> <strong>the</strong> Internati<strong>on</strong>al Seabed Authority. He said that exclusive rights to analyze<br />
polymetallic nodule deposits, collecting systems and equipment, processing facilities, transportati<strong>on</strong> systems, and<br />
studies <strong>of</strong> <strong>the</strong> envir<strong>on</strong>ment within <strong>the</strong> registered claim area were vested in c<strong>on</strong>tractors. He also said that <strong>the</strong><br />
nodules buried in <strong>the</strong> Clari<strong>on</strong>‐Clippert<strong>on</strong> field extended over some 2,400 square nautical miles, and covered about<br />
2.2 milli<strong>on</strong> square kilometres, and that <strong>the</strong> IOM prospecting area was in <strong>the</strong> eastern part <strong>of</strong> that field and covered<br />
543, 000 square kilometres.<br />
Dr. Kotliński explained that <strong>the</strong> Interoceanmetal Joint Organizati<strong>on</strong> (IOM) is an intergovernmental<br />
c<strong>on</strong>sortium that was set up in April 1987 to survey and explore polymetallic nodules in <strong>the</strong> eastern part <strong>of</strong> <strong>the</strong><br />
Clari<strong>on</strong>‐Clippert<strong>on</strong> Z<strong>on</strong>e. He said that, during <strong>the</strong> period 1987‐1990, IOM had prospected an area <strong>of</strong> about 543,000<br />
square kilometres, c<strong>on</strong>ducting multi‐faceted geological and geophysical studies. Dr. Kotliński said that in June<br />
1992, IOM submitted an applicati<strong>on</strong> for pi<strong>on</strong>eer investor status to <strong>the</strong> Preparatory Commissi<strong>on</strong>. Based <strong>on</strong> <strong>the</strong> data<br />
submitted, and in accordance with <strong>the</strong> UN C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> <strong>the</strong> Law <strong>of</strong> <strong>the</strong> Sea and resoluti<strong>on</strong> II, Dr. Kotliński said<br />
