Annual General Transfer – 2012<br />
Explanatory Note to MIS Reports<br />
(Please refer to the Power Point Presentation at DBC News #4.3)<br />
<strong>Data</strong> <strong>Base</strong> <strong>Cell</strong> (DBC) collected on-line Transfer Requests (On-line options as<br />
well as Representations) through www.irs<strong>of</strong>ficersonline.gov.in from the <strong>IRS</strong><br />
<strong>of</strong>ficers for consideration <strong>of</strong> the Placement Committee <strong>of</strong> CBDT in connection with<br />
Annual General Transfer – 2012 (AGT-2012). Similarly, the DBC also extracted<br />
from Cadre Management System (CMS) the ‘Due List’ <strong>of</strong> <strong>of</strong>ficers who are due for<br />
transfer from particular posts/station/region as per the provisions <strong>of</strong><br />
Transfer/Placement Guidelines – 2010 (TPG-2010).<br />
2. Both the Compilations, i.e. the Compilation <strong>of</strong> Transfer Requests (only<br />
where the Transfer Request was YES) and Compilation <strong>of</strong> Due List, were published<br />
in the website on 13.02.2012 requesting the <strong>of</strong>ficers to verify the details therein<br />
and intimate DBC any corrections/modifications/changes in their respective<br />
entries in the said compilations. The DBC examined the requests received from<br />
the <strong>Officers</strong> in this regard in the light <strong>of</strong> TPG-2010 and Executive Pr<strong>of</strong>ile data in<br />
CMS and updated these Compilations accordingly. The revised Compilation <strong>of</strong><br />
Transfer Requests and Due List were published in the<br />
www.irs<strong>of</strong>ficersonline.gov.in on 09.03.2012 as DBC News #4.1 and 4.2<br />
respectively, for information <strong>of</strong> <strong>Officers</strong>.

3. Further, DBC analyzed the Transfer Requests furnished by the <strong>of</strong>ficers and<br />
the Due list generated by the CMS and compiled certain MIS (Management<br />
Information System) reports. Even though DBC collected Options for Transfer<br />
from all the <strong>Officers</strong> (whether they are due for transfer or not), the Transfer<br />
Requests received from <strong>Officers</strong> who had specifically requested for transfer (TR<br />
mentioned as YES in the On-line option form) are only considered in these MIS<br />
reports. It is generally seen that Transfer Requests from Promotee <strong>Officers</strong> are for<br />
the parent CCA Regions from where they were promoted and transferred out.<br />
Hence, for this analysis, the Transfer Requests from Promottee <strong>Officers</strong> were kept<br />
aside as the pattern <strong>of</strong> Transfer Requests from Promotee <strong>Officers</strong> is dependent on<br />
the number <strong>of</strong> <strong>of</strong>ficers promoted from particular CCA Regions and this issue<br />
needs to be addressed separately. Due list for transfer is as per calculation <strong>of</strong><br />
CMS.<br />
3.1 CCA wise vacancy positions could not be included in these MIS Reports for<br />
want <strong>of</strong> Relieving/Joining Reports which are pending in substantial number from<br />
local CCAs and individual <strong>of</strong>ficers. CCAs and individual <strong>of</strong>ficers are requested to<br />
send their respective pending Relieving/Joining Reports to DBC expeditiously.<br />
These reports were published in the www.irs<strong>of</strong>ficersonline.gov.in as a Power<br />
Point Presentation (PPT), vide DBC News #4.3, on 09.03.2012.<br />
4. Few key findings are briefly presented, on a sample basis, as under:-<br />
4.1 MIS-R1 and MIS-R2:<br />
The pie-chart in MIS-R1 shows that out <strong>of</strong> 352 Transfer requests received<br />
for AGT 2012 from <strong>Direct</strong> Recruit <strong>of</strong>ficers, the number <strong>of</strong> Transfer Requests for<br />
cities Mumbai and Delhi are 122 (35%) and 88 (25%) respectively. In order <strong>of</strong><br />
demand, the next popular stations are Bangalore, Hyderabad and Ahmadabad<br />
(incl. Surat and Baroda) etc,. In all, 75% <strong>of</strong> total Transfer Requests received from<br />
the D.Rs are for these 5/6 stations only.<br />
The pie-chart in MIS-R2 shows that out <strong>of</strong> total <strong>of</strong> 565 Transfer requests<br />
received for AGT 2012 from ALL (<strong>Direct</strong> Recruit + Promotee <strong>of</strong>ficers), the number<br />
<strong>of</strong> Transfer Requests for cities Mumbai and Delhi are 148 (26%) and 114 (20%)

respectively. In order <strong>of</strong> demand, the next popular stations are Kolkata,<br />
Bangalore, Hyderabad and Ahmadabad (incl. Surat and Baroda) etc, In all, 76%<br />
<strong>of</strong> total Transfer Requests received are for these 5/6 stations only.<br />
4.2 MIS-R3:<br />
This report contains the details <strong>of</strong> Transfer Requests, as per CCA Preference<br />
wise, as disaggregated in respect <strong>of</strong> D.Rs and Promotee <strong>of</strong>ficers. As could be seen<br />
from this, no. <strong>of</strong> Transfer Requests received from D.Rs and Promotees are 352<br />
and 213 respectively.<br />
D.Rs has requested for transfer to the cities <strong>of</strong> Mumbai and Delhi in<br />
substantial number. Whereas in the case <strong>of</strong> Promotee <strong>of</strong>ficers, out <strong>of</strong> total <strong>of</strong> 213<br />
requests received from them, 57 (27%) requests are for Kolkata only. The next<br />
popular stations are Mumbai, Delhi and CCA Gujarat etc.<br />
4.3 MIS-R4:<br />
Transfer Requests presented in MIS-R3 were further deconstructed into<br />
Rank wise (A/DCIT, Addl.CIT/JCIT and CITs) and presented in MIS-R4.<br />
As could be seen, majority <strong>of</strong> Transfer Requests are from CITs (182 out <strong>of</strong><br />
352). Further, substantial numbers <strong>of</strong> Transfer Requests <strong>of</strong> CITs are for cities like<br />
Mumbai and Delhi. Similarly, in the case <strong>of</strong> Addl./JCITs, out <strong>of</strong> 77 total requests,<br />
38 (50%) requests are for Mumbai alone and 18 (25%) are for Delhi.

4.4 MIS-R5:<br />
It depicts the flow <strong>of</strong> Transfer Requests for both D.Rs and Promotees in all<br />
grades.<br />
The total Transfer Requests received are 565. Out <strong>of</strong> these 565 Requests,<br />
for an example, 60 Requests were received from CCA Gujarat. Out <strong>of</strong> this 60<br />
Requests received from CCA Gujarat, 29 and 10 Requests are seeking transfer to<br />
CCA Mumbai and CCA Rajasthan respectively.<br />
Similarly, out <strong>of</strong> 565 Transfer Requests received, as an example, 31<br />
Requests are seeking transfer to CCA AP. Out <strong>of</strong> this 31 Requests seeking transfer<br />
to CCA AP, 13 and 5 Requests are received from CCA TN and CCA Karnatak<br />
respectively.<br />
4.5 MIS-R6:<br />
In MIS-R6, the ‘Transfer Requests’ vis-à-vis ‘Transfer Due’ were mapped and<br />
the same was cross tabulated ‘CCA Preference’ wise and ‘Rank wise’.<br />
As could be seen, against substantial number <strong>of</strong> Transfer Requests, the<br />
number <strong>of</strong> Transfer Due were 0 across almost all <strong>of</strong> the CCAs in respect <strong>of</strong> A/DCIT<br />
and Addl./JCITs.<br />
In the case <strong>of</strong> CITs too, the gap between Transfer Request and Transfer Due<br />
is very substantial. i.e. (183 vs. 31). This gap becomes extremely wide in the cases<br />
<strong>of</strong> Delhi and Mumbai, i.e. (57 vs. 0) and (47 vs. 1) respectively.<br />
Further, as has been highlighted in green color cells, in the rank <strong>of</strong> CITs, the<br />
number <strong>of</strong> ‘Transfer Due’ out <strong>of</strong> the deficient Regions (such as WB, NER, Kerala<br />
and Nagpur) are more than the number <strong>of</strong> ‘Transfer Requests’ to these Regions.<br />
