Introduction
Over the last few years, Piracy has become a
cause of serious concern due to its threat to global
commerce, human safety at sea and use of sea routes
for spread of terrorism. A thread that connects piracy,
the Mumbai attacks and the emergence of selfpropelled
semi-submersibles for drug smuggling is
use of sea routes and unregulated small boats for
terrorist and illegal activities. In 2009, maritime piracy
in this region has gone up by one hundred and
twenty six percent. This increase has occurred despite
a host of measures including the passage of four
resolutions by the United Nations in 2008, the
deployment of multinational naval forces by more
than a dozen countries (CTF 151, India, Russia and
China), improvements in reporting systems of
merchantmen and establishing of a safety corridor for
safe transit of merchant ships.
