INTRODUCTION
The Indian Ocean Naval Symposium
(IONS)2008 set in motion, an initiative, bringing
together host of nations of the Indian Ocean Region
(IOR), to meet the common challenges of the twenty
first century that affects everyone equally at sea. The
challenges - responding to the humanitarian needs
of the people during natural calamities; effectively
warding of threats from non state actors who choose
to become pirates and marine pollution are but a few
examples.
Navies are well trained to operate in hostile
environments and have risen to the occasions
whenever situations demand, as have been
demonstrated by the recent requirements either to
provide humanitarian needs or facing up to pirates
in rescuing merchant ships and their crew.
The threat and the challenges that are faced by
one and all in the Indian Ocean Region demand a
